There is an urgent need, heightened by climate change, for appropriate technologies to address this problem through managing and increasing the quantity of water on farmers’ fields – water harvesting. This book defines water harvesting as a set of approaches which occupy an intermediate position along the water-management spectrum extending from in situ moisture conservation to irrigated agriculture. They generally comprise small-scale systems that induce, collect, store and make use of local surface runoff for agriculture. The authors review development experience and set out the state of the art of water harvesting for crop production and other benefits in Sub-Saharan Africa. This includes an assessment of water harvesting schemes that were initiated two or three decades ago when interest was stimulated by the droughts of the 1970s and 1980s. These provide lessons to promote sustainable development of dryland agriculture in the face of changing environmental conditions. Case studies from eight countries across Sub-Saharan Africa provide the evidence base. Each follows a similar format and is based on assessments conducted in collaboration with in-country partners, with a focus on attempts to promote adoption of water harvesting, both horizontally (spread) and vertically (institutionalization). Introductory cross-cutting chapters as well as an analytical conclusion are also included.

Book excerpt: Sub-Saharan Africa has an irrigation potential of about 42 million hectares of which only 17% is developed. Despite several investments in irrigation the growth is slow. This study aims at helping to achieve sustainable irrigation in sub-Saharan Africa, through gaining a better understanding of productive irrigation water use and effective management of irrigation development. The study is conducted in the White Volta sub-basin specifically in Northern Ghana and Southern Burkina Faso which have been experiencing rapid irrigation development since the mid 1990s. The study identified growing markets for irrigated products as an important driving force behind the expansion of irrigation which has given rise to new technologies. The new technologies have spread because they gave farmers direct control over water sources. These new technologies allow relatively small farm sizes which can be adequately managed by the surveyed farmers. As a result high productivities are achieved. The hydrological impact of upscaling irrigation in the sub-basin is sustainable and will maximize the overall benefits derived from water resources in the Volta Basin.

Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. Book excerpt: In West Africa, especially in the Sahelian countries of Burkina Faso, Niger, Mali and Mauritania, erratic rainfall sequences within and between years has often led to a high uncertainty in rainfed crop production. Over the past three decades, severe food shortages attributed to drought have been frequently reported in several Sahelian countries, most of which are amongst the least developed of the world. Innovative and indigenous ways to achieve improved crop yields through integrated land and water management such as rainwater harvesting and soil water conservation have been successfully tested and, in some cases, adopted in West Africa. This paper highlights the successful interventions of improved indigenous rainwater harvesting/soil water conservation technologies such as Zaï or tassa, stone rows and half-moon in the Sahelian zones of West Africa over the past 10 years, and their contributions to enhancing food security and alleviating poverty. The potential for adoption of these technologies at the farm level and their outscaling to areas with similar agroecological zones are also discussed.
