With their Twelfth Edition, Lawrence C. Dodd, Bruce I. Oppenheimer, and C. Lawrence Evans continue this tradition as their contributors focus on how various aspects of Congress have changed over time: C. Lawrence Evans partners with Wendy Schiller to discuss the U.S. Senate and the meaning of dysfunction; Molly E. Reynolds analyzes the politics of the budget and appropriations process in a polarized Congress; and Danielle M. Thomsen looks at the role of women and voter preferences in the 2018 elections. With a strong new focus on political polarization, this bestselling volume remains on the cutting edge with key insights into the workings of Congress.

Book excerpt: 'Offers hope and good sense in equal measure' Ian Bremmer 'A sensible plan for reform that can help us create a fairer and more equitable world' Sheryl Sandberg Problems are mounting. We face sputtering growth, an escalating climate emergency, worsening inequality, poor policy responses, increasing nationalism and a decline in global co-operation. But a permacrisis need not be permanent. In this book, three of the most internationally respected and experienced thinkers of our time, Gordon Brown, Mohamed A. El-Erian and Michael Spence, writing with Reid Lidow, explain where we’ve gone wrong and set out what could be done to bring about a brighter future for generations to come. They look beyond today’s headlines and political rhetoric to offer a bold, big-picture vision and nuanced, achievable solutions for fixing our broken approaches to growth, economic management, and governance. The world is changing. What that change looks like is up to us.

Book excerpt: Forecast geopolitics and markets with this clear and insightful resource Geopolitical Alpha – An Investment Framework for Predicting the Future provides readers with an original and compelling approach to forecasting the future and beating the markets while doing so. Persuasively written by author, investment strategist, and geopolitical analyst Marko Papic, the book applies a novel framework for making sense of the cacophony of geopolitical risks with the eye towards generating investment-relevant insights. Geopolitical Alpha posits that investors should ignore the media-hyped narratives, insights from "smoke-filled rooms," and most of their political consultants and, instead, focus exclusively on the measurable, material constraints facing policymakers. In the tug-of-war between policymaker preferences and their constraints, the latter always win out in the end. Papic uses a wealth of examples from the past decade to illustrate how one can use his constraint-framework to generate Geopolitical Alpha. In the process, the book discusses: What paradigm shifts will drive investment returns over the next decade Why investment and corporate professionals can no longer treat geopolitics as an exogenous risk How to ignore the media and focus on what drives market narratives that generate returns Perfect for investors, C-suite executives, and investment professionals, Geopolitical Alpha belongs on the shelf of anyone interested in the intersection of geopolitics, economics, and finance.

Available in PDF, EPUB and Kindle. Book excerpt: How the antitax fringe went mainstream—and now threatens America’s future The postwar United States enjoyed large, widely distributed economic rewards—and most Americans accepted that taxes were a reasonable price to pay for living in a society of shared prosperity. Then in 1978 California enacted Proposition 13, a property tax cap that Ronald Reagan hailed as a “second American Revolution,” setting off an antitax, antigovernment wave that has transformed American politics and economic policy. In The Power to Destroy, Michael Graetz tells the story of the antitax movement and how it holds America hostage—undermining the nation’s ability to meet basic needs and fix critical problems. In 1819, Chief Justice John Marshall declared that the power to tax entails “the power to destroy.” But The Power to Destroy argues that tax opponents now wield this destructive power. Attacking the IRS, protecting tax loopholes, and pushing tax cuts from Reagan to Donald Trump, the antitax movement is threatening the nation’s social safety net, increasing inequality, ballooning the national debt, and sapping America’s financial strength. The book chronicles how the movement originated as a fringe enterprise promoted by zealous outsiders using false economic claims and thinly veiled racist rhetoric, and how—abetted by conservative media and Grover Norquist’s “taxpayer protection pledge"—it evolved into a mainstream political force. The important story of how the antitax movement came to dominate and distort politics, and how it impedes rational budgeting, equality, and opportunities, The Power to Destroy is essential reading for understanding American life today.

Available in PDF, EPUB and Kindle. Book excerpt: Financial Crises and the Limits of Bank Reform examines the responses that were implemented in France and Germany, two comparable European economies, in the aftermath of the global financial crisis from 2007/2008 with respect to the future economic role of the banks. While France pushed for greater independence from the banks by strengthening financial disintermediation and non-bank intermediation, Germany supported classic bank intermediation. Analysing the reasons for this puzzling difference, this book shows that the main lessons drawn from the crisis were the consequence of differing patterns of social learning, leading to changes in widely shared beliefs of specific aspects of banking. While these were related to the conditions of bank lending and the limits of bank intermediation in France, in Germany they were linked to the risks of financial innovation and financial sector concentration. The book draws on an in-depth analysis of French and German banking and financial sector reforms in the decades prior to the crisis, crisis management, and the responses implemented in the aftermath, featuring extensive interview data with over 70 professionals in addition to profound document and data analysis. It discusses alternative theoretical approaches and spells out the ontological foundations and behavioural implications of the social learning approach to policy change. Contrary to other accounts of the post-crisis reforms concentrating on regulatory change, the author focuses on how evolving financial practices and reform priorities mutually condition each other over time, forming distinctive developmental paths. As this book shows, it is only once we embed the reform options chosen in their specific institutional and socio-economic context that we fully understand the driving forces behind the post-crisis reforms.
