This book was released on 2013-09-13 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume revisits, problematizes, and expands the meaning of quality in the context of adult basic education. Covering a wide range of relevant topics, it includes contributors from the realms of both policy and practice and encompasses both the major instructional areas-reading, writing, and mathematics-as well as larger issues of literacy, learning, and adulthood. Each chapter focuses on what improving quality in the field might look like through the particular lens of the author's work. As a whole, the broad scope of topics and ideas addressed will raise the level of discussion, knowledge, and practice regarding quality in adult basic education. In this book, the term adult basic education refers to the broad range of services for adults who wish to improve their literacy and language skills, including beginning and intermediate writing, writing and numeracy, preGED, GED/Adult Secondary Education, and ESL instruction that takes place in a range of contexts including schools, community-based programs, and workplace development programs. The volume is organized around three themes: *Accountability, Standards, and the Use of Documentation and Research; *Program Structures and Instruction; and *Rethinking Our Assumptions and Concepts. Coming at a time of increasing pressure to standardize, to be accountable, and to improve outcomes, and when calls for evidence-based practice are fueling stakeholders' interest in the relationship between research and practice at all levels of the system, Toward Defining and Improving Quality in Adult Basic Education is particularly timely for scholars, graduate students, and professionals in the field of adult basic education.

Book excerpt: Adult basic education programs, sometimes called adult basic and secondary education programs, typically serve adults over the age of sixteen who do not have a high school diploma and are no longer eligible for traditional secondary education programs. Although adult basic education (ABE) is situated apart from the elementary, secondary, and college education systems, it does not exist in a vacuum. This is especially true of literacy assessment in adult basic education now, at the turn of the century. Adult literacy assessment is affected by changing definitions of literacy, changes in the needs of federal and state funders, and changes in assessment tools and practices. These changes are discussed in detail in this chapter in order to present a broad picture of the current state of literacy assessment in adult basic education. Because none of these changes are completely new, a brief history is presented to put them in context. Literacy must be defined before it is possible to know how to assess it, and assessment must be defined before it is possible to know how best to implement it. This chapter thus begins with definitions of literacy and then describes assessment in adult basic education within this definitional framework. Implications for practice, research, and policy follow. (Contains 1 note.) [Chapter 4 in: Annual Review of Adult Learning and Literacy. Volume 3; copublished with John Wiley & Sons, Inc.; see ED478329.].

Book excerpt: A high level of literacy in both print and digital media is required for negotiating most aspects of 21st-century life, including supporting a family, education, health, civic participation, and competitiveness in the global economy. Yet, more than 90 million U.S. adults lack adequate literacy. Furthermore, only 38 percent of U.S. 12th graders are at or above proficient in reading. Improving Adult Literacy Instruction synthesizes the research on literacy and learning to improve literacy instruction in the United States and to recommend a more systemic approach to research, practice, and policy. The book focuses on individuals ages 16 and older who are not in K-12 education. It identifies factors that affect literacy development in adolescence and adulthood in general, and examines their implications for strengthening literacy instruction for this population. It also discusses technologies for learning that can assist with multiple aspects of teaching, assessment, and accommodations for learning. There is inadequate knowledge about effective instructional practices and a need for better assessment and ongoing monitoring of adult students' proficiencies, weaknesses, instructional environments, and progress, which might guide instructional planning. Improving Adult Literacy Instruction recommends a program of research and innovation to validate, identify the boundaries of, and extend current knowledge to improve instruction for adults and adolescents outside school. The book is a valuable resource for curriculum developers, federal agencies such as the Department of Education, administrators, educators, and funding agencies.
