Book excerpt: This paper presents an overview of the potential high-activity waste safety issues in the 177 underground radioactive waste storage tanks at the Hanford Site. Also, included is a discussion of the strategy and plans to remedy hazardous conditions and remove other deficiencies related to the operation of the tanks. A three-pronged multimillion dollar integrated program has been initiated that (1) assesses and, on an as needed basis, defines remediation and/or mitigation actions to allow interim stabilization of high risk waste tanks; (2) upgrades existing facilities and instrumentation to meet current nuclear facility operations standards; and (3) addresses and upgrades the conduct of operations. For tanks that are considered at risk, extensive management controls presently are employed to ensure that the tanks continue to be maintained in a safe manner. In addition, comprehensive monitoring, characterization and applied research, and engineering efforts have been initiated to support resolution of safety issues. A key element of the Westinghouse Hanford Company effort is preventing future problems associated with creating potentially incompatible wastes as part of waste management activities associated with the planned disposal of the wastes in these storage tanks. Such efforts also will provide the basis for safe near future remediation of tanks and define and maintain the envelope of safety to support the ultimate disposal of all high- activity waste in Hanford Site tanks. 6 refs., 1 fig., 1 tab.

Book excerpt: Disposal of high-level tank wastes at the Hanford Site is currently envisioned to divide the waste between two principal waste forms: glass for the high-level waste (HLW) and grout for the low-level waste (LLW). The draft flow diagram shown in Figure 1.1 was developed as part of the current planning process for the Tank Waste Remediation System (TWRS), which is evaluating options for tank cleanup. The TWRS has been established by the US Department of Energy (DOE) to safely manage the Hanford tank wastes. It includes tank safety and waste disposal issues, as well as the waste pretreatment and waste minimization issues that are involved in the ''clean option'' discussed in this report. This report describes the results of a study led by Pacific Northwest Laboratory to determine if a more aggressive separations scheme could be devised which could mitigate concerns over the quantity of the HLW and the toxicity of the LLW produced by the reference system. This aggressive scheme, which would meet NRC Class A restrictions (10 CFR 61), would fit within the overall concept depicted in Figure 1.1; it would perform additional and/or modified operations in the areas identified as interim storage, pretreatment, and LLW concentration. Additional benefits of this scheme might result from using HLW and LLW disposal forms other than glass and grout, but such departures from the reference case are not included at this time. The evaluation of this aggressive separations scheme addressed institutional issues such as: radioactivity remaining in the Hanford Site LLW grout, volume of HLW glass that must be shipped offsite, and disposition of appropriate waste constituents to nonwaste forms.

Resolution of these issues is one of the Highest Priorities of the US Department of Energy. The most urgent issues are the potential for explosions in certain tanks (due to periodic venting of large quantities of flammable gases, or the presence of substantial quantities of ferrocyanide and/or organic compounds in combination with nitrates-nitrites). Other safety issues have been identified as well, such as the requirement for periodic water additions to one tank to control its temperature and the release of noxious vapors from a number of tanks. Substantial progress has been made toward safety issue resolution. Potential mechanisms have been identified for the generation, retention and periodic venting of flammable gas mixtures; potential methods for controlling the periodic release behavior have been identified and in-tank testing will be initiated in 1992. Research is being conducted to determine the initiation temperatures, energetics, reaction sequences and effects of catalysts and initiators on ferrocyanide-nitrate/nitrite reactions; waste characterization on a tank-by-tank basis will be required to identify whether ferrocyanide-containing wastes are safe to store as-is or will require further treatment to eliminate safety concerns. Resolution of all of the Hanford Site HLW safety issues will be accomplished as an integral part of the Hanford Tank Waste Remediation System, that has been established to manage the storage of these wastes and their preparation for disposal.

Additionally, the TWRS conducts, as part of this mission, resolution of safety issues associated with the wastes within the 177 underground radioactive waste tanks. Systems engineering principles are being applied to determine the functions and establish requirements necessary for accomplishing the TWRS mission (DOE 1994 draft). This systematic evaluation of the TWRS program has identified key decisions that must be executed to establish mission scope, determine requirements, or select a technical solution for accomplishing identified functions and requirements. Key decisions identified through the systematic evaluation of the TWRS mission are presented in this document. Potential alternative solutions to each decision are discussed. After-discussion and evaluation of each decision with effected stakeholder groups, the US Department of Energy (DOE) will select a solution from the identified alternatives for implementation. In order to proceed with the development and execution of the tank waste remediation program, the DOE has adopted a planning basis for several of these decisions, until a formal basis is established. The planning bases adopted by the DOE is continuing to be discussed with stakeholder groups to establish consensus for proceeding with proposed actions. Technical and programmatic risks associated with the planning basis adopted by the DOE are discussed.
