We find that 90 per cent. Of the communities surveyed are located on at least one 'railroad line, while 19 per cent. Of this population are served by trolley facilities and 96 per cent. Of the population under study have rural free delivery. These means of communication are the basis of the interaction of minds, and they are the most general avenues of common response to common stimuli. Whatever common action there may be in this whole population is conditioned by these factors. One other element in this system of communication by roads Should be mentioned. Generally through this region the roads are the ordinary country road, but the State of Pennsylvania is rapidly building stone roads, and this region is under swift transformation as a result of those processes. The effect, however, of the new roads cannot yet be socially registered. It will have much to do with increasing the common response and intensify ing the social character of the population. For in truth the ultimate goal of all efforts toward rural social uplift is the development of the social unities, or, in other words, the achievement of community. About what nuclei or centres the unifying forces of the country are playing and are tending to crystallize is the foremost question involved in the rural problem. It is contended by some that the villages, towns, and small cities form natural centres and that they are to be the focal points of communization for the farm districts. This claim is not without justification, for it is at once apparent to the observer that country life in a consider able measure does revolve about such places. As evidence that the present development is largely if not altogether favorable to the town-centring process, attention is called to the changes being effected by good roads, more adequate and rapid means of transportation, and facilities for quicker communication. Outstanding among these changes is the resulting approachment between town and country along the lines of a closer affiliation of church, school, family, lodge, and club life, as well as in more intimate business relations. Book excerpt: Excerpt from A Study of Rural Schools in Travis County, Texas The purpose of this investigation is to make an accurate and scientific estimate of the status of public education in about two hundred square miles of the southeastern part of Travis County. By making a close survey of this area and reporting it to the public in the following pages, it is hoped that other communities similarly situated will be assisted in finding where they stand educationally. This report is intended to serve as a simple, direct sort of guide whereby a rural community may conduct a self-examination into its school affairs, determining its points of greatest strength and revealing its sources of greatest weakness. It is a method of attack by examination and diagnosis before the issuance of a prescription or other remedial measure. This study has been presented as one chapter of a thesis offered in part fulfilment of the requirements for the degree of Master of Arts in the University of Texas, and its publication in this form ahead of the completion of the thesis has been allowed.
