Book excerpt: Technical data occupy a prominent position in guiding maintenance technicians toward the goal of task accomplishment. In 1962, the Aerospace Medical Research Laboratories (AMRL) prepared a study on the Air Force technical data system. This study analyzed the strengths and weaknesses of existing technical data and made a number of recommendations for improvement. The object of this thesis effort was to determine the extent to which Air Force technical data have changed since completion of the 1962 study. The thrust of this effort was threefold: to assess the attitudes of maintenance technicians, to compare the result of this study with the results of the 1962 AMRL study, and compare attitudes of newer and older weapon systems technicians toward the technical data they use. It was concluded that maintenance technicians today (1978) have a favorable attitude toward the technical data they use, however, there was a strong indication that inadequacies still exist. No significant difference was found to exist between 1962 and 1978 technician attitudes toward technical data. Finally, no difference was found to exist between the newer and older weapon system technical data as perceived by maintenance technicians. (Author).

Book excerpt: Analyses were made to compare job performance aids (JPAs) and technical orders (TOs) in terms of the process by which they are developed, their contents, and their production costs. Throughout the comparisons, some attention was given to the functions that each type of technical data best supports. In comparison to TOs, JPAs are developed by a more rigid process which starts with systematic descriptions of maintenance tasks and personnel. In content, JPAs normally have many more illustrations, more blank space and a simple standard format for rather detailed directions. Currently available cost data do not support any substantive conclusions about the initial and long term relative costs of TOs and JPAs for a given system. Additional pertinent conclusions were: (1) Any technical data system used by maintenance men must include an illustrated Parts Breakdown, (2) Providing both JPAs and TOs to a given maintenance technician would not be optimal, (3) Technical data should be developed according to a systematic procedure which includes task analysis and a description of the users, (4) Future technical data should be adaptable to various modes of presentation, (5) Unambiguous guidance for the performance of troubleshooting tasks is highly desirable, (6) Illustrations and standardized language increase the utility of technical data for maintenance. Book excerpt: This paper describes an early phase of a study to identify factors that influence the technical, physical, and psychological environment within which Air Force maintenance is performed. Findings will be used to establish a comprehensive plan for application of existing technology to current problems and a long-range plan for conduct of new research. Phase II, reported herein, developed the data collection and analysis procedures and instruments, and field tested them. The primary data collection method was a structured interview. The interviewee selected the topics to be discussed, in response to open-ended questions such as, 'What do you think could be done to improve Air Force maintenance?' The interviewer's role was to ask clarifying questions and to record the interviewee's statements. The statements are later categorized into one or more of about 200 categories and entered into a computer in subsequent phases. The data collected from active duty, Air Force Reserve, and Air National Guard aircraft maintenance organizations and missile maintenance organizations will be used to develop and prioritize research programs and plans for rapidly applying existing technology to identified problems. Recent Office of the Secretary of Defense planning guidance directs the services to plan for high levels of engagement and deployed operations, although their nature, locations, durations, and intensity may be unknown. Recognizing that this new guidance might impose different demands on the logistics system, senior Air Force logistics leaders asked RAND Project AIR FORCE to undertake a logistics enterprise analysis. This analysis aims to identify and rethink the basic issues and premises on which the Air Force plans, organizes, and operates its logistics enterprise. This monograph synthesizes the results of the initial phases of the logistics enterprise study. It describes an analysis of repair network options to support three series of aircraft: C-130, KC-135, and F-16. It assesses the effect of consolidating certain scheduled maintenance tasks and off-equipment component repair at centralized repair facilities. It also discusses an initial assessment of maintenance concepts that integrate wing-level and depot-level maintenance processes. Consolidated wing-level scheduled inspections and component back-shop maintenance capabilities would be more effective and efficient than the current system, in which every wing has significant maintenance capabilities to accomplish these activities.
