Book excerpt: At the onset of the new millennium, the Catholic Church is being bombarded with all kinds of criticisms because of sexual abuses done by Catholic priests 'secretly'. Victims who have been sexually abused by priests or even bishops are now disclosing this "disorderly" conduct to the public. As a result, people are asking "why did the abuse happen? And where did it all begin?" Moreover, the problem of gay priests entails not simply the scandal of sexual misdemeanor but also the fact that gay Catholics, by virtue of the fact that they reject her authority, serve to undermine the teaching of the Church. Therefore, the recent incidents on sexual abuses done by priests only suggest that the formation of priests need to be carefully re-examined. This thesis aims to investigate the 2005 Instruction concerning the criteria for the discernment of vocations with regard to persons with homosexual tendencies who wish to enter the seminary and Holy Orders. This study is clearly a theological inquiry on the Instruction. The researcher seeks to analyze the documents presented on the Instructions as it draws out criteria for the discernment of vocation especially to persons with homosexual tendencies who wish to enter the seminary and Holy Orders. However, the researcher does not make his own criteria but only evaluates the reasons being used behind the Church's teaching presented in the instruction. He further presents implications to some issues being discussed about the Instruction. This thesis is divided into five chapters. Apart from Chapter I and V as the general inroducation and conclusion, Chapter II presented the background and overview of the Instruction issued by the Sacred Congregation for Catholic Education. Chapter III dealt with the theological foundations of homosexuality and the priesthood, understanding both the teachings of the Church about homosexuality and the priesthood. Chapter IV presented the moral implications of the said Instruction. It discusses the issue of homosexuality in the priesthood, the criteria and the need for clarification regarding the Instruction, the candidate's responsibility, and the roles of the person involved in the formation of future priests.

I conclude that while its teaching is clear, in my view erroneous, its practice is ambivalent due to the many gay priests among its ranks, even some would say, up to the highest level of cardinals as the recent McCarrick Report (2020) by the Vatican Secretariat of State revealed. On one level, the answer to the question whether gay men, and by extension gay women, should be admitted to the Catholic priesthood or not is a straightforward affirmative. They should. This is probably a left of centre position. It is my position. Carlo Maria Viganò calls it “an anti-Church of heretics, corrupt men and fornicators” who include “the Vatican Sanhedrin” or what he calls “the deep Church” as I have mentioned below. It would argue with evidence in bucket loads that there are already gay clerics — both high and low — in the Catholic priesthood but only men, I hasten to add. I know a handful. In my erstwhile career as a Catholic seminary lecturer, I personally knew a gay priest colleague, an amiable fellow if ever there was one. There was queer talk about him wherever he had been posted but nothing concrete until at his last post he was reported to the Zambian police for sexual abuse of two teenage boys. May be if it had not been for the age of his victims, he might still be in the gay closet.
