A study of 37 oil-producing developing countries, however, reveals that oil states with very high levels of oil revenue are remarkably stable. An analysis of the ways in which governments spend oil revenues identifies two distinct types of rentier systems - the large-scale distributive state and the patronage-based system - which are strongly linked to instability or its absence. However, some deviant cases, such as Equatorial Guinea and Gabon, illustrate the need for further research. Apparently, the notion of a "paradox of plenty" has neglected rentier mechanisms that avoid conflict.

Book excerpt: Energy as a Curse The analysis of rentierism in Post-soviet states, which this book presents, underscores the need for further research as rentier state concepts have mainly been applied to “older” rentier states like African, Latin American and Arab countries. An important contribution to a topical discussion. During the last 30 years, many resource-rich countries have experienced economic and political stagnation (“resource curse”). They have developed deficient political systems in which the process of modern state formation is being undercut (“rentier state”) as well as economic structures in which sectors that provide strong incentives for the accumulation of physical and human capital are under-represented (“Dutch disease”). This is very much the same in many of the post-Soviet states with high resource incomes since the mid 1990s. These incomes present opportunities for reducing poverty and promoting economic growth. But instead of taking advantage of these opportunities many of them present authoritarian regimes with high levels of corruption, low political freedom and rent-seeking elites. The book gives a detailed analysis of rentierism in Post-soviet states.

These countries, previously production centres under the socialist planning system of the Soviet Union, have made enormous economic adjustments in order to develop - or attempt to develop - along capitalist lines. As this study will show, however, inequality in Central Asia and the Caucasus is widening, as the Soviet systems of healthcare and state provisions disappear. Rejecting the Cold War-era East/West paradigm often used to analyse the development of these nations, this study analyses development along the North-South lines which characterise the migration patterns and poverty levels of much of the rest of the developed world. This opens up new avenues of research, and helps us understand why it is, for instance, that this region is better characterised as a 'new South' - as skilled workers flood out of the territories and into Russia and Western Europe. Development in Central Asia and the Caucasus draws together detailed analyses of the development of migration economics as the region's oil wealth further enhances its strategic and economic importance to Russia, the US, the Middle East and to the EU.

Meticulously documented and theoretically innovative, this book illuminates the manifold factors—economic, political, and social—that determine the nature of the oil state, from the coherence of public bureaucracies, to the degree of centralization, to patterns of policy-making. Karl contends that oil countries, while seemingly disparate, are characterized by similar social classes and patterns of collective action. In these countries, dependence on petroleum leads to disproportionate fiscal reliance on petrodollars and public spending, at the expense of statecraft. Oil booms, which create the illusion of prosperity and development, actually destabilize regimes by reinforcing oil-based interests and further weakening state capacity. Book excerpt: We examine the effects of oil rents on corruption and state stability exploiting the exogenous within-country variation of a new measure of oil rents for a panel of 31 oil-exporting countries during the period 1992 to 2005. We find that an increase in oil rents significantly increases corruption, significantly deteriorates political rights while at the same time leading to a significant improvement in civil liberties. We argue that these findings can be explained by the political elite having an incentive to extend civil liberties but reduce political rights in the presence of oil windfalls to evade redistribution and conflict. We support our argument documenting that there is a significant effect of oil rents on corruption in countries with a high share of state participation in oil production while no such link exists in countries where state participation in oil production is low.
