Also discusses a Public Health Service Act requirement regarding medically accurate information about condom effectiveness. Illustrations.
Download or read book The Waxman Report written by Henry Waxman and published by Twelve. This book was released on 2009-07-02 with total page 147 pages. Available in PDF, EPUB and Kindle. Book excerpt: At a time when some of the most sweeping national initiatives in decades are being debated, Congressman Henry Waxman offers a fascinating inside account of how Congress really works by describing the subtleties and complexities of the legislative process. For four decades, Waxman has taken visionary and principled positions on crucial issues and been a driving force for change. Because of legislation he helped champion, our air is cleaner, our food is safer, and our medical care better. Thanks to his work as a top watchdog in Congress, crucial steps have been taken to curb abuses on Wall Street, to halt wasteful spending in Iraq, and to ban steroids from Major League Baseball. Few legislators can match his accomplishments or his insights on how good work gets done in Washington. In this book, Waxman affords readers a rare glimpse into how this is achieved-the strategy, the maneuvering, the behind-the-scenes deals. He shows how the things we take for granted (clear information about tobacco's harmfulness, accurate nutritional labeling, important drugs that have saved countless lives) started out humbly-derided by big business interests as impossible or even destructive. Sometimes, the most dramatic breakthroughs occur through small twists of fate or the most narrow voting margin. Waxman's stories are surprising because they illustrate that while government's progress may seem glacial, much is happening, and small battles waged over years can yield great results. At a moment when so much has been written about what's wrong with Congress-the grid, the partisanship, the influence of interest groups-Henry Waxman offers sophisticated, concrete examples of how government can (and should) work.
Book Synopsis Abstinence Education by : Isabella E. Rossi
Download or read book Abstinence Education written by Isabella E. Rossi and published by Nova Science Publishers. This book was released on 2009 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores teenage sexual activity and non-marital childbearing which have serious consequences for teens, their families, their communities and our society. The two greatest risk factors for teen pregnancy and transmission of STDs are the age at first onset, and the number of partners. By definition, abstinence education programs aim to do just that. Abstinence is the only 100 percent effective method to prevent pregnancy and sexually transmitted diseases. Through education, mentoring, counselling and peer support, abstinence education services help teens delay the onset of sexual activity and reduce the number of sexual partners they have. The State Abstinence Education Program and the Community-Based Abstinence Education (CBAE) Program of the Administration for Children and Families, together with the Adolescent and Family Life Program from the Office of Population Affairs, provide useful tools to help parents, schools, communities and States guide our Nation's youth away from these devastating outcomes.

Download or read book Risky Lessons written by Jessica Fields and published by Rutgers University Press. This book was released on 2008-06-03 with total page 223 pages. Available in PDF, EPUB and Kindle. Book excerpt: Curricula in U.S. public schools are often the focus of heated debate, and few subjects spark more controversy than sex education. While conservatives argue that sexual abstinence should be the only message, liberals counter that an approach that provides comprehensive instruction and helps young people avoid sexually transmitted diseases and pregnancy is necessary. Caught in the middle are the students and teachers whose everyday experiences of sex education are seldom as clear-cut as either side of the debate suggests. Risky Lessons brings readers inside three North Carolina middle schools to show how students and teachers support and subvert the official curriculum through their questions, choices, viewpoints, and reactions. Most important, the book highlights how sex education's formal and informal lessons reflect and reinforce gender, race, and class inequalities. Ultimately critical of both conservative and liberal approaches, Fields argues for curricula that promote social and sexual justice. Sex education's aim need not be limited to reducing the risk of adolescent pregnancies, disease, and sexual activity. Rather, its lessons should help young people to recognize and contend with sexual desires, power, and inequalities.

This book was released on 2014-01-23 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is B&W copy of the government agency publication. EXECUTIVE SUMMARY The enactment of Title V, Section 510 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 significantly increased the funding and prominence of abstinence education as an approach to promote sexual abstinence and healthy teen behavior. Since fiscal year 1998, the Title V, Section 510 program has allocated $50 million annually in federal funding for programs that teach abstinence from sexual activity outside of marriage as the expected standard for school-age children. Under the matching block grant program administered by the U.S. Department of Health and Human Services (DHHS), states must match this federal funding at 75 percent, resulting in a total of $87.5 million annually for Title V, Section 510 abstinence education programs. All programs receiving Title V, Section 510 abstinence education funding must comply with the .A-H. definition of abstinence education (Table 1). In the Balanced Budget Act of 1997, Congress authorized a scientific evaluation of the Title V, Section 510 Abstinence Education Program. This report presents final results from a multi-year, experimentally-based impact study conducted as part of this evaluation. It focuses on four selected Title V, Section 510 abstinence education programs: (1) My Choice, My Future! in Powhatan, Virginia; (2) ReCapturing the Vision in Miami, Florida; (3) Families United to Prevent Teen Pregnancy (FUPTP) in Milwaukee, Wisconsin; and (4) Teens in Control in Clarksdale, Mississippi. Based on follow-up data collected from youth four to six years after study enrollment, the report presents the estimated program impacts on youth behavior, including sexual abstinence, risks of pregnancy and sexually transmitted diseases (STDs), and other related outcomes. FOCAL PROGRAMS FOR THIS REPORT The four selected programs offered a range of implementation settings and program strategies, reflecting the array of operational experiences of the Title V, Section 510 programs operating nationwide. The programs served youth living in a mix of urban communities (Miami and Milwaukee) and rural areas (Powhatan, Virginia and Clarksdale, Mississippi). In three of these communities, the youth served were predominantly African- American or Hispanic and from poor, single-parent households. In Powhatan, youth in the programs were mostly white, non-Hispanic youth from working- and middle-class, two- parent households.
