The ability to use diesel emission reductions for state implementation plan (SIP) and conformity purposes gives states and localities additional incentive to implement diesel retrofit projects. Diesel retrofit technologies reduce pollution from the existing diesel engine fleet by up to 90% for particulate matter (PM), up to 75% for nitrogen oxides (NOx), and up to 90% for volatile organic compounds (VOCs). Many diesel retrofit projects are being successfully implemented around the country. Clean diesel projects already initiated are expected to result in approximately 20,000 tons of particulate matter reduced over the life of the projects, with estimated public health benefits of about $5 billion. The purpose of this document is to provide guidance on quantifying and using emission reductions from on-road and nonroad diesel vehicles, engines, and equipment that have been retrofitted with emission reduction technology. This guidance document describes how to quantify and use reductions of NOx, VOCs, PM2.5, PM10, and carbon monoxide (CO) in ozone, PM2.5, PM10, nitrogen dioxide (NO2), and CO nonattainment and maintenance areas. You can use the emission reductions resulting from implementing a retrofit project in a SIP to help achieve reasonable further progress (RFP), attainment of the national ambient air quality standard (NAAQS or "standard"), or maintenance of the NAAQS; and in transportation conformity and general conformity determinations. This guidance document is updated to reflect the new quantification procedures to use EPA's latest on-road emissions model, the MOtor Vehicle Emissions Simulator (MOVES) model. For nonroad emissions, the nonroad portion of the National MOBILE Inventory Model (NMIM) is the preferred way to estimate benefits of retrofit programs. State and local agencies developing SIPs and conformity analyses for California should consult with EPA Region 9 for information on the current version of EMFAC approved for use in California and for information on how to quantify emission reductions from retrofit projects.

Part of our responsibility is to keep the environment clean. An unclean environment may cause diseases and bad conditions to the livings. As part of keeping the environment clean, air pollution that has increased over the years as a result of an increasing use of transportation, needs to be reduced. Exposure to particulate matter (PM) emitted from internal combustion engines are known to be very harmful to human health and cause death. Since the efficiency of particles deposition in the respiratory tract is a function of the particles size and also of their residence time in the air, the smaller the particle is, the higher the risk it presents. This nano size class of emitted particles is known to be both more harmful to the health and far more difficult to be manipulated than the larger particles. The most efficient after-treatment device presently available is the diesel particle filter (DPF). The effectiveness of the filters is predominantly determined by the size of the pores and therefore it is very challenging to capture nanoparticles. Hence, a shift in the size distribution that will increase the number of larger particles at the expense of a much smaller amount of very small ones, would be very desirable. In the present research, we present a combined study, both theoretical and empirical. The study assesses the capability of a novel concept of particle-grouping technique in reducing the emissions of micron and nano-particles from transportation systems. As will be detailed in this work, the grouping concept leads to nanoparticles elimination to some extent, by promoting their coagulation with particles in their vicinity. This is achieved with a "grouping exhaust" system that is designed to form a specific oscillating flow according to a mathematical model for a certain engine, based on its specific characteristics. The simulations and experiments indicate a substantial decrease in the amount of the small particles at the expense of a moderate increase of the larger particles as they move within the exhaust system. The experiments that will be presented along this work cover wide range of tests made on a chassis dynamometer, on a test bench, at different engine operation conditions, with different particles measurements, and include diesel engines and gasoline engines. The experiments support the grouping phenomenon prediction. This phenomenon reduces particle emission and hence reduces the health risk associated with particulate emission." -- abstract.
