Available in PDF, EPUB and Kindle. Book excerpt: The book"Regional Approaches to the Energy Transition", discusses the key challenges the energy transition is facing at the European and International level. It is an edited collection gathering contributions from the experts in the field bringing together internationally renowned scholars, researchers, EU officials to address the current trends in the energy transition and its dilemmas. The book places the energy transition in a wide interdisciplinary context. It looks at energy policies, legal framework, regional strategies and the difficulties in their implementation. It argues for a regional approach to the energy transition, questioning at the same time the strategies and measures put forward for its realisation. The subject matter is topical, considering recent themes that occupy global and European political agendas. In a nutshell, the volume offers insights into regional regulations, public policies and local practices on the use of clean energy. It looks first at the EU commitment and its initiatives providing some examples from the Member States. Furthermore, it offers a comparative perspective and discusses the different approaches to the energy transition from Latin America, China, Africa and Australia. It covers a wide range of topics such as the EU renewable energy policies, Green Deal and regionalisation, energy auctions in the EU, environment in contemporary constitutionalism, Human Rights considerations, the Scandinavian perspective, practical examples from Italy and Spain. Moreover, it also considers the global context, looking at State and Market in China's coal-to-gas transition, tendencies of legal regulation in the sphere of renewable energy in Russia, the energy transition in Latin-American countries, regional approach to the energy transition and electricity access initiatives in Sub-Saharan Africa, and transnationalism and the regional approach to the energy transition in Australia. The systematisation that this book offers and the exchange of good practices and experiences are useful tools for the key players to seriously engage with a just and sustainable energy transition. The proposed book is a reference and study material for academics and students, but also for the policy makers, officials and practitioners dealing with the energy transition. It provides some answers, potential solutions and alternatives to the main problems that the energy sector is facing worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the two intra-regional initiatives created for the development and integration of energy markets: the Energy Community and MedReg. The Energy Community and MedReg, apart from their common strategic role in providing a much-needed stable regulatory environment for energy markets in their respective reference countries, represent examples of a diverse development of regional energy initiatives. The former is initiated by external factors and is an example of a top-down approach, whereas the latter is a voluntary bottom-up initiative of the countries involved. The way the institutional framework is built is not without consequences on the functioning and organization of the two regional initiatives. The book assesses these different approaches and their consequences in the framework of the development of the Energy Community and MedReg, with particular reference to their impact on regional integration, energy policy and institutional change. The analysis is enriched with several case studies on the role of independent regulatory agencies, the promotion of renewable energy sources, infrastructure and interconnection development across the Mediterranean basin and the implications of exporting the EU institutional model. This book is aimed at policy makers, institutions, energy companies and academics to provide a better understanding of the economic and institutional eco-system that characterize the Mediterranean area.

Book excerpt: This publication is a historical summary of progress made in energy cooperation in the Greater Mekong Subregion (GMS) since the beginning of the economic cooperation program in 1992. It highlights a two-pronged and phased approach to develop the GMS power market to realize the full benefits of synchronous operations---the policy and institutional framework to promote power trade and the physical interconnection to facilitate cross-border power transfers. This publication aims to help stakeholders understand GMS members' efforts in power cooperation and to draw attention to crucial issues on regional power trade.

Book excerpt: Regulation of the Power Sector is a unified, consistent and comprehensive treatment of the theories and practicalities of regulation in modern power-supply systems. The need for generation to occur at the time of use occasioned by the impracticality of large-scale electricity storage coupled with constant and often unpredictable changes in demand make electricity-supply systems large, dynamic and complex and their regulation a daunting task. Arranged in four parts, this book addresses both traditional regulatory frameworks and also liberalized and re-regulated environments. First, an introduction gives a full characterization of power supply including engineering, economic and regulatory viewpoints. The second part presents the fundamentals of regulation and the third looks at the regulation of particular components of the power sector in detail. Advanced topics and subjects still open or subject to dispute form the content of Part IV. In a sector where regulatory design is the key driver of both the industry efficiency and the returns on investment, Regulation of the Power Sector is directed at regulators, policy decision makers, business managers and researchers. It is a pragmatic text, well-tested by the authors’ quarter-century of experience of power systems from around the world. Power system professionals and students at all levels will derive much benefit from the authors’ wealth of blended theory and real-world-derived know-how.

Available in PDF, EPUB and Kindle. Book excerpt: Many countries in Sub-Saharan Africa see broadband ICT as an essential part of their long-term economic development strategy. Backbone networks are the high-capacity networks that lie at the heart of communications systems and allow the delivery of the high volumes of data needed for broadband. What high-capacity backbone networks that do exist in the region are typically limited to major urban areas and some inter-city routes. Competition between backbone networks is underdeveloped so the price of services remains high and quality is often poor. This pattern of network development is the result of high costs and regulatory restrictions on network development. Where countries have fully liberalized their telecommunications markets and promoted infrastructure competition, prices have fallen and quality improved. Backbone network policy should focus on promoting competition, reducing the cost of network construction and encouraging network development into currently underserved areas. Competition can be promoted by removing regulatory restrictions such as limits on the number of licenses and constraints on type of infrastructure and services that licensees can offer. The cost of backbone network development can be reduced by utilizing energy and transport infrastructure and reducing legal costs such as obtaining planning permission. Stimulating backbone network development beyond major urban areas can be achieved through establishing public-private partnerships to encourage operators to build networks into currently underserved areas.

Available in PDF, EPUB and Kindle. Book excerpt: Connectivity, as well as conflict, characterizes Eurasia. This edited volume explores dynamic geopolitical and geo-economic links reconfiguring spaces from the eastern edge of Europe through the western edge of Asia, seeking explanation beyond description. The ancient Silk Road tied together space, much as pipelines, railroads, telecommunications infrastructure, and similar cultural and constructed links ease the mobility of people and products in modern Eurasia. This book considers Eurasia along an interlinked corridor, with chapters illustrating the connections as a discussion foundation focusing on the shared interactions of a set of nation states through time and across space, generating more positive considerations of the resurgently important region of Eurasia. China’s interests fall into three chapters: the southeastern border with Vietnam, the southwestern Himalayan edge, and the western Muslim regions. Russia’s recovery relates events to a larger landmass context and focuses on the importance of historic mobility. A geo-history of the Caspian considers this petroleum-rich area as a zone of cultural and economic interconnection. The final focus on Central Asia treats the traditional heart of “Eurasia”. The concluding chapter pulls together strands linking subregions for a new concept of “Eurasia” as an area linked by vital interests and overlapping histories.
