Book excerpt: The Asian Development Bank (ADB) works with a number of developing member countries facing fragile and conflict-affected situations---circumstances that complicate economic development, and might include domestic or international conflict, ethnic tensions, vulnerability to natural disasters, or a confluence of these factors. ADB piloted the peacebuilding tool in Nepal as a conflict-sensitive approach, a key to effective and safe implementation of projects in the country's post-conflict context. The peacebuilding tool is an analytical tool for assisting project team leaders and social experts in understanding the local context, and in identifying potential risks to implementation of development projects that are linked to social conflicts, as well as in formulating mitigation measures for addressing these risks.

Book excerpt: Efforts by international organizations to integrate or mainstream peacebuilding across the diverse spectrum of humanitarian and development work has tended to be opportunistic and ad hoc. This paper seeks to clarify key terms, explore organizational frameworks and initiatives, provide some practical guidance, and list references or links to both thematic and procedural sources.

Available in PDF, EPUB and Kindle. Book excerpt: Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: An integrated framework for conflict sensitive programming that informs a conflict systems response to crisis and post-crisis contexts. The framework is contained within a graphic model that can be used to assist groups of aid and development workers in conceptualising, planning and monitoring how a value based and principled approach to humanitarian assistance could contribute to longer-term social transformation goals. This paper presents a discussion of the development paradigm that informs this conflict sensitive approach and that places humanitarian assistance, development and peacebuilding processes within a nested systems response towards a long-term social transformation agenda. A brief example of the circumstances within which the framework can be applied in practice adds an additional set of insights into the potential value and use of the tool. Finally the paper critically discusses the strengths and weaknesses of the framework and explores the opportunities and challenges of its application in different contexts.

Book excerpt: Integrated Peacebuilding addresses the importance of weaving peacebuilding methods into diverse sectors including development, humanitarian assistance, gender, business, media, health, and the environment - areas where such work is needed the most. Incorporating peacebuilding approaches in these fields is critical for transforming today's protracted conflicts into tomorrow's sustainable peace. Covering both theory and practice, Dr. Zelizer and his team of leading academics and practitioners present original essays discussing the infrastructure of the peacebuilding field (outlining key actors, donors, and underlying motivations) as well as the ethical dilemmas created by modern conflict. Exploring both the challenges and lessons to be found in this emerging field, Integrated Peacebuilding is perfect for courses on peacebuilding, conflict resolution, international development, and related fields.

World Vision offers this book, "Making Sense of Turbulent Contexts", to address a problematic gap within the field of conflict analysis: local knowledge. Analysing large-scale conflict in an inclusive, participatory way will increase the effectiveness of aid in turbulent settings. "Making Sense of Turbulent Contexts" identifies the current participation gap and presents the alternative concepts on which the participatory Making Sense of Turbulent Contexts (MSTC) framework is grounded. Included are concrete, step-by-step tools and seven case studies demonstrating specific MSTC results. The book concludes with a clear vision for the future of participatory macro-level conflict analysis.

Book excerpt: The fields of conflict analysis, management, resolution, prevention and transformation continue to expand beyond NGOs into university departments, religious organizations, media professionals and governments. In the years since 2001, governments around the world are developing conflict assessment frameworks to complement their other needs assessment and intelligence gathering processes. This handbook assists planners from a variety of different sectors to design better programs to support peace and security. The handbook contains 1) conflict assessment exercises; 2) self-assessment exercises; and 3) peacebuilding planning frameworks. Conflict assessment exercises help to map the factors increasing conflict and the factors supporting peace. Self-assessment exercises help narrow priorities and assess abilities of those planning peacebuilding. Peacebuilding frameworks offer a range of program options. Through its synthesis of a wide range of conceptual frameworks into a convenient and logical framework useful for practitioners such as NGOs developing projects, journalists wanting to write conflict-sensitive stories, or government/military agencies designing large scale efforts, this handbook is an essential scholarly and practical tool for the study and implementation of peacebuilding efforts.

Book excerpt: This book presents new theoretical and conceptual perspectives on the problematique of building just and durable peace. Linking peace and justice has sparked lively debates about the dilemmas and trade-offs in several contemporary peace processes. Despite the fact that justice and peace are commonly referred to there is surprisingly little research and few conceptualizations of the interplay between the two. This edited volume is the result of three years of collaborative research and draws upon insights from such disciplines as peace and conflict, international law, political science and international relations. It contains policy-relevant knowledge about effective peacebuilding strategies, as well as an in-depth analysis of the contemporary peace processes in the Middle East and the Western Balkans. Using a variety of theoretical perspectives and empirical approaches, the work makes an original contribution to the growing literature on peacebuilding. This book will be of much interest to students of peacebuilding, peace and conflict studies, Middle Eastern Politics, European Politics and IR/Security Studies.
