This book was released on 2015 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Legislative Auditor General was asked to evaluate the accuracy of the state's projected demand and supply of water and to investigate options for extending Utah's currently developed water supply. This audit finds that the Division of Water Resources does not have a reliable source of local water use data on which to base its projections. For this reason, auditors question the reliability of the division's 2000 water use study, which was used as a baseline for projecting Utah's future water needs. According to this study, each Utah resident will use, on average, 220 gallons per day through the year 2060. Evidence suggests this number is overstated and that per capita consumption levels will likely decline below 220 gallons per day by 2060. Better data on current water consumption from regional and local water agencies is needed. The estimated cost of two large-scale water projects, the Lake Powell Pipeline and the Bear River Project, alone is $2.5 billion. The huge expense of the proposed projects highlights the need for a reliable forecast of water demand and supply. Policy makers can further reduce water demand by requiring metering on all service connections and by promoting pricing structures that encourage conservation. Finally, auditors found the division's estimates of future water supply are understated. This is because more water will become available by converting agriculture water for municipal and industrial use than is projected.

Available in PDF, EPUB and Kindle. Book excerpt: Regulations impact a wide array of market and social activities that influence our daily lives. Regulations are attempts to correct perceived market failures, caused by information asymmetries, externalities, and principal-agent problems, and to provide public goods, which would otherwise be underprovided. Government actors are responsible for identifying these issues, weighing the costs and benefits of intervention, and designing and implementating regulations to improve society. Good regulations help mitigate issues in the economy without inciting new problems and without the costs exceeding the benefits of intervention. This requires intensive analysis and an awareness of the complexities of social life. Our society is complex and dynamic where people face knowledge and incentive problems, whether in the market, politics, or civil society. By examining this complex reality, we can better understand why regulations arise and persist and the challenges of reform. We argue that this approach to policymaking and policy analysis requires humility; an acknowledgment of the challenges we face when intervening in our society. This volume intends to cultivate an appreciation for the complexity of human decision making and the incentives that drive human behavior. By examining specific policy changes, it will delve into the effects of and lessons learned from regulations in financial markets, computer and internet governance, and health care innovation and delivery. This volume will be of interest to students, scholars, and policymakers who seek to understand the complexities of regulation in a dynamic social world.

Book excerpt: My writings began approximately four years ago after receiving a comprehensive genealogy study on my father's side of the family. It prompted many questions about where we came from and how and why we ended up at the tip of Texas. Realizing that while the information was complete, it was lacking in stories. In pursuing more information to fill in some of the gaps, I realized that my children had no idea of my life's history, including my younger years, schooling, sports, military, college, and my thirty-plus-year career. My daughter had blessed me with an iPad, so I began. It is my life story from birth through retirement, and the data is factual, including the side and supplemental descriptions and stories. The youngest of seven children, born during the Depression in the Rio Grande Valley of Texas, on the Mexican border, and my life and experiences growing up there on three separate occasions. The forks appearing in my life's road began almost immediately upon graduation from high school when I accepted an athletic scholarship only to drop out during my first semester to join the military before the GI Bill benefits were to expire. After my military obligation and college periods were complete, I accepted my first position as an entry-level accountant with the Bureau of Reclamation in 1961 and proceeded up a career ladder for twelve years before reaching the top rung with an offer to transfer to Denver, Colorado, as regional finance officer in 1973. Five years later, I was asked to assume the first finance officer position with the newly created agency under the Department of Energy of the Western Area Power Administration. In 1980, I was approached to return to Reclamation as a finance officer in Salt Lake City, which was Reclamation's largest and most active region, and had assumed the finance functions for the nation's youth programs as well. The final career movement would come only three years later when the regional management received approval to combine the finance and budget functions in a reorganization effort and changing my title and expanded responsibilities to regional financial manager. Each of these career movements would provide new and different challenges containing many separate forks in my road. I enjoyed them all.
