Book excerpt: The growth of the New Economy has the potential to positively benefit community economic development (CED) organizations, rural communities and First Nations in Manitoba. Organizations and communities have not necessarily profited equally from this knowledge-based economy. This study sought to identify current participation in the New Economy and how increased participation can enhance CED organizations, rural communities and First Nations. Questionnaires were sent to CED organizations to determine what types of technology they use, how they use it and how it is shared with their community. Rural communities and northern First Nations also received questionnaires, which determined the types and quality of telecommunications in their communities, as well as how technology is used in their local education system. Urban and rural CED organizations are active participants in the New Economy. Technology is integral to all of their activities, and is shared with the community through public access computers. The greatest barrier for CED organizations to participate in the New Economy is the cost of technology. Recommendations for CED organizations included the need to utilize new software for CED planning, to participate in other New Economy activities, to share information with other organizations and to provide a greater number of public access computers for their communities. Participation in the New Economy is very important to rural Manitoba communities for the sharing and dissemination of information and for education and training. The lack of Broadband Internet access in rural communities was identified as their greatest barrier. The need to connect all rural communities to Broadband Internet, to use technology for CED planning, to get local retailers and governments on-line and to provide more public access computers were all recommended for rural communities. Northern Manitoba First Nations have the poorest participation in the New Economy of all respondents to this project. There are still First Nations in northern Manitoba that do not have Internet access. Unreliable Internet connections, a lack of Broadband Internet and inadequate technology are all ongoing problems for northern First Nations. Recommendations included the need to partner with Nations Sphere to access Broadband Internet in all northern First Nations, to use technology for CED planning, to get local retailers and governments on-line, to provide public access computers and to integrate technology into the education system.

Book excerpt: This dissertation defines the 'Skownan Model.' It is a model of sustainable Aboriginal land/resource development and management. There is increasing demand to find alternative solutions to natural resources allocation and management in Canada. Aboriginal communities play an increasingly more dominant role in these issues due to their special role in Canadian society. They have distinct historic developments, administrative bodies and legal frameworks that are different from other rural communities in Canada. Managing natural areas to maintain bio-diversity and ecological integrity while gaining economic returns from renewable resources is increasingly challenging in a global economy. The main objective of this research was to develop the 'Skownan Model' in order to engage in devising strategies pertaining to anticipated land and resource developments within Skownan's traditional land-use territory. The model presents a synthesis of the theories of sustainable development and Aboriginal worldview. Sustainable development is founded in the philosophy of using resources to meet present and future needs. Fundamental to Aboriginal worldviews is the spiritual core of human existence on earth in close relationship to the land with all its resources. In the view of Skownan First Nation, if the land is cared for it will always provide. The Skownan Model at its core involves using protected area status as a legal vehicle to ensure sustainable use of traditional lands. This dissertation contains a number of research components that buid the model. The research and the researcher are part of the research process. This is part of advocacy research. In the Canadian context advocacy research often supports Aboriginal communities Following a traditional land-use study, an environmental impact assessment, participation in the Clean Environment Hearings in the fall of 1997, an archaeological survey and active involvement in the 'Action Plan for Manitoba's Network of Protected Areas', Skownan First Nation was successful in redirecting the proposed resource extraction plan to one of resource protection. Skownan First Nation managed to achieve modification of the external development plans to more appropriately accommodate its needs and values. Establishing a solid foundation of scientific information was fundamental to this process. This dissertation summarizes a number of research projects that were conducted over the years and illustrates the developments in chronological order. The community-based research process led to the development of 'The Skownan First Nation Model for Sustainable Development and Aboriginal Stewardship' (in short the Skownan Model). Skownan First Nation has made important contributions to sustainable development with multiple natural resources developments in the Skownan Resource Area. The establishment of the Skownan Fur Block, development of the Chitek and Inland Lake Fisheries, the establishment of the Chitek Lake Wood Bison Herd and the Chitek Lake Interim Protected Area are analyzed.

Book excerpt: Historical Developments in First Nations agriculture provide an essential element for understanding the current state of the industry in the First Nations across Canada. Equally important is a comprehensive understanding of specific policies and programs undertaken by governments to assist First Nation farmers. One of those endeavors, the now defunct Manitoba Indian Agricultural Program (MIAP), is the subject of this dissertation. This study is concerned with chronicling the fate of MIAP in order to ascertain the difficulties and accomplishments encountered by MIAP, as well as analyzing the problems and prospects of First Nations agriculture in general. An historical background of First Nations Agriculture in Manitoba, as well as a brief history of MIAP, are undertaken in order to situate the program within Canadian Indian policy. The implications of the demise of MIAP are discussed, as is the contemporary situation of First Nation agriculture post-MIAP. Further insights and implications of the demise of MIAP are discussed in order to outline the present strengths, weaknesses, and opportunities for First Nation agriculture. Recommendations on government policies are also discussed in order to highlight possible future First Nation economic development initiatives. Findings suggest that MIAP's problems mostly originated from a failed government policy, which included a lack of commitment for adequate funding, long term programming, and farmer education and advisory services as well as a lack of accountability and sufficient checks and balances within MIAP's Board of Directors. MIAP's other problems originated from a lack of commitment from First Nations governments and organizations, particularly in the support of First Nations agriculture and the settlement of land tenure issues. MIAP did have a number of successes as well. Chief among those successes is the high level of achievement made by First Nations farmers during the MIAP period when compared to the situation that exists today. There were more farmers producing more produce from more land and receiving more income from farming than at present. MIAP farmers also were able to spread the awareness of the potential for farming to other prospective farmers, and in so doing, they acted as role models for the entire agricultural industry on First Nation communities. Most importantly, however, is the fact that the MIAP experience can be used to develop a blueprint for any future agricultural policies in First Nations communities...

These traditional ways are now threatened by the national and global economies of Westernized societies. For the continued independence and development of First Nations communities, there is a need for them to participate in the wider economy. These communities now face daunting obstacles to development. Some of these obstacles include low human capital and the means to develop it, long term effects of marginalization, lack of control over available natural resources, and distance from Service Centres. A rights-based approach offers unique ways of addressing some of the development challenges that are prevalent in some rural First Nations communities in British Columbia by transforming needs into rights. The approach offers solutions which are participatory. Individuals and communities are empowered beyond the charity and welfare models. A rights-based approach to development transforms needs into rights and places a responsibility on the government in question to provide sustainable solutions. The inquiry identified the economic situation and development challenges faced by two rural First Nation communities in British Columbia, the Esketemc and Nazko First Nations, and suggested a framework for development.--P.i.
