Book excerpt: Recent assertions have been made that the nature of warfare in our current operating environment has changed in such a way that phasing in military operations has outlasted its utility and become problematic, requiring it to be eliminated or replaced in military planning. The problem this monograph attempts to evaluate and solve is whether or not phasing in U.S. Military doctrine and operational design still has utility in planning military operations, or if it should be eliminated or replaced by some other means of visualizing plans and arranging forces for military operations. Phasing has been utilized to assist U.S. Military commanders and planners to visualize plans and how forces should be arranged to conduct military operations and campaigns since the creation of operational design in the 1920's. Phasing has been applied in planning conventional as well as nonconventional military operations. Recent criticisms of phasing have surfaced in the aftermath of Operation Iraqi Freedom's failure to rapidly stabilize Iraq in Phase IV of the operation. This paper analyzes phasing through theoretical and historical influences to trace how it has become a part of operational design and planning. Phasing is described and defined in U.S. Military doctrine from its first appearance as a method to assist in planning in the 1920's to the present and historical examples are provided as examples of its use. Mao Tse Tung's use of phasing to visualize the strategy for conducting his Protracted War against Japan is analyzed to determine what influence it may have had on U.S. Military doctrine. Criticism of phasing and proposed alternatives are presented and scrutinized through Systems Theory, Complexity Theory, logic, and doctrine to evaluate the rationality for criticism and applicability of alternative methods for visualizing plans and arranging forces. Recent changes and modifications to phasing in U.S. Military doctrine are analyzed to understand the logic behind the changes. Emerging concepts such as Operational Net Assessment, Effects Based Operations, and Net-Centric Warfare are described and analyzed through a "system of systems" approach to understand both the positive and negative influences they are having on U.S. Military doctrine and phasing. A concept for "red teaming" is proposed as a method for establishing a foundation for understanding strategic and operational problems, synchronizing efforts, and coordinating between the U.S. Military, other government agencies, and non-government agencies to improve problem solving capabilities and integration of elements of national power. The influence emerging concepts are having on doctrine and their military applications are analyzed to determine how they can be used to improve the efficiency and effectiveness of arranging forces through phasing in operational design. The principle findings and conclusions are that warfare in our current operating environment has not changed in such a way that has made it necessary to eliminate or replace phasing in military planning. Phasing is not a method for solving problems. Military operations or campaigns to solve problems should be visualized from start to finish in order create an understanding of what must be accomplished to achieve the desired end-state. Phasing should be utilized within the visualization of the plan to arrange forces in terms of resources, time, space and purpose to accomplish objectives that cannot be accomplished concurrently or require transition of efforts or forces within the plan. The phases of a plan should be analyzed holistically in order to understand the relationships between the phases and how actions in each phase will effect the others. Misuse, misunderstanding, and misapplication of phasing in military planning can lead to plans that fail to achieve strategic and operational end-states.

In military operations other than war (MOOTW), however, it is often difficult to pin down just what the outcome, or end state, is expected to be. Although our joint doctrine states that the National Command Authorities should define a desired end state before committing troops to action, the reality is that military forces are often committed to MOOTW before an end state or even an exit strategy has been outlined. If an end state/exit strategy is to be defined before commencement of an operation, it is quite probable that the operational commander will be the principal catalyst in making this happen. This paper examines the role of the operational commander in defining a desirable, achievable end state, both before and after forces have been committed to a MOOTW. Since the operational commander is in the best position to advise political leaders on specific military capabilities as well as limitations, a framework is enumerated to assist the operational commander in preparing credible, concrete recommendations regarding the potential use of force, and to what end.

Joint Publication (JP) 3-0, Doctrine for Joint Operations, explains why the United States executed OIF: When other instruments of national power (diplomatic, economic, and informational) are unable or inappropriate to achieve national objectives or protect national interests, the U.S. national leadership may decide to conduct large-scale, sustained combat operations. ... In such cases the goal is to win as quickly and with as few casualties as possible, achieving national objectives and concluding hostilities in terms favorable to the United States and its multinational partners. Win quickly the coalition did, if one de nes winning only in terms of defeating an enemy's conventional combat capabilities. However, JP 3-0 recognizes that achieving the intended end state of a campaign is much more complex: Successful military operations may not, by themselves, achieve the desired strategic end state. Military activities across the full range of military operations need to be integrated and synchronized with other instruments of national power and focused on common national goals. In other words, the Army becomes involved in stability and reconstruction operations in addition to decisive combat when both are required to attain strategic objectives.

ADRP 3-0 expands on the foundations and tenets found in Army Doctrine Publication (ADP) 3-0. This ADRP expands on the doctrine of unified land operations found in ADP 3-0. The publication of ADP 3-0 shifted the Army's operational concept from full spectrum operations to unified land operations. The doctrine of unified land operations describes how the Army demonstrates its core competencies of combined arm maneuver and wide area security through decisive action. The term decisive action replaces the term full spectrum operations as the concept of continuous, simultaneous offense, defense, stability, or defense support of civil authorities. Defense support of civil authorities replaces civil support as a task under decisive action. ADRP 3-0 expands the discussion of the foundations and tenets of unified land operations, as well as the operational framework found in ADP 3-0. Additional changes in ADRP 3-0 from the now obsolete 2011 FM 3-0, Change 1, includes a discussion of the range of military operations replacing the spectrum of conflict as well as a discussion of information collection replacing intelligence, reconnaissance, and surveillance (known as ISR). These changes in ADRP 3-0 now better align Army doctrine with the joint discussion of the principles of joint operations. ADRP 3-0 remains generally consistent with the now obsolete 2011 FM 3-0, Change 1, on key topics while adopting updated terminology and concepts as necessary. These topics include the discussion of an operational environment and the operational and mission variables, as well as the discussions of unified action, law of land warfare, and combat power. As in the now obsolete 2011, FM 3-0, Change 1, mission command remains both a philosophy of command and a warfighting function. Finally, ADRP 3-0 maintains combined arms as the application of arms that multiplies Army forces' effectiveness in all operations. ADRP 3-0 contains four chapters: Chapter 1 shortens the discussion of the operational environment found on the now obsolete 2011 FM 3-0, Change 1, and emphasizes military operations. This chapter provides a framework of variables of an operational environment that shape their nature and affect outcomes. The chapter then discusses unified action and joint operations as well as land operations. Finally, this chapter discusses law of land warfare and combined arms. Chapter 2 introduces the Army's new operational concept of unified land operations. It discusses how commanders apply landpower as part of unified action to defeat the enemy on land and establish conditions that achieve the joint force commander's end state. Chapter 2 discusses how commanders demonstrate the Army's new core competencies of combined arms maneuver and wide area security conducted through decisive action. Chapter 3 discusses combat power and the warfighting functions used to generate combat power in support of unified land operations. As in the now obsolete 2011 FM 3-0, Change 1, chapter 3 discusses the eight elements of combat power that include the six warfighting functions with leadership and information. Lastly, it discusses how Army forces achieve combined arms through force tailoring, task organization, and mutual support. Chapter 4 discusses the elements of operational art and the meaning of operational art to Army forces. It elaborates on commanders and staffs applying the elements of operational art to understand, visualize, and describe how to establish conditions to achieve a desired end state. It discusses how operational art represents a creative approach to dealing with the direction of military forces and expresses an informed vision across the levels of war.
