Swanson, congressman, governor, senator, and secretary of the navy, extended from the second administration of Grover Cleveland into that of Franklin Roosevelt. His record, writes Henry C. Ferrell, Jr., in this definitive biography, is that of "a skillful legislative diplomat and an exceedingly wise executive encompassed in the personality of a professional politician." As a congressman, Swanson abandoned Cleveland's laissez faire doctrines to become the leading Virginia spokesman for William Jennings Bryan and the Democratic platform of 1896. His achievements as a reform governor are equaled by few Virginia chief executives. In the Senate, Swanson worked to advance the programs of Woodrow Wilson. In the 1920s, he contributed to formulation of Democratic alternatives to Republican policies. In Roosevelt's New Deal cabinet, he helped the Navy obtain favorable treatment during a decade of isolation. The warp and woof of local politics are well explicated by Ferrell to furnish insight into personalities and events that first produced, then sustained, Swan-son's electoral success. He examines Virginia educational, moral, and social reforms; disfranchisement movements; racial and class politics; and the impact of the woman's vote. And he records the growth of the Hampton Roads military-industrial complex, which Swanson brought about. In Virginia, Swanson became a dominant political figure, and Ferrell's study challenges previous interpretations of Virginia politics between 1892 and 1932 that pictured a powerful, reactionary Democratic "Organization," directed by Thomas Staples Martin and his successor Harry Flood Byrd, Sr., defeating would-be progressive reformers. Book excerpt: This book offers a comprehensive political biography of Kingsley Ozuomba Mbadiwe, (1915-1990), a central figure in Nigerian political history for more than forty years. Starting in 1936 as a protégé of Nnamdi Azikiwe, then Nigeria's most renowned nationalist, Mbadiwe himself by the 1950s became a frontline nationalist. And next to Tafawa Balewa from the North who became Prime Minster in 1957, he was the most important figure in the Nigerian Federal Government between 1952 and Nigeria's first military coup in 1966. During this time he held a succession of important Cabinet positions and was Parliamentary Leader of the National Council of Nigeria and the Cameroons (NCNC), which was in a ruling alliance with the Northern People's Congress (NPC). In contrast, his older prominent political contemporaries, Azikiwe of the Eastern Region, Igbo Leader of the NCNC; Obafemi Awolowo of the Western Region, Yoruba Leader of the Action Group (AG); and Ahmadu Bello of the Northern Region, Fulani Leader of the NPC, all carved out their political careers totally or largely at the regional level. Throughout his political career Mbadiwe's focus was always at the national level. Truly, it has been stated that Mbadiwe was one of the founding fathers of the Nigerian State. Nonetheless, Mbadiwe's ambition for himself to lead Nigeria and for his nation to set it on the path to greatness faced insuperable difficulties. In a country of widespread poverty, high illiteracy, and a grossly underdeveloped private sector, there were fierce ethnic and regional conflicts for the control of governments and resources, leading to massive corruption and serious instability. This in turn led to prolonged military rule twenty years in Mbadiwe's lifetime which was often more corrupt and repressive than civilian rule, and was bitterly deprecated by Mbadiwe.

Book excerpt: From the formation of the first institutions of representative government and the use of slavery in the seventeenth century through the American Revolution, the Civil War, the civil rights movement, and into the twenty-first century, Virginia’s history has been marked by obstacles to democratic change. In The Grandees of Government, Brent Tarter offers an extended commentary based in primary sources on how these undemocratic institutions and ideas arose, and how they were both perpetuated and challenged. Although much literature on American republicanism focuses on the writings of Thomas Jefferson and James Madison, among others, Tarter reveals how their writings were in reality an expression of federalism, not of republican government. Within Virginia, Jefferson, Madison, and others such as John Taylor of Caroline and their contemporaries governed in ways that directly contradicted their statements about representative—and limited— government. Even the democratic rhetoric of the American Revolution worked surprisingly little immediate change in the political practices, institutions, and culture of Virginia. The counterrevolution of the 1880s culminated in the Constitution of 1902 that disfranchised the remainder of African Americans. Virginians who could vote reversed the democratic reforms embodied in the constitutions of 1851, 1864, and 1869, so that the antidemocratic Byrd organization could dominate Virginia’s public life for the first two-thirds of the twentieth century. Offering a thorough reevaluation of the interrelationship between the words and actions of Virginia’s political leaders, The Grandees of Government provides an entirely new interpretation of Virginia’s political history.
