Book excerpt: Over the past 50 years, changes in agricultural structure led to an increase in average farm size and a corresponding decrease in the number of farms. Technological developments that favored large farms and innovations in management, e.g. mechanization, specialization, routinization, and standardization, made it possible for fewer farmers to feed more people better, thus enabling farmers and other rural people to work in new factories that were springing up in nearby cities. The same technologies that "pulled" rural people toward the cities "pushed" them off the farms and out of rural communities. As a result, many of these rural communities have experienced decreased economic activity, employment, and income generation rate. The purpose of this thesis is to analyze the relationship between he [sic] structure of agriculture and the economic, demographic, and farm structural characteristics of farming dependent counties in North Carolina, and to use insights derived from this analysis to make recommendations to improve the quality of life in these counties. Data for this study was taken from the Census of Agriculture (1987,1992, & 1997), Statistical Abstract of the United States (1987, 1992, & 1997), County and City Data Book (1987, 1992, & 1997), and the Bureau of Economic Analysis (1987-1997). The study will utilize the logit model to analyze the criterion variable, a county's level of dependency on farming and the probability that the county would fit into one of two groups; moderately high dependent or low dependent on farming. Moderately high dependent is defined as a county that receives ten-percent or more of its total earnings from farming; a low farming dependent county receives less than ten percent of its total earnings from farming. Variables examined in the model included: percent of earnings from manufacturing, household income of over $50,000, total number of persons, percent of farms 50 acres or less, and percent of farms 500 acres or more. The following three variables were statistically significant; percentage of households with earnings of $50,000 or more, total number of people in a county, and the percentage of farm operators farming 50 acres or less. These variables would determine the probability of a county being in the moderately high dependency group or the low dependency group. This logit model can assist policymakers to predict the dependency status of a county; thus providing useful information for the policy making process. Past research suggests that policies aimed at protecting farmers are key to the survival of many rural areas. In order to improve opportunities for farm operators, their families and communities, programs and policies are needed that will provide opportunities for farmers to supplement their income and encourage the adoption of improved technology that will increase the productivity of small farms and simulate [sic] business activity in rural communities.

Book excerpt: In North Carolina’s Free People of Color, 1715–1885, Warren Eugene Milteer Jr. examines the lives of free persons categorized by their communities as “negroes,” “mulattoes,” “mustees,” “Indians,” “mixed-bloods,” or simply “free people of color.” From the colonial period through Reconstruction, lawmakers passed legislation that curbed the rights and privileges of these non-enslaved residents, from prohibiting their testimony against whites to barring them from the ballot box. While such laws suggest that most white North Carolinians desired to limit the freedoms and civil liberties enjoyed by free people of color, Milteer reveals that the two groups often interacted—praying together, working the same land, and occasionally sharing households and starting families. Some free people of color also rose to prominence in their communities, becoming successful businesspeople and winning the respect of their white neighbors. Milteer’s innovative study moves beyond depictions of the American South as a region controlled by a strict racial hierarchy. He contends that although North Carolinians frequently sorted themselves into races imbued with legal and social entitlements—with whites placing themselves above persons of color—those efforts regularly clashed with their concurrent recognition of class, gender, kinship, and occupational distinctions. Whites often determined the position of free nonwhites by designating them as either valuable or expendable members of society. In early North Carolina, free people of color of certain statuses enjoyed access to institutions unavailable even to some whites. Prior to 1835, for instance, some free men of color possessed the right to vote while the law disenfranchised all women, white and nonwhite included. North Carolina’s Free People of Color, 1715–1885 demonstrates that conceptions of race were complex and fluid, defying easy characterization. Despite the reductive labels often assigned to them by whites, free people of color in the state emerged from an array of backgrounds, lived widely varied lives, and created distinct cultures—all of which, Milteer suggests, allowed them to adjust to and counter ever-evolving forms of racial discrimination.

C ommon Whites: Class and Culture in Antebellum North Carolina is the first comprehensive examination of these nonslaveholders and small slaveholders in over forty years. Using North Carolina as a case in point, Bill Cecil-Fronsman has sketched a broad portrait of the world made by this group. Drawing on travelers' accounts, newspapers, folksongs and folktales, quantitative analysis of census reports, and, above all, the common whites' own words, he has woven the individual threads of their culture into an in-depth analysis of their world and their responses to it. This work focuses on the issues of class and culture. Here, Cecil-Fronsman explores why the common whites accepted the slave system even though it worked to their disadvantage. He demonstrates how the market economy of the outside world played a negligible role in their lives and how their unique traditional attitudes toward family and community evolved. Finally, he recounts how, although most common whites supported the Confederate cause during the Civil War, many of the old loyalties broke down during the war years. The common whites, though they outnumbered the slaves and the elites, make up the least studied group in the Old South. This book takes us beyond the stereotypes and misconceptions to a better understanding of a group of people virtually ignored by traditional history.
