Most importantly, several Pacific Island countries have yet to become Parties to the various conventions and protocols relating to the protection of the marine environment, including the MARPOL, London and Noumea Conventions. The 2017-04 Conservation Management Measure on Marine Pollution that, if implemented, will do much to minimise fishing industry waste is scheduled to come into force 1 January 2019. With over 98% of our region covered by ocean, marine litter impacts to ecosystems and coastal communities are heightened by the reliance of island communities upon healthy ocean ecosystems and services. Pacific Island Countries and Territories can also be particularly vulnerable to marine litter impacts due to financial and institutional challenges in properly managing waste before it is transported by wind or water to the marine environment. It is therefore imperative that a suite of activities, as outlined by this Action Plan are implemented across all Pacific island Countries and Territories – that the foundation policy and regulatory frameworks are implemented, where necessary enhanced as in the case of Take Away Food and Beverage Containers, and most importantly then enforced by all. This will set an excellent foundation for the various improved management, awareness, infrastructure and clean up activities that will be resourced through this Action Plan"--Conclusion.

Total volumes are estimated to have reached 11 billion tons, an all-time high, according to UNCTAD records. UNCTAD is projecting 2.6 per cent growth in 2019 and an annual average growth rate of 3.4 per cent for the period 2019-2024. However, the outlook remains challenging, given the heightened uncertainty regarding trade policy and wide-ranging downside risks clouding the horizon. In 2018, world merchandise trade growth decelerated at an unexpected rate, and tariffs on trade between China and the United States of America escalated amid mounting trade tensions and a proliferation of national trade-restrictive measures. Apart from trade policy crosscurrents, geopolitics and sanctions, environmental concerns, fuel economics and tensions involving the Strait of Hormuz - a strategic maritime chokepoint - were in the headlines. Other forces at work continued to slowly reshape the maritime transport landscape. A new normal, contrasting with the historical perspective, appears to be taking hold. This trend is characterized by overall moderate growth in the global economy and trade, a supply chain restructuring in favour of more regionalized trade flows, a continued rebalancing of the Chinese economy, a larger role of technology and services in value chains and logistics, intensified and more frequent natural disasters and climate-related disruptions, and an accelerated environmental sustainability agenda with an increased awareness of the impact of global warming. A transition to the new normal calls for an improved understanding of the main issues at stake, better planning, and flexible and forward-looking-policies that can effectively anticipate change and enable appropriate response measures that take into account the heterogenous nature of developing countries as a group and their varied local conditions and needs..

While technological developments have improved our lives, most of these compounds end up in our oceans where they threaten marine life and human health. The practice of ocean waste disposal has had a long history and was initially believed to have minimal associated costs. However, it is now clear that although we can use the oceans for cheap waste treatment, we do this at the expense of the other key benefits we derive from the sea, notably human food supplies as well as its aesthetic value (including opportunities for recreation and tourism). Many of the pollution problems of previous decades appear to have been solved in the developed world, or at least managed to minimise their environmental impacts. However, despite treatment being available for some waste products, a potent mixture of toxic compounds and other potentially harmful additions continue to enter the marine environment every day. So, have the problems of marine pollution really been solved or have we simply generated a suite of different and potentially more complex challenges? In this volume we consider marine pollution from the perspective of the historical problems that are now successfully managed or solved, the ongoing problems and the emerging challenges that we face. These include hormone mimics, the residues from pharmaceuticals, nanometre-sized particles added to new materials, the millimetric plastics added to shampoos and cosmetics, the artificial fibres in the clothes we wear, and the noise and light pollution from our expanding industries and cities. Marine Pollution is aimed at senior undergraduates, masters and graduate level students studying marine sciences.
