The economic development policies of the last two decades, and the theory which gave rise to them, have been discredited. The rich are disillusioned, apprehensive or uninterested, while the poor are embittered and without hope, the victims and agents of ignorance, instability and environmental degradation. The need for radical rethinking is urgent: this book makes an important contribution towards that end. John Friedmann argues that poverty should be seen not merely in material terms, but as social, political and psychological powerlessness. He presents the case for an alternative development committed to empowering the poor in their own communities, and to mobilizing them for political participation on a wider scale. In contrast to centralized development policies devised and implemented at the national and international level, alternative development restores the initiative to those in need, on the grounds that unless people have an active role in directing their own destinies long-term progress will not be achieved. The author takes the household as the strategic starting-point - stressing its moral, political and economic potential - as a source of continuity and as a location for production. From this basis he propounds a politics of emancipation that would enable the disempowered poor to assert their rights. Empowerment provides a morally-informed theoretical framework for a development policy that meets the needs of its recipients rather than of its makers.

He focuses specifically on the evolution of institutions that restrain concentrated power, such as courts, assemblies, and bureaucracies. Restraining Power through Institutions begins by developing a set of theoretical arguments about the emergence, change, and consolidation of institutional restraints on power. These are primarily derived from literature focusing on domestic politics going back to events such as those surrounding the signing of the Magna Carta and the emergence and evolution of the Curia Regis in England, or of the Estates General and Parlements in France. It then assesses the relevance of such arguments for the evolution of numerous international institutions: international courts, such as the Permanent Court of Arbitration, International Court of Justice, and International Criminal Court; international assemblies and parliaments, such as the Assembly of the League of Nations, UN General Assembly; and European Parliament; and international secretariats, such as those of the Central Commission for the Navigation of the Rhine, League of Nations, UN, and World Bank. The similarities between developments in the domestic and international realms lead to a number of important conclusions about future expectations for international institutions and for world politics more broadly. In particular, the book argues that complementing the traditional focus on efforts to acquire power with the "Lockean" focus on restraining power offers a more complete depiction of international politics. This novel perspective consequently shifts the focus from the interests and actions of a handful of powerful states to those of virtually all states and groups of states, regardless of how powerful they are.

A Chariot to Freedom is one of the most beloved presentations of the preliminary practices, or ngöndro, that form the foundation of the Vajrayāna Buddhist path. This set of practices, common to all schools of Himalayan Buddhism, is what nearly every practitioner begins with, yet it also constitutes a complete method in and of itself. Although ngöndro are considered a prerequisite for further teachings and initiations into other practices, many of even the most accomplished masters continue to engage in them every day. Most of the other excellent works on these foundational techniques are specific to a particular tradition, but this text is widely considered to be exemplary, in part, because it is applicable to all traditions of ngöndro. Drawing from the original words of the Buddha in the sūtras and from later treatises by such masters as Nāgārjuna, Shāntideva, and Guru Padmasambhava, Shechen Gyaltsap’s commentary is a wonderfully curated anthology of Buddhist teachings on the preliminary practices of Vajrayāna Buddhism.
