With the economic constraints of keeping current military and civilian aircraft in service, and the growing demand for air travel worldwide, the problems of aging aircraft will continue to worsen. The service life extension of equipment or a system over the initial design period is indeed a question of safety however, as the subsequent explanations show, this a question of efficiency and economy. In a general sense, aging aircraft are characterized by the deterioration of structural strength properties and the related problems and the increasing maintenance costs. Some of these problems are time dependent, such as corrosion, which also depends heavily on the usage environment. Others are usage dependent, such as in fatigue cracking, which is naturally caused by the mechanical loads that are introduced into the structure and also in electronic devices. Often the damage state of an aircraft is the result of both time (calendar years) and usage (operating hours). To maintain structural integrity, steps must be taken toward the prevention, detection, repair and prediction of the initiation and growth of aircraft structural damage. What are now the valuation criteria for a decision for or against the further extension of the service life of an aging aircraft? The paper concludes with a view of future technologies, which could contribute to an expense optimized useful life extension.

The percentage of aircraft, operated beyond their original design life both in terms of flight hours and/or calendar years is steadily increasing. Some models, which have already been in service for more than 30 years, will need to be retained for another two decades or longer, often serving in roles and in theaters very different from what was envisioned when they were originally designed. Aging aircraft has several connotations. Among them: (a) technological obsolescence, (b) the need for system upgrading, (c) changing mission requirements, (d) the specter of runaway maintenance costs, (e) concern about safety, (f) impairment of fleet readiness and (g) possible unavailability of home depot facilities. However, if there is one thread that runs through the above list, it is the adverse impact on sustainment of the fleet. There are other considerations when dealing with the Aging aircraft issue; for example, availability of spare parts, processes and tooling may no longer be available, logistic procedures may have changed and suppliers may be out of the business. Budgetary limitations and higher fleet utilization will increase the demand to cope with aging aspects for the structure and major subsystems like engines and avionics. Awareness in the user community about typical challenges and technical solutions can ameliorate some of the concerns. New technologies are now available for dealing with many of the aging aircraft concerns. They relate to inspection, repair and corrosion-resistant materials, structural modeling and more sophisticated maintenance scheduling.

Flying Beyond the Stall begins by describing the government agencies and private-sector industries involved in the X-31 program, the genesis of the supermaneuverability concept and its initial design breakthroughs, design and fabrication of two test airframes, preparation for the X-31's first flight, and the first flights of Ship #1 and Ship #2. Subsequent chapters discuss envelope expansion, handling qualities (especially at high angles of attack), and flight with vectored thrust. The book then turns to the program's move to NASA's Dryden Flight Research Center and actual flight test data. Book excerpt: The F-4 airframe was designed over 20 years ago for a service life of 4000 flight hours projected to be sufficient to complete the era of its usefulness in the inventory in both the USN and the USAF. However, the F-4 aircraft was slated to continue service well beyond the time when it was to have been replaced. Some 4000 F-4 aircraft are currently retained in service by the USN, USAF, and allied nations. With fatigue problems occurring in the fleet and the need for the aircraft throughout the 1980's time period, a structural integrity program was initiated to extend the life of the F-4 aircraft from 4000 hours to 8000 hours. The most comprehensive airframe fatigue test program ever conducted by the Air Force, sponsored by the Aeronautical Systems Division and the Ogden Air Logistic Center, was initiated in January 1976 by the Structures Test Branch Structures and Dynamics Division, of the Flight Dynamics Laboratory. This test program was successfully completed in April 1981 after the F-4 airframe has sustained 24,000 simulated flight hours. Actual testing and inspection accounted for only 21 months of this 63 month period, most of which was spent awaiting the design, fabrication and installation of structural modifications required to extend the service life of the F-4 aircraft. A major achievement for the test program was the physical proof that the modified structure did indeed provide the required life extension.
