Book excerpt: This research deals with urban water reuse planning and management modeling in the context of sustainable development. Rapid urbanization and population growth have presented a great challenge to urban water resources management. As water reuse may alleviate pollution loads and enhance water supply sources, water reuse is being recognized as a sustainable urban water management strategy and is becoming increasingly attractive in urban water resources management. An efficient water reuse planning and management model is of significance in promoting water reuse practices. This thesis introduces an urban water reuse management and planning model using optimization methods with an emphasis on modeling uncertainty issues associated with water demand and water quality. The model is developed in conjunction with the overall urban water system with considerations over water supply, water demand, water distribution, water quality, and wastewater treatment and discharge. The objective of the model is to minimize the overall cost of the system subject to technological, societal and environmental constraints. Uncertainty issues associated with water demand and treatment quality are modeled by introducing stochastic programming methods, namely, two-stage stochastic recourse programming and chance-constraint programming. The model is capable of identifying and evaluating water reuse in urban water systems to optimize the allocation of urban water resources with regard to uncertainties. It thus provides essential information in planning and managing urban water reuse systems towards a more sustainable urban water resources management. An application was presented in order to demonstrate the modeling process and to analyze the impact of uncertainties.

The objective is to show how differently wastewater reuse is conceived and practised around the world as well as to present the varied needs and possibilities for reusing wastewater. In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the “stakeholders” point of view. Each reuse purpose demands different water quality, not only to protect health and the environment but also to fulfil the requirements of the specific reuse. Reuses considered are agricultural, urban agriculture as a special case of the former, municipal and industrial. Alongside these uses, the indirect reuse for human consumption through aquifer recharge is also discussed. The third section deals with emerging and controversial topics. Ethical and economical dilemmas in the field are presented as a subject not frequently addressed in this field. The role of governments in respect of public policy in reuse is discussed as well as the different international criteria and standards for reusing wastewater. The importance of public acceptance and the way to properly handle it is also considered. The fourth section of the book presents contrasting case studies; typical situations in the developed world (Japan and Germany) are compared to those in developing countries (Pakistan and Brazil) for agricultural and industrial reuse. Indirect planned reuse for human consumption (Germany) is compared with an unplanned one (Mexico). The Windhoek, Namibia case study is presented to emphasize why if the direct reuse of wastewater for human consumption has been performed with success for more than 35 years it is still the only example of this type around the world. To illustrate the difficulties of having a common framework for regulating water reuse in several countries, the Mediterranean situation is described. Other case studies presented refer to the reuse situation in Israel, Spain, Cameroon, Nepal and Vietnam, these latter countries being located in water rich areas. This book will be an invaluable information source for all those concerned with water reuse including water utility managers, wastewater policy makers and water resources planners as well as researchers and students in environmental engineering, water resources planning and sanitary engineering. Groundwater is a central element in the urban water cycle of all cities located on aquifers, yet it remains inadequately integrated into urban water management practices. This book describes holistic approaches for quantification and balancing of urban water and solute fluxes that have been developed by the joint Euro-Australian research project AISUWRS. The new tools comprise a chain of interconnected models that link urban water supply, urban drainage and urban groundwater resources. These include a new sewer exfiltration, model that is based on pipe asset conditions which permits flows to the environment to be estimated. The book provides details on the further processing of this information through the unsaturated zone down to aquifer, where numerical groundwater flow and transport models are applied. Concise documentation is provided on each of the models. The practicability of applying the chain of models was tested by applying it in four case study cities in Australia, Germany, Slovenia and the United Kingdom that have diverse conditions in terms of hydrogeologic setup, climate and data availability. This permitted additional validation by field investigations, including problem-oriented monitoring campaigns aimed at assessing the impact of wastewater practice on groundwater. The book provides guidance and examples of the application of multilevel piezometers, on adapted monitoring strategies, and the use for interpretation purposes of microbiological parameters, pharmaceutical residues and related marker species. The socio-economic analysis in the case study cities sometimes uncovered distinctively different problem perceptions and priorities, both in the groups of experts responsible for the water management and with the remaining stakeholders. The AISUWRS project has developed tools to foster these urgently required deliberation processes. Methodologies for formal sustainability assessment with a triple bottom line background were also elaborated and tested during the case studies. The case studies have shown that the approach is valid and constitutes an important step towards integrated urban water management.
