Book excerpt: The Asian Development Bank (ADB) is committed to mainstream gender equality approaches in all sectors of its operations. This publication assesses the nexus between gender inequalities, HIV spread, and infrastructure development. A desk review and comparative analysis of existing infrastructure sector policies, legal and regulatory frameworks related to HIV prevention in Cambodia, the People's Republic of China, India, Papua New Guinea, and Tajikistan identifies factors which may contribute to promote an effective response to the epidemic. The assessment of and field visits in selected ADB transport project sites identified promising practices for a more sustainable and gender-inclusive response to the epidemic.

Book excerpt: This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline

Book excerpt: The complexities of financing, installing, implementing, and regulating public infrastructures, including empirical research, analytical models, and theoretical insights. Infrastructures—tangible, intangible, and institutional public facilities, from bridges to health care—are a vital precondition for economic and societal wellbeing. There has been an increasing awareness that we cannot rely on market forces for infrastructure investment and maintenance. In this volume, experts from Europe, North and South America, and Asia examine the complexities of financing, installing, implementing, and regulating public infrastructures. Their contributions span a range of methodological approaches, including historical and empirical research, analytical models, theoretical analysis, and sector and regional case studies; they consider the economics of infrastructure provisioning by government, through private-public partnerships, and privatization arrangements. The book first treats general investment, growth, and policy issues, and then offers sector-specific analyses of transportation, energy, telecommunications, and water infrastructures. The chapters cover topics that include the evolution of historical infrastructure; the relationships between the state and private finance in funding and financing infrastructure; and the relevance of infrastructure for economic growth. Available in PDF, EPUB and Kindle. Book excerpt: The Communication, Navigation and Surveillance (CNS) systems provide air traffic controllers with the information necessary to ensure the specified separation between aircraft and efficient management of airspace, as well as assistance to flight crew for safe navigation. However, the radar systems that support air traffic management (ATM), and in particular air traffic control (ATC), are at their operational limit. This is particularly acute in the provision of the ATC services in low altitude, remote and oceanic areas. Limitations in the current surveillance systems include unavailability of services in oceanic and remote areas, limited services during extreme weather conditions, and outdated equipment with limited availability of spare parts to support system operation. These limitations have resulted in fatal accidents. This book addresses the limitations of radar to support ATC in various operational environments, identified and verified by analysing five years of safety data from Avinor, the Air Navigation Service Provider (ANSP) in Norway. It derives a set of taxonomy and from this develops a causal model for incident/accident due to limitations in the surveillance system. The taxonomy provides a new method for ANSPs to categorize incidents while the causal model is useful for incident/accident investigations. The book also provides theoretical justifications for the use of Automatic Dependent Surveillance Broadcast (ADS-B) to overcome the limitations of radar systems and identify areas of improvements to enable seamless ATC services. Written in a style that makes it accessible to non-specialists, Aircraft Surveillance Systems will be of interest to many in the field of aviation, particularly ATM, safety and accident/incident investigation. It will also offer a useful reference on this vital topic for air traffic management courses.

Book excerpt: On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Book excerpt: Regional development banks (RDB) have become increasingly important in the world economy, but have also been relatively under-researched to date. This timely volume addresses this lack of attention by providing a comprehensive, comparative, and empirically informed analysis of their origins, evolution, and contemporary role in the world economy through to the second decade of the twenty-first century. In Regional Development Banks in the World Economy, the editors provide an analytical framework that includes a revised categorisation of RDB by geographic operation and function. Part one offers detailed analyses of the origins, evolution, and contemporary role of the major RDB, including the Inter-American Development Bank, the African Development Bank, the Asian Development Bank, the European Investment Bank, the Central American Bank, the Andean Development Corporation, the European Bank for Reconstruction and Development, and the Asian Infrastructure Investment Bank. Part two offers comparative analyses of key topics on RDB, examining their initial design and their changing business models, their shifting role in promoting policies supported by the United States as hegemon and the private sector. The volume ends with a critical reflection on the role played by RDB to date and a strong defence of the need for these banks in an increasingly complex world economy.

Book excerpt: First, the book documents the evolution of Asia's infrastructure over the past half-century and reviews existing literature on the role of infrastructure investment in supporting growth and social development. It highlights the positive impact of mass transit investments on land and property values, and the possibility of taxing the increase in values to finance these investments. It then examines Asia's current practices and new solutions that can help meet the infrastructure gap. It discusses the role of institutions, how innovation can foster energy infrastructure investments, and the role of bond markets in infrastructure investments. The book explores ASEAN+3 efforts in developing local currency bond markets to provide long-term local financing for infrastructure investment while providing financial resilience. It also examines the use of green bonds to finance sustainable growth in Asia.

The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015.Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015.The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. "e;pivot to Asia"e;, the TPP is envisioned as a "e;comprehensive and high-quality"e; agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for "e;One Belt, One Road"e; and the Asian Infrastructure Investment Bank. All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. To aid in understanding the beginnings, development, and potential of these grand plans, this collection of 22 essays offers a rich analysis of ASEAN's own economic integration and other related initiatives proliferating in the broader Asia-Pacific region.
