Book excerpt: The Navy is developing three new ship-based weapons that could improve the ability of Navy surface ships to defend themselves against missiles, unmanned aerial vehicles (UAVs), and surface craft: the Surface Navy Laser Weapon System (SNLWS), the electromagnetic railgun (EMRG), and the gun-launched guided projectile (GLGP), previously known as the hypervelocity projectile (HVP). The Navy refers to the initial (i.e., Increment 1) version of SNLWS as HELIOS, an acronym meaning high-energy laser with integrated optical dazzler and surveillance. EMRG could additionally provide the Navy with a new naval surface fire support (NSFS) weapon for attacking land targets in support of Marines or other friendly ground forces ashore. The Department of Defense is exploring the potential for using GLGP across multiple U.S. military services. Any one of these three new weapons, if successfully developed and deployed, might be regarded as a "game changer" for defending Navy surface ships against enemy missiles and UAVs. If two or three of them are successfully developed and deployed, the result might be considered not just a game changer, but a revolution. Rarely has the Navy had so many potential new types of surface-ship air-defense weapons simultaneously available for development and potential deployment. Although the Navy in recent years has made considerable progress in developing technologies for these new weapons, a number of significant development challenges remain. Overcoming these challenges will require additional development work, and ultimate success in overcoming them is not guaranteed. The issue for Congress is whether to approve, reject, or modify the Navy's funding requests and proposed acquisition strategies for these three potential new weapons. Potential oversight questions for Congress include the following: Using currently available air-defense weapons, how well could Navy surface ships defend themselves in a combat scenario against an adversary such as China that has or could have large numbers of missiles and UAVs? How would this situation change if Navy surface ships in coming years were equipped with SNLWS, EMRG, GLGP, or some combination of these systems? How significant are the remaining development challenges for SNLWS, EMRG, and GLGP? Are current schedules for developing SNLWS, EMRG, and GLGP appropriate in relation to remaining development challenges and projected improvements in enemy missiles and UAVs? When does the Navy anticipate issuing roadmaps detailing its plans for procuring and installing production versions of SNLWS, EMRG, and GLGP on specific Navy ships by specific dates? Will the kinds of surface ships that the Navy plans to procure in coming years have sufficient space, weight, electrical power, and cooling capability to take full advantage of SNLWS and EMRG? One fiber SSL prototype demonstrator developed by the Navy is the Laser Weapon System (LaWS). The Navy plans to install a LaWS system on the USS Ponce, a ship operating in the Persian Gulf as an interim Afloat Forward Staging Base (AFSB[I]), in the summer of 2014 to conduct continued evaluation of shipboard lasers in an operational setting. The Navy reportedly anticipates moving to a shipboard laser program of record in "the FY2018 time frame" and achieving an initial operational capability (IOC) with a shipboard laser in FY2020 or FY2021. Although the Navy is developing laser technologies and prototypes of potential shipboard lasers, and has a generalized vision for shipboard lasers, the Navy currently does not yet have a program of record for procuring a production version of a shipboard laser. Near real-time Battle Damage Assessment (BDA) and Dwell Time determinations make up the new kill assessment system, which is simply called the BDA System. This system is a critical force-multiplier for ship survivability by limiting all HEL-target engagements to the minimum dwell time required for threat mitigation, while providing a mission kill interface to the Combat System for a calculated decision point to either re-engage the same threat or engage the next assigned target. This new BDA system concept for a shipboard HEL Combat System was analyzed in order to verify an expected increase in overall system efficiency and performance. The minimum desired increase of threat engagement efficiency was set at 25%. The proof of concept model developed for this project shows that adding a BDA system function to the HEL Combat System causes the system to exceed this threshold of efficiency.

Laser technology can offer connection speeds 50 times greater than microwave, have no electromagnetic signature, use only a fraction of the space and power requirements, and require little to no personnel maintenance. Lasers offer many advantages to its microwave counterpart but it may also have some drawbacks. This paper addresses the effects inclement weather will have on range and bandwidth. Weather ranging from log to heavy rain also is analyzed in relation to the current system. Aside from communications between ships, lasers offer other untouched tactical benefits including - enhanced communications between ships and remote controlled drones. Unmanned vehicles could provide full motion video, telemetry, atmospheric conditions, and provide an uplink for smaller water or land based terminals to the ship.

A high-power Free Electron Laser (FEL) is being designed using short Rayleigh-length resonators to increase the spot size at the mirrors and hence avoid mirror damage. Three-dimensional simulations are used to study the effects of an electron beam misalignment (electron beam tilt). This thesis shows that the proposed design is tolerant of typical electron beam misalignments. The performance of a step-tapered undulator is also studied for the 100 kW proposed upgrade of the Jefferson Laboratory FEL. The results of this research show that the gain is above the required threshold for the 100 kW design while the energy spread does not change significantly over any undulator design. The spectrum of the proposed FEL shows that most of the power is concentrated around the fundamental frequency. It is shown in this thesis that smooth FEL pulses can significantly reduce the negative effects of absorption and scattering. Recent HEL science and technology developments are discussed for both Free Electron and Solid State Lasers.

A shipboard FEL must be compact, efficient, and capable of reliable operation in a naval environment. This thesis explores the feasibility of integrating a 1MW infrared FEL aboard a surface combatant from a Total Ships Systems perspective. A study of system aspects including vibrational effects and ship/weapon interfaces will be addressed to determine the overall ship impact A 1 MW FEL requires 10 MW of electrical power from the shipboard prime power system if run continuously or approximately 2 MW using energy storage. A DDG-51 Arleigh Burke class Destroyer has sufficient reserve generating capacity to produce the required electrical power for the FEL. This prime power electrical distribution system is compatible with the ship's main propulsion gas turbines and weighs 42900 kg and occupies 35 m3. Shipboard vibrations, which will have the greatest influence on the FEL, are generally characterized at frequencies below 50 Hz and have amplitudes approaching 900 micrometers. The effect of these vibrations can be reduced to an acceptable level which will permit continuous operation of the FEL in the maritime environment. From a Total Ship Systems perspective the FEL can be accommodated in a DDG-51 class Destroyer with negligible impact.

The primary objective of the panel was to determine which are the most critical technologies for the Department of the Navy to pursue to ensure U.S. dominance in future naval operations and to determine the future trends in these technologies and their impact on Navy and Marine Corps superiority. A vision of future naval operations ensued from this effort. These technologies form the base from which products, platforms, weapons, and capabilities are built. By combining multiple technologies with their future attributes, new systems and subsystems can be envisioned. Technology for the United States Navy and Marine Corps, 2000-2035 Becoming a 21st-Century Force: Volume 2: Technology indentifies those technologies that are unique to the naval forces and whose development the Department of the Navy clearly must fund, as well as commercially dominated technologies that the panel believes the Navy and Marine Corps must learn to adapt as quickly as possible to naval applications. Since the development of many of the critical technologies is becoming global in nature, some consideration is given to foreign capabilities and trends as a way to assess potential adversaries' capabilities. Finally, the panel assessed the current state of the science and technology (S&T) establishment and processes within the Department of the Navy and makes recommendations that would improve the efficiency and effectiveness of this vital area. The panel's findings and recommendations are presented in this report.
