Reform-minded policies in South Africa have assumed that if access to land and other natural resources is less problematic, the use of these resources would be intensified which in turn would alter the structure and dynamic of rural and urban poverty. Reforming Land and Resource Use in South Africa examines in detail, and from several disciplinary perspectives, whether and how this has occurred, and if not, why not. A key argument that this collection pursues is whether land reform has resulted in transformed use of natural (i.e. land, crops, cattle, rangeland, wild products etc.) and other strategic resources (labour, knowledge, institutions, networks etc.), and the value communities and household place on them. These concurrent developments have led some observers to view this religious movement as a means of melding converts into a disciplined work force for foreign capitalists rather than as a reflection of conscious individual choices made for a variety of personal, as well as economic, reasons. In this pioneering study, Elizabeth Brusco challenges such assumptions and explores the intra-household motivations for evangelical conversion in Colombia. She shows how the asceticism required of evangelicals (no drinking, smoking, or extramarital sexual relations are allowed) redirects male income back into the household, thereby raising the living standard of women and children. This benefit helps explain the appeal of evangelicalism for women and questions the traditional assumption that organized religion always disadvantages women. Brusco also demonstrates how evangelicalism appeals to men by offering an alternative to the more dysfunctional aspects of machismo. Case studies add a fascinating human dimension to her findings. Land grants, the distribution of irrigation water, land-grant college research and services, farm programs, and tax laws all have been affected. Yet, asserts the author, federal legislation and practices have had an institutional bias toward large-scale farms and agribusiness and have hastened the demise of family farms. Dr. Vogeler examines the struggle between land interests in the private and public sectors and finds that the myth of the family farm has been used to obscure the dominance of agribusiness and that the corporate penetration of agriculture has in turn contributed to the plight of migrant workers, the decline of small towns, and the economic difficulties of independent farmers. Dr. Vogeler also identifies the major shortcomings of agribusiness and federal land-related laws and programs; examines the regional impact of agribusiness and federal farm programs on rural areas; and considers the role of racial minorities and women in the development of agrarian capitalism. In conclusion, he offers a structural analysis that provides the means for progressive social change and states that the achievement of economic equality in rural America and the dismantling of the corporate control of agriculture can be realized through farmer-labor alliances.
