From 1921 to 1925 the Federal Government reduced expenditures more than two billions of dollars. The same period showed an increase of more than four billions of dollars in State, chum/y, municipal, and other governmental expenditures. In 1921 when the cost of all government in' this country was approximately nine and one-half billions of dollars, Federal expenditure constituted nearly 60 per cent of the total. In 1925 the cost of all government increased to more than eleven and a half billions, of which only 27 per cent is represented by Federal expenditure.
