The people's thought towards property management has changed from the provision of basic services such as watchmen and cleaners to a professional servicing industry. Moreover, as changes in people's attitude in service consumption and social values, the requirement of the owners for the property management services raised. Apart from this, the participation of Owner Committee ( OC ) in the property management has become more significant which has been recognized by the residents, the property management practitioners as well as the government. As a result of the rapid population growth, the demand for the housing has increased rapidly too thus, led to the development of multi-storey buildings in large scale. The government policy has encouraged the participation of OC in the management of the building by formation of Owners Incorporations aiming at the promotion of a 'self-help' approach for which the OC could manage the building on their own. The encouragement of the government by enactment of the Building Management Ordinance has strengthened the power of the Incorporated Owners as they have the power to terminate and to appoint managers at their choice. However, we always hear that Owner Committee (OC) will cause a lot of quarrels between OC and the property managers/property management companies and bring a lot of troubles to the property manager/property management company. Sometimes the property managers/ property management companies complained that the requirement of the OC is too high to meet and unreasonable. Moreover, they also complained that OC controls too much on them so that their efficiency of work and their daily performance will be reduced. In addition, it creates a great impact to the property management companies and to the industry of property management. For example, the incidents of termination of property managers/property management companies were increased for the past decade. Does OC really could not perform their function and to make contribution to improve the quality of private residential property in Hong Kong? In this dissertation, it is to find out whether the OC participation in the management of the property has positive impacts on the management quality of the estates or not. If yes, to what extent or level that OC could help improve the quality of the private residential property in Hong Kong. After the estate study, it was found that OC participation in the management of the property could help the management company understand their needs and become more accountable. It was also noted that by the questionnaire survey and face to face interviews, the estate selected for the estate study that is a high level of participation of OC, all the comments and results have a higher satisfaction rate and a positive impacts on the management quality of the estate as well as in the whole property management industry. Abstract: In Hong Kong, residential and related housing matters entail one of the social conflict issues as pointed out by Chiu and Lai (1995). Establishing a united environment among residential estate might therefore be a solution and one of the essential aspects in community building. Apart from this, in response to the rapid changing society and the ever-increasing demand from citizens, diverse types of private residential properties are formed which the adopted management practices are far different from the others. These diverse types of management practices might probably be resulting in the divergent level of social cohesiveness among groups. Macro-wise, the integration of Hong Kong and Mainland China since 1997 has greatly influenced Hong Kong in terms of cultural, economical and political, which has brought diversity in the society and social conflicts. As increasing numbers of occupants in the private residential estates are from China, property management practitioners might be able to play an important role in enhancing the overall cohesiveness by adopting appropriate building management practices which can not only build up the loyalty among the residents and also minimize the cultural conflicts. A high level of residents' cohesion will also help in enhancing the effectiveness and efficiency in managing the properties to establish an enjoyable living environment. Thus, it is worthwhile to review the level of social cohesion in different private residential estates so as to explore the effective building management practices in favour of enhancing social cohesiveness. Over the past decade, property management is no longer simply maintaining the operation of the property and ensuring security of the residents, it has become a customer service industry which always emphasizing on exceeding users' expectations and providing satisfaction both to the landlords and tenants so as to increase the property value. This study will look into three types of management practices, from reactive to proactive, from operational to customer-focused and from direct management by caretakers to with support from professional management entities in order to identify the relationship between management practices and understand the level of social cohesiveness among Hong Kong private residential estates. This study will also help property management practitioners to understand the impact of management practices in favour of enhancing social cohesiveness and also review their current practices. As extolled by many policy decision makers, the benefits of home owning against renting received substantial benefits which has tangible constructive profitable impacts such as capital appreciation and intangible benefits such as life contentment, social stability, security of tenure, raised self-esteem, sense of belongings, civic participation, improved physical health and better child outcomes. In fact, few studies havebeen conducted in a Chinese society whether these perceived benefits are also confessed by home owners or potential buyers. Given the strong empirical studies in Western countries, it gives particular interest to explore further and undertake research pertaining to social benefits of home ownership in Hong Kong to ascertain the benefits derived. In Hong Kong, home ownership was promoted by the government since the Long Term Housing Strategy in 1987. However, government had re-positioned its home ownership policy after the Asian Financial Crisisin 1997.Government clarified that the housing objectives would focus on provision of public rental housing to low income group and at the same time minimize its intervention in the private property market by maintaining adequate land supply to sustain an unprejudiced and steady operating atmosphere in the private property market. In fact, the housing policy was shifted from public-led to market-led approach. The Secretary for Housing, Planning and Lands released a Statement on Housing Policy with nine measures were introduced to stablilize the housing market including suspension of production and sale of HOS flats indefinitely and sale of government land can only be applied through the application list. As such, people's aspiration for home ownership was destructed due to shortage of housing supply and the aggregate demand for home ownership had pushed up the housing price which falls outside most people's affordability. This paper attempts to explore if social implications of home ownership would have impact on one's willingness to become home owner by comparison between two target groups of respondents including home owner and renter. The result of the survey and individual interview indicate that home ownership not only brings individual benefits to home owners or potential buyers such as personal fulfillment, wealth accumulation and life satisfaction but also generates societal benefits of maintaining stability, supportive to government and strengthening sense of belonging to the society. It is worthwhile and justified for the Hong Kong Government to accord top priority to materialize people's desire for home ownership of its spillover individual and social benefits.
