These places range from the bustling metropolis of Jakarta to rapidly emerging urban centers in hitherto largely rural parts of the country. Although urbanization has produced considerable benefits for many Indonesians, its potential has only been partially realized. Time to ACT: Realizing Indonesia’s Urban Potential explores the extent to which urbanization in Indonesia has delivered in terms of prosperity, inclusiveness, and livability. The report takes a broad view of urbanization’s performance in these three key areas, covering both the monetary and nonmonetary aspects of welfare. It analyzes the fundamental reforms that can help the country to more fully achieve widespread and sustainable benefits, and it introduces a new policy framework—the ACT framework—to guide policy making. This framework emphasizes the three policy principles of Augment, Connect, and Target: • Augment the provision and quality of infrastructure and basic services across urban and rural locations • Connect places and people to jobs and opportunities and services • Target lagging areas and marginalized groups through well-designed place-based policies, as well as thoughtful urban planning and design. Using this framework, the report provides policy recommendations differentiated by four types of place that differ in both their economic characteristics and the challenges that they face— multidistrict metro areas, single-district metro areas, nonmetro urban areas, and nonmetro rural areas. In addition to its eight chapters, Time to ACT: Realizing Indonesia’s Urban Potential includes four spotlights on strengthening the disaster resilience of Indonesian cities, the nexus between urbanization and human capital, the “invisible†? crisis of wastewater management, and the potential for smart cities in Indonesia. If Indonesia continues to urbanize in line with global historical standards, more than 70 percent of its population will be living in towns and cities by the time the country celebrates the centenary of its independence in 2045. Accordingly, how Indonesia manages this continued expansion of its urban population—and the mounting congestion forces that expansion brings—will do much to determine whether the country reaches the upper rungs of the global ladder of prosperity, inclusiveness, and livability.

Book excerpt: Although numerous accounts have been published of the genesis and character of the attempted October 1965 coup in Indonesia, many important aspects of that affair still remain very unclear. The fact that in most accounts so much of the picture has been painted in black and white, and in language of categorical certainty, has served only to paper over the enormous gaps in established knowledge of the event. In his present introduction to the paper here published, Professor Anderson describes the circumstances surrounding its preparation and the reasons why it was not previously published. Indeed, because of the avowedly tentative and provisional character of this early effort, there would normally be no reason to publish it any more than there would have been to publish the scores of other preliminary drafts prepared over the years by scholars working in the Cornell Modern Indonesia Project. However, this draft has been given a unique prominence. For it has been singled out by a number of those who have subsequently written accounts of the attempted coup, among whom all too many have misrepresented the authors' ideas and cited words or phrases of theirs out of context. Thus there are special reasons now for publishing this draft in its entirety - in fairness both to the authors and to all those interested in the events of 1965 - so that readers can make their own assessments rather than having to rely upon doctored extracts and tendentious interpretations by writers hostile to the hypotheses advanced by its authors. I have found myself in disagreement with some of the views presented in this paper; however, I believe that despite the limited materials available to the authors over the few months that they collected and analyzed their data, this draft, which they wrote at the end of 1965, contains a number of important insights and a considerable amount of significant data which other writers have not taken into account. Thus, those interested in understanding the attempted coup of 1965, particularly if they bear in mind the caveats of Professor Anderson's present introduction, should find this paper useful. - George McT. This book investigates the impact of vote buying on the accountability of democratic institutions and policy representation in newly democratic countries, with a focus on Indonesia. In doing so, the book presents a wide-ranging study of the dynamics of vote buying in Indonesia’s young democracy, exploring the nature, extent, determinants, targeting and effectiveness of this practice. It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers —given the relatively small number of party loyalists in Indonesia— vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage.

Book excerpt: The study of the impact of Black Power Movement (BPM) activists and organizations in the 1960s through ʼ70s has largely been confined to their role as proponents of social change; but they were also theorists of the change they sought. In The Revolution Will Not Be Theorized Errol A. Henderson explains this theoretical contribution and places it within a broader social theory of black revolution in the United States dating back to nineteenth-century black intellectuals. These include black nationalists, feminists, and anti-imperialists; activists and artists of the Harlem Renaissance; and early Cold War–era black revolutionists. The book first elaborates W. E. B. Du Bois's thesis of the "General Strike" during the Civil War, Alain Locke's thesis relating black culture to political and economic change, Harold Cruse's work on black cultural revolution, and Malcolm X's advocacy of black cultural and political revolution in the United States. Henderson then critically examines BPM revolutionists' theorizing regarding cultural and political revolution and the relationship between them in order to realize their revolutionary objectives. Focused more on importing theory from third world contexts that were dramatically different from the United States, BPM revolutionists largely ignored the theoretical template for black revolution most salient to their case, which undermined their ability to theorize a successful black revolution in the United States. In this context, this book reviews the main characteristics of - and trends in - demand for skills in Indonesia. It seeks to document the existence of a possible skills mismatch between employer demands and the available supply, the contribution of the education and training sector to this mismatch, and possible measures to improve the education and training system's responsiveness to what the labor market and the economy need. In today's job market in Indonesia, there appears to be a premium on theoretical and practical knowledge of the job. While skills do not appear to be yet among the most important constraints for the economy, the situation is different for larger more export-oriented manufacturing firms. Subjective assessments of difficulties of matching needs with available skills provide evidence that skills are becoming an issue overall in Indonesia. The widest gaps across professional profiles are for English and computer skills followed by thinking and behavioral skills. Theoretical and practical knowledge of the job are also considered to be weak. There are important gaps in creativity, computing and some technical skills for young workers. English remains the largest gap. Five general skill related priorities can be highlighted for Indonesia. First, the country needs to improve skill measurement to get a fuller understanding of skill needs and gaps. Second, it is urgent for Indonesia to address the still unsatisfactory quality and relevance of its formal education, including higher education. Third, the country needs to set-up multiple pathways for skill development. Fourth, the country needs to develop an integrated approach to tackle skill development for youth. Fifth, Indonesia should also tackle labor market constraints which affect the skill matching process.
