In just a few regions—Latin America, the Middle East and North Africa—less than 50 per cent of poverty is now located in rural areas. But for the rest of the world's regions between 55 per cent and 80 per cent of the poor continue to live in the countryside. Progress is being made, but much of the knowhow needed is not disseminated outside of a small coterie of professionals who work in the area. With urban development attracting a great deal of attention lately, poorer rural areas deserve the same and new knowledge for empowerment of rural communities is urgently needed. This book provides an overview of current thinking and practices that have emerged over the last thirty years for uplifting rural communities in developing economies. Drawing on a body of knowledge across a spectrum of relevant disciplines, this book provides a range of innovative ideas for rural planning, housing and infrastructure development. Governments in many emerging economies, where rural poverty is often most acute, have attempted to improve livelihoods. Approaches and techniques that have been used for urban development are often not applicable to rural communities. Studies show that money allocated for rural development is often not effectively spent due to distance, lack of infrastructure, lack of education, poverty and other factors. Meanwhile, the gap in development between the city and country continues to grow, sometimes leading to social and political instability, in both developing and developed countries. This book seeks to provide a guidebook for meeting such challenges. Through in-depth enquiry of global practices and thinking about rural development, and selected case studies, the authors argue that careful consideration must be given to incorporating issues of resilience, resourcefulness and the involvement of communities at grassroots levels in realising the transformation of rural settlements into Smart Villages.

The goal is to move a village from its present situation to a desired one in an orderly and acceptable manner within a given time frame. It is a systematic approach that aims at sustainable management of natural resources and livelihood development at the village level. It is aimed at creating an environment for investors of the village in the long run. The purpose of the exercise was to guide the two villages prepare a development plan in a cluster fashion. A manual (including the different participatory and learning tools and methods) prepared by the PSMNR-SWP through its lead partner responsible for result 4 - DED was used throughout the planning process. The specific objective of the assignment was to assist the villagers find solutions for CBNRM strategies that shall contribute to improving livelihood as well as smaller infrastructure projects (demand driven), also find solutions for communal forest management activities and finally include within the VDP, a "Package" of priority interventions recommended for implementation through the PSMNR-SWP. The development planning process of Ekonjo and Upper Boando villages lasted a total of ten days. In each village, five days were spent so as to assess the base situation and document the strengths, potentials and problems for development. In the last two days, joint meetings were organized to finally select and prioritized the projects for the two villages, and also come out with a strategic and annual implementation plan and a monitoring and evaluation plan. The book is also relevant to non-field staff and, indeed, students of development generally, who want to understand what participatory development is, how it differs from the more conservative process of simply trying to involve people in already decided development projects, and the practicalities of how a non-government organisation (NGO) can go about its work without taking over and manipulating the local people. People First presents a coherent methodology for achieving development based on principles of conscientisation, local control, co-operation and self-reliance.
