In addition to focusing on measuring census coverage for several demographic characteristics, including age, gender, race, Hispanic origin status, and tenure, it also considers several of the main hard-to-count populations, such as immigrants, the homeless, the LBGT community, children in foster care, and the disabled. However, given the dearth of accurate undercount data for these groups, they are covered less comprehensively than those demographic groups for which there is reliable undercount data from the Census Bureau. The Secretary of Commerce decided not to adjust, however. Those decisions relied at least partly on the Census Bureau's analyses of the accuracy of the census and of the proposed undercount adjustments based on the Post-Enumeration Survey (PES). Error distributions for the nation, states, and smaller geographic units were estimated with extensions of methods applied to test censuses. To summarize and assess the relative importance of errors in different units, the Census Bureau used aggregate loss functions. This article describes the total error analysis and loss function analysis of the Census Bureau.

Book excerpt: Decennial census results are used for such important purposes as reapportioning the House of Representatives and redrawing congressional, state, and municipal legislative district lines. However, the census historically has undercounted the population, especially black persons. According to the estimate most often cited by the Bureau of the Census, in 1980 the white and nonblack undercount was 0.7 percent while the black undercount was 5.9 percent. Such undercounts can create inequities in political representation and the distribution of federal funds. Because of public concern about the undercount, the Bureau has been studying whether adjustment can improve census counts. The House Committee on Post Office and Civil Service asked GAO to describe the Bureau's experience with the 1988 dress rehearsal post enumeration survey (PES) and to identify the major challenges confronting the 1990 PES. The PES is the primary methodology the Bureau is using as a basis for possibly adjusting the 1990 census counts; it compares responses from households interviewed several months after Census Day with census questionnaires from the same housing units to determine whether each person was correctly counted, missed, or double- counted in the census.

Today it is torn by controversies over affirmative action, evolving racial identities, and minority undercounts. In Counting on the Census? Peter Skerry confirms the persistence of minority undercounts and insists that racial and ethnic data are critical to the administration of policies affecting minorities. He rejects demands that the census stop collecting such data. But Skerry also rejects the view that the census is a scientific exercise best left to the experts, and argues that it is necessarily and properly a political undertaking. To those advocating statistical adjustment of the census, Skerry insists that the consequences of minority undercounts have been misunderstood and exaggerated, while the risks of adjustment have been overlooked. Scrutinizing the tendency to equate census numbers with political power, Skerry places census controversies in the broader context of contemporary American politics and society. He traces our preoccupation with minority undercounts to the pervasive logic of an administrative politics that emphasizes the formal representation of minority interests over minority political mobilization and participation. Rather than confront the genuine social and political problems of the disadvantaged, political elites turn to adjustment to tweak outcomes at the margin. In such a context, where ordinary Americans already feel bewildered by and excluded from politics, the arcane techniques of adjustment would undermine public confidence in this most fundamental function of government. Finally, in a society where racial and ethnic identities are more fluid than ever, Skerry calls for greater realism about the limited accuracy of census data—and for greater tolerance of the untidy politics that accompanies the diversity we have come to value.
