The changing nature of urbanisation, climate change, water scarcity, environmental values, globalisation and social justice mean that the models of provision of water services and infrastructure that have dominated for the past two centuries are increasingly infeasible. Conventional arrangements for understanding and managing water in cities are being subverted by a range of natural, technological, political, economic and social changes. The prognosis for water in cities remains unclear, and multiple visions and discourses are emerging to fill the space left by the certainty of nineteenth century urban water planning and engineering. This book documents a sample of those different trajectories, in terms of water transformations, option, services and politics. Cities are faced with a range of technical and policy options for future water systems. Water is an essential urban service, but models of provision remain highly contested with different visions for ownership of infrastructure, the scale of provision, and the level of service demanded by users. Available in PDF, EPUB and Kindle. Book excerpt: After the Public Heath Acts of 1872 and 1875, British local authorities bore statutory obligations to carry out sanitary improvements. Richardson explores public health strategy and central-local government relations during the mid-nineteenth-century, using the experience of Uppingham, England, as a micro-historical case study. Uppingham is a small (and unusually well-documented) market town which contains a boarding school. Despite legal changes enforcing sanitary reform, the town was hit three times by typhoid in 1875-1876. Richardson examines the conduct of those involved in town and school, the economic dependence of the former on the latter, and the opposition to higher rates to pay for sanitary improvement by a local ratepayer "shopocracy." He compares the sanitary state of the community with others nearby, and Uppingham School with comparable schools of that era. Improvement was often determined by business considerations rather than medical judgments, and local personalities and events frequently drove national policy in practice. This study illuminates wider themes in Victorian public medicine, including the difficulty of diagnosing typhoid before breakthroughs in bacteriological research, the problems local officialdom faced in implementing reform, and the length of time it took London ideas and practice to filter into rural areas.

Book excerpt: As people crowded into British cities in the nineteenth century, industrial and biological waste byproducts and then epidemic followed them. Britons died by the thousands in recurring plagues. Figures like Edwin Chadwick and John Snow pleaded for measures that could save lives and preserve the social fabric. The solution that prevailed was the novel idea that British towns must build public water supplies, replacing private companies. But the idea was not an obvious or inevitable one. Those who promoted new waterworks argued that they could use water to realize a new kind of British society—a productive social machine, a new moral community, and a modern civilization. They did not merely cite the dangers of epidemic or scarcity. Despite many debates and conflicts, this vision won out—in town after town, from Birmingham to Liverpool to Edinburgh, authorities gained new powers to execute municipal water systems. But in London local government responded to environmental pressures with a plan intended to help remake the metropolis into a collectivist society. The Conservative national government, in turn, sought to impose a water administration over the region that would achieve its own competing political and social goals. The contestants over London's water supply matched divergent strategies for administering London's water with contending visions of modern society. And the matter was never pedestrian. The struggle over these visions was joined by some of the most colorful figures of the late Victorian period, including John Burns, Lord Salisbury, Bernard Shaw, and Sidney and Beatrice Webb. As Broich demonstrates, the debate over how to supply London with water came to a head when the climate itself forced the endgame near the end of the nineteenth century. At that decisive moment, the Conservative party succeeded in dictating the relationship between water, power, and society in London for many decades to come.
