Se a Administração enquanto ciência está dedicada a uma empresa, é a Administração na sua síntese, porém, se esta se dedica a uma entidade pública, se torna Administração Política, ocorrendo da mesma forma com a Economia. Com a Contabilidade, quando esta se dedica às Finanças Públicas, não se torna uma Contabilidade Política, mas, sim, uma Contabilidade Aplicada ao Setor Público, utilizando-se do princípio da entidade como se fosse em uma empresa, ou seja, o patrimônio do dono não se confunde com o patrimônio da entidade. Entretanto, caso o gestor público queira praticar sua gestão com enfoque na distribuição da riqueza, precisa, sim, fazer com que o patrimônio do cidadão seja observado, pois este é o real dono da coisa pública. Infelizmente, por vezes o erário público privilegia alguns grupos blindados por diplomas legais e não a coletividade.
