Book excerpt: Wooton makes a spirited, intelligent argument for the role of Latin American managers and entrepreneurs in formulating progressive economic and political change in Latin America. He argues for pragmatic, problem-solving approaches to public and private issues, for more decentralized institutions, and for an optimism about Latin America's prospects. None of this is new, but Wooton's work is one of the best, presenting a well-developed case that recognizes the complexities of social and political implications. . . . Wooton's writing is lively, easy to read, and serious. Choice Wooton's principle thesis is that economic development in Latin America is suffering from the distress of an unfinished revolution. Decades of unchanging patterns and policies of economic development have caused social disintegration. To the untrained eye, the region is seething with instability, economic disintegration, and violent change. Why? How has this come about? In seeking an answer to these questions, the author discusses what he terms a developmental wedge. Comprised of economic fallacies by governments in the region, management practices both in the public and private sectors, and the policies of the international financial community, this wedge now impedes economic growth in Latin America.

Book excerpt: The narrative of peasant unrest in Russia during 1905–1906 combines a chronology of incidents drawn from official documents, with close analysis of the villages associated with the disorders based upon detailed census materials compiled by local specialists. The analysis concentrates on a single province: Kursk Oblast, bordering the now independent Ukraine. In place of the general surveys of the revolution that dominate the literature, Miller focuses on local events and the rural populations that participated in them. Documents the degree to which the peasant community had been pushed onto the path of change by the end of the nineteenth century, how much the “peasantry” itself had become increasingly heterogeneous in outlook and occupation, and the rapidity with which these processes had begun to corrode the legitimacy of the older order. Miller concludes that unrest was concentrated mostly among peasant communities for whom the benefits the vital interactions between social unequals that had maintained a fragile social peace in the countryside had been radically eroded; he furthermore identifies the prominent role played by that spectrum of persons that retained their ties to their villages, but stood toward the margins of rural life.

Available in PDF, EPUB and Kindle. Book excerpt: Taxation in Colonial America examines life in the thirteen original American colonies through the revealing lens of the taxes levied on and by the colonists. Spanning the turbulent years from the founding of the Jamestown settlement to the outbreak of the American Revolution, Alvin Rabushka provides the definitive history of taxation in the colonial era, and sets it against the backdrop of enormous economic, political, and social upheaval in the colonies and Europe. Rabushka shows how the colonists strove to minimize, avoid, and evade British and local taxation, and how they used tax incentives to foster settlement. He describes the systems of public finance they created to reduce taxation, and reveals how they gained control over taxes through elected representatives in colonial legislatures. Rabushka takes a comprehensive look at the external taxes imposed on the colonists by Britain, the Netherlands, and Sweden, as well as internal direct taxes like poll and income taxes. He examines indirect taxes like duties and tonnage fees, as well as county and town taxes, church and education taxes, bounties, and other charges. He links the types and amounts of taxes with the means of payment--be it gold coins, agricultural commodities, wampum, or furs--and he compares tax systems and burdens among the colonies and with Britain. This book brings the colonial period to life in all its rich complexity, and shows how colonial attitudes toward taxation offer a unique window into the causes of the revolution.

Available in PDF, EPUB and Kindle. Book excerpt: The economic history of revolutionary France is still a neglected area in studies of the Revolution of 1789. Whilst some attention has been given to the condition of the peasants, the urban working classes and the financial crisis of the Ancient Régime, there has been a general tendency to regard economic factors as external and somewhat peripheral to the truly political nature of the Revolution. This book is designed to redress the balance, providing a clear, accessible, and thought-provoking guide to the economic background to the French Revolution. Professor Aftalion analyses the policies followed by successive revolutionary assemblies, examining in detail taxation, the confiscation of church property, the assignats, and the siege economy of the Terror. He shows how decisions taken in 1789 by the Constituent Assembly inevitably led to a deepening financial and economic crisis, and to increasingly radical and disastrous policies. The study is important also for its exposure of many of the economic fallacies propounded both at the time by many Frenchmen and later by many modern historians.
