Book excerpt: On 4 March 2007, the two main actors in the Côte d'Ivoire crisis signed the Ouagadougou Peace Agreement (OPA). The deal initially produced a peaceful atmosphere. The demarcation line between the armed forces was dismantled, a new government formed and the groundwork laid for addressing the conflict's key questions: Ivorian identity and citizenship, and presidential legitimacy. Yet, more than two years later, the OPA is in deep trouble. The conflict will only be resolved if the commitments made in the Burkinabé capital are finally translated into action. Organising credible elections will not be enough to rescue Côte d'Ivoire from a decade-long crisis; substantial progress in the disarmament process and genuine reunification of the administration are also needed. President Compaoré's facilitation needs to generate new momentum, and other international partners must increase their pressure.

This book also analyzes the complexity of post-independence foreign policy decision making and the influence of the post-colonial narrative during the Cold War. In this study, Charles Asante argues that the significance and continuity of Nkrumah’s legacy is often attributed to his pan-Africanist leadership on the African continent, fervently articulating an independent African foreign policy. Leaders like Nkrumah, considered themselves as the redeemers of Africa’s political and economic vulnerability from its colonial experiences. Asante finds that, in contrast to the positive experience associated with his independence movement for Ghana, Nkrumah could not build the same kind of vision, engagement, and networks among other African nationalist leaders necessary for successful promotion of a Pan-African region. Despite Nkrumah’s own foreign policy failures in the Congo, the United States of Africa project, and his sudden overthrow in 1966, Nkrumah’s Pan-African vision is still promoted as an important foreign policy objective by Ghana’s politicians, public servants, military, and academics.

The Ivorian government's preference for a security clamp-down there, rather than measures to address political and economic problems has done little to address instability, which could provide the spark that reignites the crisis.
