Book excerpt: Author's abstract: This study examined what school leaders can do to protect lesbian, gay, bisexual, and transgender (LGBT) youth from peer victimization and identified effective strategies, programs, and policies that school leaders can implement in their schools to reduce the level of peer victimization experienced by LGBT youth. Students who identify as LGBT are often victimized by their peers (Chan, 2009; Kosciw, 2004; Markow & Fein, 2005; Weiler, 2004; Williams, Connolly, Pepler, & Craig, 2005). Peer victimization has a negative impact on the academic and psychological development of students, especially those in the sexual minority. LGBT youth are at a greater risk than their heterosexual peers for truancy, depression, substance abuse, isolation, and suicide ideation, attempts and success. The Delphi Technique research method was used to gather data from a panel of seven experts on what school leaders can do to protect LGBT youth from peer victimization and what effective strategies, programs, and policies school leaders can implement in their schools to reduce the level of peer victimization experienced by LGBT youth. Findings revealed that school leaders can protect LGBT youth from peer victimization by (a) having safe harbors for LGBT students to go to, (b) intervening in and addressing anti-LGBT comments/behaviors, and (c) training all adults who have contact with students regarding the school's bullying policies and procedures. Findings also revealed effective strategies, programs, and policies that school leaders can implement in their schools to reduce the level of peer victimization experienced by LGBT youth. Those effective strategies, programs, and policies include (a) talking about LGBT issues and identity throughout the curriculum and classes, (b) implementing a bullying/harassment/intimidation prevention program, (c) implementing Gay-Straight Alliances, (d) implementing policies with clear, reporting procedures in place for youth and members of the community, and (e) implementing clear bullying policies that are inclusive of those who identify as LGBT. Three of the most effective ways that school leaders can protect LGBT youth from peer victimization are (1) educating students, faculty, staff, and school boards on LGBT issues and eliminating homophobia and transphobia in schools, (2) training staff on diversity acceptance and bullying prevention, and (3) implementing Gay-Straight Alliances.

Students' perceptions of their school environments are discussed, particularly data highlighting feelings of unsafety and victimization in schools, as well as students' perceived lack of support from teachers and school staff. The current literature suggests that teachers lack knowledge and understanding of LGBT issues, as well as access to effective professional development programs that would allow them to create more positive school climates for sexual minority youth. Therefore, this study sought to examine the relationship between school-based strategies to providing support for LGBT youth and teacher attitudes towards LGBT youth, knowledge of LGBT youth school experiences, perceptions and importance of assuming supportive roles for LGBT youth, and potential barriers to providing support. Study findings indicate that the presence of gay-straight alliances, enumerated anti-bullying policies and professional development related to LGBT youth are associated with more facilitative teacher attitudes and willingness to provide support.

This report describes existing research on the current school climate for LGBT youth as well as the harmful effects of harassment, bullying, and discrimination. While existing statewide laws and policies do not effectively protect LGBT youth in school, several federal statutes are described in relation to protection of LGBT students from harassment, bullying, and discrimination. Several descriptions of court cases where schools and school personnel failed to fulfill their legal obligations are also included. Based on findings showing a hostile school climate for LGBT youth and inadequate statewide laws and policies, we recommend the following: (1) education policymakers and government officials pass comprehensive laws and policies to better protect students, (2) school officials provide specialized training for school personnel, and (3) school officials conduct regular school climate assessments to inform and guide efforts to improve the climate for all students. Since new guidelines were released by UNESCO, homophobic and transphobic bullying in schools has become a key area of interest around the world. There has been much pressure on educational leadership to engage with these issues since the UN released international human rights legislation on sexual orientation and gender identity that have implications for student rights. The book presents statistically significant correlations between specific types of state and school level education policies that explicitly named homophobia/ GLBTIQ student issues, and lowered incidence of homophobic bullying, lowered risk of suicide and self-harm for these students. It includes stories from policy makers on how the policies came to be (through lawsuits, ministerial inquiries and political activism), right through to the stories of students themselves and how they individually felt the impacts of policies or policy lacks. International contexts of homophobic and transphobic bullying are discussed, as well as recent transnational work in this field. The book considers the different types of collaborations that can lead to further policy development, the transferability of the research and some of the benefits and problems with transnational policy adoptions.
