By the time of his killing, he no longer represented the Robin Hood icon that once stirred global fascination. Ten years after the 11 September 2001 attacks, jihadi terrorism has largely lost its juggernaut luster. It now mostly resembles a patchwork of self-radicalising local groups with international contacts but without any central organisational design - akin to the radical left terrorism of the 1970s and the anarchist fin-de-siècle terrorism. This volume addresses two issues that remain largely unexplored in contemporary terrorism studies. It rehabilitates the historical and comparative analysis as a way to grasp the essence of terrorism, including its jihadi strand. Crucial similarities with earlier forms of radicalisation and terrorism abound and differences appear generally not fundamental. Likewise, the very concept of radicalisation is seldom questioned anymore. Nevertheless it often lacks conceptual clarity and empirical validation. Once considered a quintessential European phenomenon, the United States too experiences how some of its own citizens radicalise into terrorist violence. This collective work compares radicalisation in both continents and the strategies aimed at de-radicalisation. But it also assesses if the concept merits its reputation as the holy grail of terrorism studies. The volume is aimed at an audience of decision makers, law enforcement officials, academia and think tanks, by its combination of novel thinking, practical experience and a theoretical approach.

Book excerpt: This book offers a timely examination of Hizbut Tahrir Indonesia (HTI), a chapter of the transnational movement Hizb ut-Tahrir (HT), whose key aim is the revival of the caliphate. It cautions against an overly simplistic read of a group like HTI and political Islam in Indonesia. While there is much to laud, particularly with regard to how leaders in Indonesia have attempted to counteract Islamist extremism, insofar as the trajectory of non-violent Islamism in Indonesia is concerned there are clear reasons for apprehension. Groups like the HTI have been adept at using the democratic space in Indonesia to propound their illiberal objectives, including encouraging the curtailment of Indonesian art forms deemed un-Islamic, and more importantly pushing for certain Islamic sects, such as the Ahmadiyahs, to be banned. Yet, despite its extreme posturing, HTI is accepted as a mainstream Muslim organization. As such, the Indonesian chapter of Hizb ut-Tahrir represents a unique case: unlike other chapters, which are deemed extreme and fringe, HTI, though radical, still exists within the space provided by the Indonesian religio-political landscape. This book offers new insights into HTI’s history, organizational structure and ideology, adding considerable new details about HTI and correcting errors in existing literature, while directing its primary focus on explaining HTI’s rapid growth in Indonesia. The central argument is that the key to understanding HTI’s growth lies in the role collective identity plays in attracting new members and retaining its existing members within the party. Factors such as institutional and non-institutional opportunities within the Indonesian political system, HTI’s resource mobilization strategies and the anti-systemic ideology of HTI serve as political, organizational and religious incentives for individuals to join the party and launch collective action. This goes on to emphasize and show that collective identity remains the most crucial factor in the party’s growth. Analysing this process of collective identity formation and its impact on recruitment and membership retention is central to this book. This book will be of much interest to students of Southeast Asian politics, regional security, political Islam, and International Relations in general.

Smith-Hefner takes up the personal lives and sexual attitudes of educated Muslim Javanese youth in the city of Yogyakarta to explore the dramatic social and ethical changes taking place in Indonesian society. Drawing on more than 250 interviews over a fifteen-year period, her vivid, well-crafted ethnography is full of insights into the real-life struggles of young Muslims and framed by a deep understanding of Indonesia’s wider debates on gender and youth culture. The changes among Muslim youth reflect an ongoing if at times unsteady attempt to balance varied ideals, ethical concerns, and aspirations. On the one hand, growing numbers of young people show a deep and pervasive desire for a more active role in their Islamic faith. On the other, even as they seek a more self-conscious and scripture-based profession of faith, many educated youth aspire to personal relationships similar to those seen among youth elsewhere—a greater measure of informality, openness, and intimacy than was typical for their parents’ and grandparents’ generations. Young women in particular seek freedom for self-expression, employment, and social fulfillment outside of the home. Smith-Hefner pays particular attention to their shifting roles and perspectives because it is young women who have been most dramatically affected by the upheavals transforming this Muslim-majority country. Although deeply personal, the changing aspirations of young Muslims have immense implications for social and public life throughout Indonesia. The fruit of a longitudinal study begun shortly after the fall of the authoritarian New Order government and the return to democracy in 1998–1999, the book reflects Smith-Hefner’s nearly forty years of anthropological engagement with the island of Java and her continuing exploration into what it means to be both “modern” and Muslim. The culture of the new Muslim youth, the author shows, through all its nuances and variations, reflects the inexorable abandonment of traditions and practices deemed incompatible with authentic Islam and an ongoing and profound Islamization of intimacies.

Global forces include Dutch colonialism, developmentalism, transnational feminism, and the United Nations’ institutional bodies and their conferences. Local factors are comprised of women’s movements, adat (customs), nationalism, the politics underlying the imposition of Pancasila ideology and maternal virtues, and variations of Islamic revivalism. Using a genealogical approach, the book examines the multifaceted encounters between Islam and feminism and attempts to rediscover egalitarianism in the Islamic tradition—a concept which has been subjugated by hierarchical gender systems. The book also systematizes Muslim women’s encounters with Islam and feminism into five phases: emancipation, association, development, integration, and proliferation eras. Each era discusses the confluence of global and local factors which shape the changing relationship between Islam and feminism and the way in which the discursive narrative of equality is debated and contextualized, progressing from biological determinism (kodrat) to the ethico-spiritual argument. The book argues that the emergence of Arab preachers in the late 1990s, when traditional forms of Islamic authority came under growing challenge from a diverse array of Muslim groups and ideologies, is closely tied to contestation between traditionalists and their puritanical rivals, the Salafi-Wahhabi. Not only have the habaib featured prominently in defending traditionalism, they have also used this contestation as an opportunity to build their authority and religious capital through marketisation and their ties to the Middle East. The author explores the ways in which habaib promote themselves to the mostly young urban, Muslim community, and also analyses the use of new media and marketing strategies by habaib to attract young followers. The use of merchandise utilising popular culture and group identity markers is especially salient in the preachers’ outreach to urban audiences. In addition, public staging and entertainment during preaching activities are means by which the habaib cast their Islamic preaching (dakwah) as the Prophet’s mission and encourage their followers’ participation. A novel socio-cultural and religious study and a contribution to the growing discussion on new media, market, and religion, this book will be of interest to anthropologists, social scientists and area studies scholars interested in Indonesia, Southeast Asia and Islamic studies.
