It has increased per capita income more than sevenfold since the 19th century, has added three decades to the average lifespan, has revolutionized the way we communicate and share information, and has made the United States the strongest military power in the world. Without its historical leadership in innovation, the United States would be a very different country than it is today. Trends in the Innovation Ecosystem is the summary of two workshops hosted by the Committee on Science, Engineering, and Public Policy (COSEPUP) of the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine in February and May, 2013. Experts from industry, academia, and finance met to discuss the challenges involved in innovation pathways. Both workshops focused on the interactions between research universities and industry and the concept of innovation as a "culture" as opposed to an operational method. The goal was to gain a better understanding of what key factors contributed to successful innovations in the past, how today's environment might necessitate changes in strategy, and what changes are likely to occur in the future in the context of a global innovation ecosystem. This report discusses the state of innovation in America, obstacles to both innovation and to reaping the benefits of innovation, and ways of overcoming those obstacles.

Book excerpt: More than half of the 116 research parks now operating in the United States were established during the 1980s, with the aim of boosting regional economic growth. But until now no one has systematically analyzed whether research parks do in fact generate new businesses and jobs. Using their own surveys of all existing parks and case studies of three of the most successful--Research Triangle Park in North Carolina, Stanford Research Park in California, and the University of Utah Research Park--Michael Luger and Harvey Goldstein examine the economic impact of such facilities. As the name suggests, a research park is typically meant to provide a spacious setting where basic and applied technological research can be quietly pursued. Because of the experience of a few older and prominent research parks, new parks are expected to generate economic growth for their regions. New or old, most parks have close ties to universities, which join in such ventures to enhance their capabilities as centers of research, provide outlets for entrepreneurial faculty members, and increase job opportunities for graduate students. Too often, the authors say, the vision of "incubating" economic growth in a gardenlike preserve of research and development has failed because of poor planning, lack of firm leadership, and bad luck. Although the longest-lasting parks have met their original goals, the newer ones have enjoyed at best only slight success. Luger and Goldstein conclude that the older facilities have captured much of the market for concentrations of research and development firms, and they discuss alternative strategies that could achieve some of the same goals as research parks, but in a less costly way. Many of these alternatives continue to include a role for universities, and Luger and Goldstein shed fresh light on the linkage between higher education and the use of knowledge for profit.

Book excerpt: Arguing that a new form of industrial organization is generating new patterns of inequality, the authors explore the relationship between growth in the high-tech sector and trends in inequality. While considering the promise of high-tech industries in light of the realities of high-tech work, the authors report considerable unevenness in the high-tech sector. Some high-tech industries fulfill optimistic expectations, but others are in decline. In some high-tech industries, work is organized in ways that generate inequality along gender, racial, and ethnic lines. The authors link these contrasts to different strategies of flexible production. Building upon the distinction between static flexibility, in which harsh measures are taken to control costs, and dynamic flexibility, in which production processes are constantly adapted to market conditions, they conclude that the most innovative and successful high-tech industries are those employing dynamic flexibility. Expansion of dynamically flexible production strategies is essential if high-tech industries are to fulfill their promise.

Book excerpt: Historians have long recognized the middle of the twentieth century as significant in the history of the modern South, owing to a convergence of social change, political realignment, and cultural expansion. This period in southern history has provided extensive material for scholars of race, gender, and politics. In addition, sweeping economic changes spread throughout the South, permanently shifting the area's material resources. Transforming the South examines this transition from farm to factory and explores the dramatic reshaping of the region's economy. Matthew L. Downs focuses on three developments in the Tennessee Valley: the World War I-era government nitrate plants and hydroelectric dams at Muscle Shoals, Alabama; the extensive work completed by the Tennessee Valley Authority; and Cold War/Space Age defense investment in Huntsville, Alabama. Downs argues that the modernization of the Sunbelt economy depended on cooperation between regional leaders and federal funders. Local boosters lobbied to receive federal funds for their communities while simultaneously forming economic development organizations that would prepare those communities for further growth. Economic reform also drove social reform: as members of historically disenfranchised groups attained employment in the new industrial workforce, they gained financial and political capital to push for social change. Transforming the South considers the role played by the recipients of government funds in the mid-twentieth century and demonstrates how communities exerted an unparalleled influence over the federal investments that shaped the southern economy.
