Book excerpt: In December 2022, following Russia's invasion of Ukraine, a G7-led coalition of countries imposed a $60 per barrel price cap on the sales of Russian oil that use western services. This paper provides a theoretical and quantitative analysis of this new tool. We build a tractable equilibrium model in which the financially constrained exporter of a non-renewable resource optimally exerts market power, and the price of the resource varies stochastically. An important insight from this framework is that the supply curve is inelastic and can even be downward sloping, rationalizing the patterns we observe in the data. Contrary to the fears that an introduction of the price cap will cause a damaging oil supply shock, the exporter may have strong incentives to increase extraction following the introduction of a binding price cap. In fact, when the producer is large and has market power, a price cap that applies to all or most sales significantly limits the degree to which market power is used in equilibrium and stabilizes world oil prices. But if the cap is poorly enforced, or if the sanctioned state has access to a non-compliant "shadow" fleet, the cap is less effective at stabilizing world prices.

The current discussion is not just about the impacts of the ongoing exploitation of non-renewable resources; it is about the methods used by meadows as well. the objective of this term paper is to show the main results of Meadows' book and analyze in a critical manner the methods used and their implementations, maily concerning the criticism by William Nordhaus (1992). In order to do so there is an initial need for some general remarks on vocabulary used in the manner of this issue. This means in particular the distiction of growth against development, as well as to answer the question of what is meant by the term sustainability. Afterwards the paper presents some main results of Meadows (1972) concerning predicted pathways of certain indicators representing man's future living standards. following the criticism of Nordhaus (1992) the paper continues with a comparable empirical analysis of resource price development. Afterwards the simple economic growth model by Robert Solow will be examined with respect to fixed amount of land, to show the effect-relationship between economic groth and finite land. The Earth is getting warmer. Yet, as Hans-Werner Sinn points out in this provocative book, the dominant policy approach—which aims to curb consumption of fossil energy—has been ineffective. Despite policy makers' efforts to promote alternative energy, impose emission controls on cars, and enforce tough energy-efficiency standards for buildings, the relentlessly rising curve of CO2 output does not show the slightest downward turn. Some proposed solutions are downright harmful: cultivating crops to make biofuels not only contributes to global warming but also uses resources that should be devoted to feeding the world's hungry. In The Green Paradox, Sinn proposes a new, more pragmatic approach based not on regulating the demand for fossil fuels but on controlling the supply. The owners of carbon resources, Sinn explains, are pre-empting future regulation by accelerating the production of fossil energy while they can. This is the “Green Paradox”: expected future reduction in carbon consumption has the effect of accelerating climate change. Sinn suggests a supply-side solution: inducing the owners of carbon resources to leave more of their wealth underground. He proposes the swift introduction of a “Super-Kyoto” system—gathering all consumer countries into a cartel by means of a worldwide, coordinated cap-and-trade system supported by the levying of source taxes on capital income—to spoil the resource owners' appetite for financial assets. Only if we can shift our focus from local demand to worldwide supply policies for reducing carbon emissions, Sinn argues, will we have a chance of staving off climate disaster.

Although we do not know what the most important resources will be in 100 years from now, we can be quite certain that society will still need energy and a wide range of raw materials. These resources will include oil and gas, coal, uranium, thorium, geothermal, metallic minerals, industrial and specialty minerals, including cement, raw materials, rare-earth elements. A global approach for assessing the magnitude and future availability of these resources is called for – an approach that, with appropriate international collaboration, was started within the triennium of the International Year of Planet Earth. Some global mineral resource assessments, involving inter-governmental collaboration, have already been initiated.
