Book excerpt: The Navy Clothing and Textile Research Facility conducted a 90-day evaluation of light and heavy weight prototype polyester-cotton blend shirts dyed Coast Guard Blue 3362 at the U.S. Coast Guard Base, Pt. Allerton, Hull, Massachusetts, and aboard the U.S. Coast Guard Cutter (USCGC) PAPAW (WLB-328) based at Charleston, South Carolina. The shirts were worn with the Coast Guard undress blue trousers as a work and undress uniform. The new uniforms were found to be more acceptable than the currently worn outfits. The light weight shirt was found to be more comfortable than heavier weight shirt in warmer climates such as Charleston, in both summer and winter, and in Hull during the summer.

Book excerpt: A worker-oriented job element inventory was developed and administered to a random sample of 3,000 Coast Guard enlisted personnel from nine different rates and 28 different job ratings. The survey responses were analyzed by Tucker's Three Mode Factor Analysis in order to determine effectively how many different performance appraisal forms should be developed for Coast Guard use. Seven prototype evaluation forms were developed from the job inventory data and introduced in technical conferences with samples of personnel from the various rate and rating groups. Data gathered in these conferences were used to develop the final evaluation instruments. A feedback system was proposed, and an experimental design for testing the effectiveness of the new forms was also developed. (Author).

Book excerpt: GAO reviewed the deployment of women in the military to the Persian Gulf during Operations Desert Shield and Desert Storm, focusing on women's: (1) roles and performance; (2) ability to endure deployment conditions; (3) effect on unit cohesion; and (4) effect on a unit's ability to deploy. Pursuant to a congressional request, GAO reviewed the Coast Guard's Research, Development, Test and Evaluation (RDT&E) Program, focusing on whether the Coast Guard has adequate: (1) policies and procedures for selecting RDT&E projects; and (2) management tools to effectively manage its research and development (R&D) center. GAO found that the Coast Guard: (1) lacks adequate policies and procedures for selecting RDT&E projects, a clear definition of RDT&E to determine the types of projects that should be included in the program, and a long-range plan to fund RDT&E projects that are urgently needed; (2) could not ensure that its management of the R&D center was effective because it has not developed an adequate management information system for tracking overall project performance and linking performance data with planning and financial information or an evaluation process to measure the impact of RDT&E programs; and (3) needs to develop a management information system to ensure that its resources are effectively spent and projects are accurately monitored.

Implementing performance interventions without following up through evaluation means that positive results, though hoped for, cannot be directly verified. In such a case, an organization may train, create job aids, buy new equipment or institute any number of other interventions without the means to determine whether these "investments" actually improved performance and provided a reasonable "return." Because training is unquestionably among its more resource-intensive and pervasive interventions, the Coast Guard recently analyzed the evaluation of training to establish policies and procedures to ensure that its training efforts are effective. This paper describes the Coast Guard's newly implemented training evaluation policy and associated responsibilities and infrastructure.
