Book excerpt: The prototype scrubber and augmentation system designed for and operated in Black Point Test Cell Number 1 NARF-Jacksonville has abated emissions to the projected design level. The engines operated with the system were the J-79, TF-30, and J-52. Particulate emissions were reduced to the 0.002-0.005 gr/SCF level. The visible emissions fell well within the Ringleman 1/2 level after dissipation of the steam plume. No fallout was evident during operation of the system. It was further established that engine test performance was not affected by the TESI system. The scrubber system was mounted on the exhaust stack of the cell thus obviating the necessity for costly ducting and the requirement for ground utilization. The size requirement of the scrubber was reduced significantly with the use of a new augmenter design that decreased the induced air to jet exhaust flow ratio from values in the range of 2:1 to 0.4-0.6:1. This new augmenter can reduce the augmentation even further, thus providing the potential of retrofit of existing cells to accommodate engines larger than now being tested. Sound levels were reduced by the installation of the scrubber from 6-10 decibels (dBA), where the original sound level was of the order of 90-95 dBA.

Book excerpt: Measurable quantities of NOx, CO and small particulates are produced and are emitted into the atmosphere during the testing of aircraft engines in jet engine test cells (JETCs). These emissions have been and are a concern to the Air Force and to others who test aircraft engines. The large quantities of exhaust gases that are generated, the wide range of testing conditions that are normally employed, and the sensitivity of engines to back pressures make control difficult and the use of conventional control technologies impractical. A need exists for a simple, low-cost method to control the emissions. In a Phase I SBIR project, Sorbent Technologies Corporation (Sorbtech) explored the ability of vermiculite to reduce or capture contaminants in exhaust gas streams. During the Phase II SBIR project described in this report, Sorbtech investigated how vermiculite might be employed in a commercial system to control emissions from JETCs and how chemical additions to vermiculite might enhance its NOx-removal abilities. The objectives of the Phase II project were to develop and to demonstrate a suitable filter design involving vermiculite that will control NOx, CO, and small-particulate emissions during jet-engine testing. This report traces the development of a new control technology through the laboratory, bench-scale, slipstream, and prototype stages of testing and demonstration. The result of this work is a simple filter design that was recently evaluated at Tyndall AFB. The new filter design consists of two thin panel beds that capture contaminants as gas passes through them at the end of the exhaust-gas chimney. The filters consist of a primary bed of vermiculite/MgO and a secondary bed of virgin vermiculite or activated carbon. The secondary bed is placed in front of the primary bed. The filters were found to remove 40 to 83 percent of the NOx, more than 50 percent of the particulates by mass, and significant amounts of CO.

A previous theoretical study, CEEDO-TR-78-53, predicted that relatively low efficiency and low cost techniques could bring jet engine test cells into compliance with air pollution regulations. The system proposed included a water cooling spray and a mist eliminator followed by a medium efficiency, high velocity, throw-away type glass filter media. The most serious limitation of which velocity filtration is the aerosol mass loading the potential for rapid pressure drop build up across the filter. Since filter loading characteristics could not be theoretically predicted, the objective of this follow-on work was to experimentally test and report the filter loading characteristics of glass fiber filters for possible application to jet engine test cell exhaust plume opacity control. Two types of glass fiber media were tested: (1) two different medium efficiency pre-filter media, and (2) two different high efficiency final filter media.

Research & Development (CONSOL R & amp;D) performed flue gas sampling at AES Greenidge to verify the performance of the multi-pollutant control system recently installed by Babcock Power Environmental Inc. (BPEI) on the 107-MW Unit 4 (Boiler 6). The multi-pollutant control system includes combustion modifications and a hybrid selective non-catalytic reduction (SNCR)/in-duct selective catalytic reduction (SCR) system to reduce NO(subscript x) emissions, followed by a Turbosorp{reg_sign} circulating fluidized bed dry scrubber system and baghouse to reduce emissions of SO2, SO3, HCl, HF, and particulate matter. Mercury removal is provided via the co-benefits afforded by the in-duct SCR, dry scrubber, and baghouse and by injection of activated carbon upstream of the scrubber, as required. The testing in March and May demonstrated that the multi-pollutant control system attained its performance targets for NO(subscript x) emissions, SO2 removal efficiency, acid gas (SO3, HCl, and HF) removal efficiency, and mercury removal efficiency. However, the ammonia slip measured between the SCR outlet and air heater inlet was consistently greater than the guarantee of 2 ppmvd @ 3% O2. As a result, additional testing was performed on May 30-June 1 and on June 20-21, 2007, in conjunction with tuning of the hybrid NO(subscript x) control system by BPEI, in an effort to achieve the performance target for ammonia slip. This additional testing occurred after the installation of a large particle ash (LPA) screen and removal system just above the SCR reactor and a fresh SCR catalyst layer in mid-May. This report describes the results of the additional tests. During the May 30-June 1 sampling period, CONSOL R & D and Clean Air Engineering (CAE) each measured flue gas ammonia concentrations at the air heater inlet, downstream of the in-duct SCR reactor. In addition, CONSOL R & D measured flue gas ammonia concentrations at the economizer outlet, upstream of the SCR reactor, and CAE measured flue gas NO(subscript x) and CO concentrations at the sampling grids located at the inlet and outlet of the SCR reactor. During the June 20-21 sampling period, CONSOL R & D measured flue gas ammonia concentrations at the air heater inlet. All ammonia measurements were performed using a modified version of U.S. Environmental Protection Agency (EPA) Conditional Test Method (CTM) 027. The NO(subscript x) and CO measurements were performed using U.S. EPA Methods 7E and 10, respectively.
