The idea of America as politically polarized—that there is an unbridgeable divide between right and left, red and blue states—has become a cliché. What commentators miss, however, is that increasing polarization has been closely accompanied by fundamental social and economic changes—most notably, a parallel rise in income inequality. In this second edition of Polarized America, Nolan McCarty, Keith Poole, and Howard Rosenthal use the latest data to examine the relationships of polarization, wealth disparity, immigration, and other forces. They find that inequality feeds directly into political polarization, and polarization in turn creates policies that further increase inequality. Paul Krugman called the first edition of Polarized America “Important.... Essential reading for anyone who wants to understand what's happening to America.” The second edition has been thoroughly brought up to date. All statistical analyses, tables, and figures have been updated with data that run through 2012 or 2014, and the text has been revised to reflect the latest evidence. The chapter on campaign finance has been completely rewritten (with Adam Bonica as coauthor); the analysis shows that with so much “soft” money coming from very wealthy ideological extremists, there is even greater campaign contribution inequality than income inequality.

Book excerpt: "Uganda has experienced rapid economic growth and poverty reduction over the past decade but has failed to significantly improve incomes in its northern regions where prolonged conflict has hindered growth. We consider three strategies to close this regional divide: (1) develop a north-south corridor to encourage regional trade, (2) accelerate growth in the southern capital city and encourage north-south migration, and (3) improve agricultural productivity in rural areas. We examine these strategies using a regionalized computable general equilibrium model, accounting for internal migration and productivity gains from urban agglomeration effects. Simulation results indicate that a north-south corridor benefits northern households, but its benefits are limited by the small size of northern urban centers and the low productivity of northern producers. Investing in the capital city accelerates economic growth but has little effect on other regions' welfare because of the city's weak growth linkages with other regions and small migration effects. Improving agricultural productivity, however, though less effective at stimulating national economic growth, generates broad-based welfare improvements in both rural and urban areas. We therefore conclude that without significant gains in agricultural productivity in the next decade, out-migration and urban-led growth centered in Kampala will be insufficient to significantly reduce poverty in northern Uganda."--Authors' abstract.

This paper presents an empirical investigation of a pioneering formula-based system of resource allocation from the central government to local governments in Ghana--the District Assemblies Common Fund (DACF). The evidence is consistent with governments being able to politically manipulate resource allocation within the confines of the formula-based system. Nevertheless, this does not suggest that the DACF completely fails to limit political influence. Book excerpt: Redox-Flow batteries can play a crucial role in the future electricity supply in order to balance the time lag between the generation of electrical energy from photovoltaics or wind power and the demand for electrical energy. However, to deploy the technology on a large scale, significant cost reductions are required. A thorough knowledge of the reactions and processes taking place within a redox-flow battery is very helpful for this task and this knowledge can be significantly improved by using a suitable mathematical model to describe the processes in a single cell of a redox-flow battery. Nevertheless, this requires a valid model that has been compared with experimental data and that can reproduce these data plausibly and validly. In this thesis, the validation of a two-dimensional model for the description of potential and current density distributions in the porous electrodes of a vanadium redox-flow battery is presented, taking into account effects of kinetics and mass transport. Newly developed potential probes are used for in-situ measurement of solid and liquid phase potentials within a single cell of a vanadium redox-flow battery. The description of the measured cell voltage and potential probe signals by the model reveals a good congruence between the model and the experimental data, so the model can be regarded as valid. Additional suggestions for improvements of the model and the implementation of further models describing membrane crossover effects or electrolyte properties are given.

Book excerpt: In September 1996, the United Nations General Assembly adopted the Comprehensive Nuclear-Test-Ban Treaty (CTBT), prohibiting nuclear explosions worldwide, in all environments. The treaty calls for a global verification system, including a network of 321 monitoring stations distributed around the globe, a data communications network, an international data centre (IDC), and on-site inspections, to verify compliance. This volume contains research papers focusing on seismic ecent location in the CTBT context. The on-site inspection protocol of the treaty specifies a search area not to exceed 1000 square km. Much of the current research effort is therefore directed towards refining the accuracy of event location by including allowances for three-dimensional structure within the Earth. The aim is that the true location of each event will lie within the specified source zone regarding postulated location. The papers in this volume cover many aspects of seismic event location, including the development of algorithms suitable for use with three-dimensional models, allowances for regional structure, use of calibration events and source-specific station corrections. They provide a broad overview of the current international effort to improve seismic event location accuracy, and the editors hope that it will stimulate increased interest and further advances in this important field.
