Book excerpt: With the advent of wellhead price decontrols that began in the late 1970s and the development of open access pipelines in the 1980s and 90s, gas local distribution companies (LDCs) now have increased responsibility for their gas supplies and face an increasingly complex array of supply and capacity choices. Heretofore this responsibility had been share with the interstate pipelines that provide bundled firm gas supplies. Moreover, gas supply an deliverability (capacity) options have multiplied as the pipeline network becomes increasing interconnected and as new storage projects are developed. There is now a fully-functioning financial market for commodity price hedging instruments and, on interstate Pipelines, secondary market (called capacity release) now exists. As a result of these changes in the natural gas industry, interest in resource planning and computer modeling tools for LDCs is increasing. Although in some ways the planning time horizon has become shorter for the gas LDC, the responsibility conferred to the LDC and complexity of the planning problem has increased. We examine current gas resource planning issues in the wake of the Federal Energy Regulatory Commission's (FERC) Order 636. Our goal is twofold: (1) to illustrate the types of resource planning methods and models used in the industry and (2) to illustrate some of the key tradeoffs among types of resources, reliability, and system costs. To assist us, we utilize a commercially-available dispatch and resource planning model and examine four types of resource planning problems: the evaluation of new storage resources, the evaluation of buyback contracts, the computation of avoided costs, and the optimal tradeoff between reliability and system costs. To make the illustration of methods meaningful yet tractable, we developed a prototype LDC and used it for the majority of our analysis.

Knowledge of land use, and the physical implications of the process is critical in planning for natural gas transmission pipeline infrastructure development.In order to address the question of how to plan for natural gas transmission pipeline infrastructure development, an analysis of three communities that have recently experienced this growth in their areas was conducted. Recommendations for planners who are tasked with similar planning situations are illustrated using the findings from the three case studies. In studying the three communities, it was determined that there are numerous ways that communities can plan for natural gas transmission pipeline infrastructure development. Some communities may choose to develop methods to forecast and prevent pipeline related incidents from happening. Some communities may focus on public awareness of natural gas pipeline infrastructure; while others may concentrate on design guidelines of physical infrastructure and legislation associated with the use of public infrastructure.There is no one size fits all method to plan for natural gas pipeline infrastructure development. The techniques of planning for natural gas pipeline infrastructure development must be adapted to satisfy the needs and concerns of communities starting the planning process. Planners, as well as other interested citizens, would be wise to consider the actions implemented by the referenced communities when preparing for projects in their own communities.

Book excerpt: This study addresses the problem of designing a new natural gas transmission network or expanding an existing network while minimizing the total investment and operating costs. A substantial reduction in costs can be obtained by effectively designing and operating the network. A well-designed network helps natural gas companies minimize the costs while increasing the customer service level. The aim of the study is to determine the optimum installation scheduling and locations of new pipelines and compressor stations. On an existing network, the model also optimizes the total flow through pipelines that satisfy demand to determine the best purchase amount of gas. A mixed integer nonlinear programming model for steady-state natural gas transmission problem on tree-structured network is introduced. The problem is a multi-period model, so changes in the network over a planning horizon can be observed and decisions can be made accordingly in advance. The problem is modeled and solved with easily accessible modeling and solving tools in order to help decision makers to make appropriate decisions in a short time. Various test instances are generated, including problems with different sizes, period lengths and cost parameters, to evaluate the performance and reliability of the model. Test results revealed that the proposed model helps to determine the optimum number of periods in a planning horizon and the crucial cost parameters that affect the network structure the most.
