Book excerpt: The Department of Defense (DOD) implemented the Advanced Concept Technology Demonstration (ACTD) process in 1994 as an alternative to the more traditional, overly bureaucratic acquisition system in place throughout the 1970s and 1980s. Many senior leaders in the Office of the Secretary of Defense (OSD) and the services heralded the process as an important component of DOD s acquisition reform revolution. Nevertheless, did the system really provide significant results beyond what the acquisition system could provide? Before 1996, the ACTD s purpose was to fill a void in the existing acquisition process by transitioning emerging technologies to the warfighter faster and cheaper than acquisition policy and regulation allowed. Now that the new DOD 5000 directives provide significant regulatory relief governing current acquisition programs, is the ACTD process still viable or has it become irrelevant? This paper compares the current DOD 5000 acquisition process with the ACTD process and examines three ACTDs, all Unmanned Aerial Vehicles, to determine if the ACTD process produced results that could not be expected in today's reformed acquisition environment. What the research shows is that for major weapon system development efforts, the ACTD program does not offer substantial benefits. In fact, the ACTD process creates problems the traditional acquisition process was designed to prevent.

Book excerpt: The Department of Defense (DOD) has built five prototype Global Hawk reconnaissance aircraft for use in a High Altitude Endurance Unmanned Aerial Vehicle Advanced Concept Technology Demonstration. The Advanced Concept Technology Demonstration's purpose is to determine through design and construction of Global Hawk prototypes, and a subsequent assessment of their utility in military user demonstrations, if the concept is effective as an Air Force reconnaissance aircraft before DOD decides whether to acquire a production version of it. Reconnaissance aircraft such as Global Hawk are used to obtain information about the activities and resources of enemy forces. If DOD decides to acquire Global Hawk, the production version is expected to provide the Air Force with the ability to fly for 40 continuous hours and conduct reconnaissance for up to 24 hours at a radius of 3,000 nautical miles. In 1994, when the Advanced Concept Technology Demonstration was initiated, DOD established a $10-million average unit flyaway price goal in fiscal year 1994 dollars for air vehicles numbered 11 through 20.2 The unit flyaway price covers the cost of the vehicle, its reconnaissance sensors, and the contractor's fee. Unit flyaway price excludes costs for systems engineering and program management, system test and evaluation and non-recurring tooling, engineering and manufacturing development, and non-flying support equipment such as the ground control station.

Book excerpt: The Advanced Concept Technology Demonstration (ACTD) Program, initiated by DoD as a joint acquisition and warfighting community effort, is intended to exploit mature and maturing technologies to assist in solving identified military needs. The focus of the research is to examine the ACTD program, its three classes and the contracting methods employed in each class. The objective of this research is to determine if contracting methodology is a critical decision element in the ACTD process and provide recommendations for Government contracting personnel in contracting for future ACTDs. This study compares and contrasts procurements through the formal acquisition process to those via the ACTD Program. Additionally, major ACTD outcomes, issues, challenges and lessons learned are analyzed to assess how they may impact the contracting process. Due to the highly diverse nature of ACTD systems, the choice or prescription of a particular contract method was not found to be a critical process element. The ACTD process should remain flexible to achieve the objectives for which it was established. Contracting officials should be encouraged to tailor the acquisition process to the needs of the particular programs, minimize cost, schedule and performance risks and incentivize contractor performance to the maximum extent possible.

Book excerpt: This thesis evaluated the Department of Defense's Advanced Concept Technology Demonstration (ACTD) process and the challenges encountered in transitioning an ACTD to an acquisition program. The methodology included case analyses of two ACTD programs that transitioned to acquisition programs to determine their levels of success. The scope included a review of: 1) ACTD origins and processes as of July 2002, 2) past ACTD programs, 3) the established documentation criteria associated with ACTD selection and evaluation, 4) the two ACTD case programs selected for analysis, 5) the apparent ACTD transition areas prone to success or failure, and 6) potential process improvements the would aid in ACTD transition to acquisition programs. This thesis identified both the strengths and the weaknesses in the existing ACTD transition process. The results indicated that several of the existing ACTD criteria should be maintained. However, it was also determined that several enhancements could be incorporated into future processes. It concluded with recommended improvements that would enhance the insertion of technology to the warfighter via the acquisition process. With the combination of current practices and implementation of these recommendations, ACTDs could become the cornerstone of the Secretary of Defense's new acquisition process.

CINC 21's goal is to improve command and control of forces by exploiting advanced visualization techniques and decision support systems (e.g., presentations, cueing, triggers, alerts), collaboration capabilities, and knowledge and enterprise management technologies. CINC 21 used information technology to reduce dependence on centralized, single-crisis command centers in favor of decentralized, rapidly configured coalition and interagency enclaves. To evaluate the technologies developed as part of the CINC 21 ACTD, a Joint Military Utility Assessment (JMUA) was planned and executed. The purpose of the JMUA was to determine how well the CINC 21 products met warfighter requirements.
