We find that 90 per cent. Of the communities surveyed are located on at least one irailroad line, while 19 per cent. Of this population are served by trolley facilities and 96 per cent. Of the population under study have rural free delivery. These means of communication are the basis of the interaction of minds, and they are the most general avenues of common response to common stimuli. Whatever common action there may be in this whole population is conditioned by these factors. One other element in this system of communication by roads Should be mentioned. Generally through this region the roads are the ordinary country road, but the State of Pennsylvania is rapidly building stone roads, and this region is under swift transformation as a result of those processes. The effect, however, of the new roads cannot yet be socially registered. It will have much to do with increasing the common response and intensify ing the social character of the population. Book excerpt: Many developing countries-Viet Nam included-continue to struggle to raise incomes per capita. A common feature of the growth and development process is a fundamental change in the pattern of economic activity, as households reallocate labour from traditional agriculture to more productive forms of agriculture and modern industrial and service sectors. Broad structural transformation and widespread poverty reduction is the combined result of these large-scale shifts in work and labour allocation when they realise desired development goals. The roots of this volume grow from when the first pilot Viet Nam Access to Resources Household Survey (VARHS) was carried out in 2002. The success of this inspired the Central Institute of Economic Management (CIEM) in Hanoi, the Institute of Policy and Strategy for Agriculture and Rural Development (CAP-IPSARD), the Institute of Labour Science and Social Affairs (ILSSA), and the Development Economics Research Group (DERG) of the University of Copenhagen, together with Danida and later on UNU-WIDER, to plan and carry out a more ambitious VARHS from 2006, increasing coverage and representativeness to more than 2,150 families and 12 provinces across the various regions of Viet Nam. The VARHS covering these very same households had by 2014 been carried out five times, i.e. every two years. It is on this high quality panel data foundation and almost 15 years of study and policy work using the VARHS data the present volume builds, in its effort to bring out the essential rural micro-economic characteristics and insights of a dynamic South-East Asian economy in transition from a centrally planned towards a more market based economy.

This report defines a set of distinct voice, computer, and video telecommunication services; describes several rural information applications that make use of these services; and surveys various wireline and wireless systems and technologies that are being used or that might be used to deliver these services to rural areas. Rural information applications such as distance learning require a wide range of telecommunication services, but no current system or technology is capable of delivering all services to all areas. This report concludes that there are many technologies suitable for providing voice telecommunication services in rural areas. It is also technically feasible to provide advanced computer networking and video capabilities to even relatively small towns in rural areas. However, no available technology could economically provide these broadband capabilities to the most isolated farms, ranches, and homes. New wireless technology would be needed to accomplish this. Government regulations and policies will also play an essential role in the development of the Rural Information Infrastructure. Different regulations and policies will likely be required in rural areas than in urban areas. Contains 66 references. Book excerpt: In response to concerns resulting from changes in metropolitan growth during the past decade, and the concomitant gain in population of nonmetropolitan areas, this study was conducted in an effort to understand the effects of such growth on the quality of rural life and the physical environment. Data analyzed dealt with safisfactions, perceptions, evaluations, behaviors, and environmental characteristics, as seen by rural residents in three national and one regional (northern Michigan) surveys conducted between 1971 and 1976. The studies, which included questionnaires, personal interviews, and telephone interviews, defined the population groups by age, race, income and educational levels, job status, and occupation, with the last three categories looked at separately for men and women. Results indicated a somewhat "mixed picture" of life in rural America. In most instances, a greater satisfaction than dissatisfaction was seen in rural areas than in urban areas, but rural residents taken as a whole were seen to be neither better nor worse off than urban Americans. Stemming from limitations of using available national data in characterizing life in rural America, six issues concerning research tasks were identified which should be addressed by policy makers and other groups and individuals concerned with the quality of rural life.
