The results have been mixed. The paper provides a framework for evaluating the benefits and costs, in terms of service delivery, of different approaches to decentralization, based on relationships of accountability between different actors in the delivery chain. Moving from a model of central provision to that of decentralization to local governments introduces a new relationship of accountability-between national and local policymakers-while altering existing relationships, such as that between citizens and elected politicians. Only by examining how these relationships change can we understand why decentralization can, and sometimes cannot, lead to better service delivery. In particular, the various instruments of decentralization-fiscal, administrative, regulatory, market, and financial-can affect the incentives facing service providers, even though they relate only to local policymakers. Likewise, and perhaps more significantly, the incentives facing local and national politicians can have a profound effect on the provision of local services. Finally, the process of implementing decentralization can be as important as the design of the system in influencing service delivery outcomes.

Using a combination of quantitative and qualitative methods this study is examining varying outcomes of decentralization policy in Indonesia and shows - both theoretically and empirically - that the performance of newly empowered local governments is deeply rooted in local politics. If local political processes are distorted, political and bureaucratic agents face incentives to use the greater fiscal and political independence that comes with decentralization to draw private 'rents' and consequently often fail to deliver basic services. Conversely, higher accountability increases the political costs of inefficient and inadequate public decisions and public service performance is likely to improve. This requires the interaction of local political institutions, the electoral regime and a well informed and a politically active community able to broadly participate directly and indirectly in exacting accountability. Economists, political scientists and practitioners of decentralization and public sector reform in emerging markets will take great interest in this book. The statement of the problem shows that the process of implementation has faced many bottlenecks at the political, administrative and fiscal levels hence curtailing the speed of implementation and service delivery as detailed in the literature review. The research objectives have brought out the variables under the study as: to determine the effect of fiscal decentralization framework on service delivery by devolved governments in Kenya; to examine the effect of political decentralization framework on service delivery by devolved governments in Kenya; to investigate the effects of administrative decentralization framework on service delivery by devolved governments in Kenya, investigate the effects of economic decentralization framework on service delivery by devolved governments in Kenya to establish the moderating influence of regulatory frameworks on political, fiscal and administrative decentralization and service delivery in Kenya. The study will be undertaken in 14 counties covering all the main regions of Kenya. Several theories have been explored linked to the various variables considered under the study. These are: The Soufflé theory, The social capital theory, The principal Agent theory and finally the Accountability theory. The conceptual framework outlines the independent variables, as administrative, political and fiscal decentralization while the dependent variable is service delivery. The moderating variable is the regulatory framework. Data will be collected by the use of a questionnaire. The quantitative data will be captured with the help of a likert scale while the qualitative data will be captured with open- ended questions at the end of each variable. Data analysis will be done by both qualitative and quantitative methods, as both types of data will have been collected. Quantitative data will be analyzed by use of the statistical package for social sciences (SPSS).

It uses a stochastic frontier method to estimate time-varying efficiency coefficients and analyzes the impact of fiscal decentralization on those efficiency coefficients. The findings indicate that fiscal decentralization can improve the efficiency of public service delivery but only under specific conditions. First, the decentralization process requires adequate political and institutional environments. Second, a sufficient degree of expenditure decentralization seems necessary to obtain favorable outcomes. Third, decentralization of expenditure needs to be accompanied by sufficient decentralization of revenue. Absent those conditions, fiscal decentralization can worsen the efficiency of public service delivery.

Book excerpt: Abstract: This paper studies the relationship between devolution, accountability, and service delivery in Pakistan. It examines the degree of accessibility of local policy-makers and the level of competition in local elections, the expenditure patterns of local governments to gauge their sector priorities, and the extent to which local governments are focused on patronage or the provision of targeted benefits to a few as opposed to providing public goods. The main findings of the paper are three-fold. First, the accessibility of policy-makers to citizens in Pakistan is unequivocally greater after devolution, and local government elections are, with some notable exceptions, as competitive as national and provincial elections. Second, local government sector priorities are heavily tilted toward the provision of physical infrastructure - specifically, roads, water and sanitation, and rural electrification - at the expense of education and health. Third, this sector prioritization is in part a dutiful response to the relatively greater citizen demands for physical infrastructure; in part a reflection of the local government electoral structure that gives primacy to village and neighborhood-specific issues, and in part a reaction to provincial initiatives in education and health that have taken the political space away from local governments in the social sectors, thereby encouraging them to focus more toward physical infrastructure.

Countries are reconsidering their fiscal systems and searching for the right balance between central government control and decentralized governance. Political decentralization has advanced in most countries. Subnational expenditures in developing countries as a percentage of total public expenditures have also increased over the past two decades. However, the process is far from complete. In many countries, the central government is still involved in the delivery of local services, local governments have few sources of own-revenues, local governments have limited access to borrowing for capital projects, and the design of intergovernmental transfers does neither address regional fiscal equity nor convey appropriate incentives for fiscal discipline, improved service delivery performance, and accountability to citizens. Decentralized public governance can help realign public sector incentives through greater accountability to citizens, and attenuate the "democracy deficit" caused by globalization and the role of supranational institutions and regimes. However, this requires careful examination of the entire fiscal system. Elements of a comprehensive package of fiscal system reforms would include: (a) Clarifying roles of various levels of government in public service delivery; (b) Reassigning taxing responsibilities to ensure local revenue autonomy, accountability, and efficiency without endangering an internal common market; (c) Designing fiscal transfers to ensure regional fiscal equity and to create an enabling environment for innovative and competitive service delivery; (d) Facilitating responsible credit market access to subnational governments; (e) Designing institutional arrangements for intergovernmental fiscal relations to better coordinate policies; and (f) Aligning operational capacity with the authorizing environment through the "accountability for results" framework of public management.
