Book excerpt: The Department of Defense (DoD) must continue to improve product support, with a specific focus on increasing readiness and enabling better cost control. In 2008, the Office of the Assistant Secretary of Defense for Logistics and Materiel Readiness (ASD(L&MR)) established a group of senior government, industry, and academia representation called the Product Support Assessment Team (PSAT) to drive this effort. In November 2009, Dr. Ashton Carter, Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)), approved and signed the Weapon Systems Acquisition Reform Product Support Assessment (WSAR-PSA) report and its eight integrated recommendations to improve life cycle product support decision making process. In addition to the PSAT effort, this DoD Product Support Business Case Analysis BCA Guidebook supports Dr. Carter's November 2010 memorandum on "Better Buying Power" by laying out a uniform methodology for accurate, consistent, and effective support of value-based decision making, while better aligning the acquisition and life cycle product support processes. This guidebook fulfills the need to standardize the DoD BCA process used to conduct analysis of costs, benefits, and risks. A senior team of system engineers, logisticians, acquisition experts, and financial experts from the Services, Agencies, Industry, and Academia embedded their broad knowledge and experience into this guidebook to help BCA practitioners serve their primary customers, the Warfighter and the Taxpayer. This guidebook provides overall guidance for conducting a Product Support BCA. This guidebook should be used in conjunction with other analytical tools and guidance and can be further tailored for specific types of BCAs.

Book excerpt: A business case analysis is one of the most common types of reports used by modern businesses and governmental organizations. Yet, despite the nearly universal need for instructions on how to conduct a BCA, few comprehensive sources exist. BCA Business Case Analysis fills this void. Most Helpful Customer Reviews (5 of 5 stars) By Midwest Book Review "A superb resource and primer for conducting an analysis." (November 8, 2004) Format: Paperback "Business Case Analysis: Examples, Concepts & Technique" is a superb resource and primer for conducting an analysis to help one promote the need for one's office to get its fair share of funding, and communicate effectively just what resources are most needed and how. Hands-on practical examples of economic and management science techniques help illustrate the basic theory in clear terms. Specific topics covered include inventory theory and location analysis, business process reengineering, statistical confidence intervals, forecasting techniques, network analysis such as the traveling salesman problem and PERT, and much more. Some simple algebra and probability theory is involved; the step-by-step details and highlighted problem-solving charts make Business Case Analysis a superb guideline for readers of all backgrounds to quickly get acquainted with the theories. (This review refers to an earlier edition.) (5 of 5 stars) By J. Scott Shipman "Valuable" (January 18, 2012) Format: PaperbackAmazon Verified Purchase "James W. Brannock's 'Business Case Analysis' is an excellent primer on the topic. One could have little or no familiarity with the topic and use this book as a competent starting point. Brannock traces the history of business analysis and provides real-world examples. Brannock says in the Preface that "this is the book I looked for everywhere" early in his career---through this book, you need look no further. Excellent and highly recommended." (This review refers to an earlier edition.) (5 of 5 stars) By Aaron Cavanaugh "Should be added to any MBA library" (September 6, 2010) Format: PaperbackAmazon Verified Purchase Hi, This is a great book and should be added to any MBA student library. I am finding it especially helpful in the middle of my program. Brannock goes into detail about some older managment studies that I had not been aware of previously. He describes them succinctly and with good detail. The 8 day BCA case in Ch. 1 is very helpful and I can see going back to this book as a resource in the future. Available in PDF, EPUB and Kindle. Book excerpt: The Business Case Analysis (BCA) is regarded as a highly-useful management tool. BCAs are mandatory, among other things, for formulating Product Support Strategies (PSSs) in the development of major systems. While defense managers appear to have sufficient guidance regarding BCA documentation, a comparable level of guidance regarding analytical methods is not evident. In fact, there is extant OSD guidance which leaves analytical methods as a task for the services. Accordingly, this essay addresses theoretical foundations useful for BCAs, and practical foundations for analysis in the defense arena-with special attention to the choice of contractor vs. organic support in the formulation of Product Support Strategies (PSSs). The report concludes with a proposed partnership involving the Navy with the defense academic and analytical communities. It also offers words of advice based on current state-of-the-art for Program Managers doing BCAs assessing contractor vs. organic support.

Available in PDF, EPUB and Kindle. Book excerpt: Performance Based Logistics (PBL) is the preferred Department of Defense (DoD) product Support strategy to improve weapons system readiness by procuring performance, which capitalizes on integrated logistics chains and public/private partnerships. The cornerstone of PBL is the purchase of weapons system sustainment as an affordable, integrated package based on output measures such as weapons system availability, rather than input measures, such as parts and technical services. The Quadrennial Defense Review (QDR) and /the Defense Planning Guidance (DPG) directed the application of PBL to new and legacy weapons systems. PBL Implementation is also mandated by DoD Directive 5000.1, The Defense Acquisition System, May 12, 2003. This guide is a tool for Program Managers (PMs) and Product Support Managers (PSMs) as they design product support strategies for new programs or major modifications, or as they re-engineer product support strategies for existing fielded systems. It presents a method for implementing a PBL product support strategy. PBL delineates outcome performance goals of systems, ensures that responsibilities are assigned, provides incentives for attaining these goals, and facilitates the overall life cycle management of system reliability, supportability, and total owner ship costs. It is an integrated acquisition and logistics process for providing weapons system capability.

Book excerpt: Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

All you need is one book: Business and Competitive Analysis, Second Edition . This generation’s definitive guide to business and competitive analysis has now been thoroughly updated with additional methods, applications and examples. Craig S. Fleisher and Babette E. Bensoussan begin with a practical primer on the process and context of business and competitive analysis: how it works, how to avoid pitfalls, and how to communicate results. Next, they introduce their unique FAROUT method for choosing the right tools for each assignment. The authors then present dozens of today’s most valuable analysis methods. They cover “classic” techniques, such as McKinsey 7S and industry analysis, as well as emerging techniques from multiple disciplines: economics, corporate finance, sociology, anthropology, and the intelligence and futurist communities. You’ll find full chapters outlining effective analysis processes; avoiding pitfalls; communicating results; as well as drill-downs on analyzing industries, competitive positioning, business models, supply chains, strategic relationships, corporate reputation, critical success factors, driving forces, technology change, cash flow, and much more. For every method, Fleisher and Bensoussan present clear descriptions, background context, strategic rationales, strengths, weaknesses, step-by-step instructions, and references. The result is a book every analyst, strategist, and manager can rely on – in any industry, for any challenge.
