Book excerpt: This authoritative reference gives a brief history of Mississippi's constitutional development over the last 175 years and an analysis of the current constitution. Part of Greenwood's series of references dealing with America's state constitutions, this volume identifies basic principles and revisions and defines the powers of the various branches of the government. The short, easy-to-use guide provides a full text of the constitution, a table of cases, a selected bibliography, and a full index. Part I begins with the original constitution in 1817 and traces developments and changes in the 1832, 1869, and 1890 constitutions and points to the needs for contemporary reform. Part II consists of the full text of the constitution with an article-by-article commentary. The volume uses court cases and interpretive opinion of attorneys-general over the past century to demonstrate changes in Mississippi's fundamental law. The bibliographical essay refers to important sources for further reading about the constitution and Mississippi history.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, we identify key areas for Mississippi economic policy reform. Twenty-one scholars, ten of which are from or work in Mississippi, have contributed original policy research. All twenty chapters were written specifically for Mississippi with a shared goal to promote prosperity in the state. While some of the chapters contain complex policy reforms, we have made every effort to present the concepts and ideas in a way that is understandable to the average citizen, the person who can benefit the most from this information. The first three chapters of the text summarize the basic economic principles necessary to achieve economic prosperity. These three chapters present the principles behind the reforms proposed in the subsequent seventeen chapters. Each chapter was written independently and offers unique insight into different areas of state policy reform. While the topics covered range from tax reform, education reform, healthcare, corporate welfare, occupational licensing and business regulatory reform to criminal justice reform, and natural disaster recovery efforts, there is a clear unifying framework underlying the conclusions reached in each chapter. The theme throughout is that economic growth is best achieved through free market policies, policies which are based on limited government, lower regulations, lower taxes, minimal infringement on contracting and labor markets, secure private property rights, low subsidies, and privatization. Policy based on these principles allows Mississippians to have more rights and more choices in their lives.

Available in PDF, EPUB and Kindle. Book excerpt: In The Mississippi State Constitution, John W. Winkle III explores constitutional meaning in Mississippi, both past and present, and shows how, through their own interpretations, judges and other government actors have shaped that meaning. This book illustrates how the popular will of the moment, through constitutional reform conventions or approved amendments, may have both intended and unintended consequences for generations to come. Whether a constitution is a document of power or of limitation is an ageless and important question. The current and now antiquated 1890 version, its patchwork pattern of amendments, and numerous judicial interpretations since, by and large leave that question unsettled. The Mississippi State Constitution features three structural components that are useful for lay and professional audiences alike. First, it surveys the history and development of Mississippi's four constitutions (1817, 1832, 1869, and 1890) by examining the nineteenth century preference for state conventions as agents of comprehensive constitutional reform, and the twentieth and twenty-first century preferences for piecemeal amendments (more than 160 proposals). Second, the book offers a detailed section-by-section commentary on the fifteen articles of the current constitution. It explains the meaning and traces the origins of each provision. In the interest of a fair and thorough analysis, this commentary relies on rulings handed down by Mississippi appellate courts, opinions issued by the office of state attorney general, and enabling legislation passed by state lawmakers. Third, this volume provides a bibliographic essay on available primary and secondary sources for those interested in further study. The Oxford Commentaries on the State Constitutions of the United States is an important new series that reflects a renewed international interest in constitutional history and provides expert insight into each of the 50 state constitutions. Each volume in this innovative series contains a historical overview of the state's constitutional development, a section-by-section analysis of its current constitution, and a comprehensive guide to further research. Under the expert editorship of Professor G. Alan Tarr, Director of the Center on State Constitutional Studies at Rutgers University, this series provides essential reference tools for understanding state constitutional law. Books in the series can be purchased individually or as part of a complete set, giving readers unmatched access to these important political documents.

Available in PDF, EPUB and Kindle. Book excerpt: The authors of Mississippi Government and Politics go beyond the stereotyped view of the Magnolia State to consider the dramatic social, economic, and political changes taking place there in recent years. Yet the past is inextricably bound up with the present, as Dale Krane and Stephen D. Shaffer make clear in developing their central theme: the ongoing clash in Mississippi between traditionalists intent on preserving the status quo and progressives who have grown up with the civil rights movement. Based in part on public opinion polls measuring the attitudes of Mississippians over a decade, Mississippi Government and Politics presents a vivid social history and analysis of the state's executive, legislative, and judicial branches. Krane and Shaffer have contributed chapters on the culture of Mississippi, the origins and evolution of its ruling class, and efforts to modernize the economy and to bring more blacks and poor whites into the power structure. Krane writes about the struggle over public policy, or "who gets what, " and the highly ambivalent attitude of Mississippians toward the federal government. Shaffer addresses the shifting allegiances of political parties in the state and the role of interest groups in effecting change. The contributors include leading political scientists and public administrators. Tip H. Allen, Jr., looks at the century-old, much-amended constitution, and Douglas G. Feig considers the dominance of the legislature and the winds of change blowing through it. Thomas H. Handy describes the traditionally weak governorship. Diane E. Wall threads her way through the antiquated judicial system. Edward J. Clynch sizes up tax Policy, and Gerald Gabris delves intothe dynamics of local government. The result is the most comprehensive and authoritative book on Mississippi political culture in many years.
