Book excerpt: As an outcome of our research project, we developed software and data for the Lakebed Alteration Decision Support Tool (LADST), a web-based decision support program to assist resource managers in making siting decisions for offshore wind farms (as well as other lakebed-altering projects) in the United States' waters of the Great Lakes. Users of the LADST can create their own offshore wind farm suitability maps, based upon suitability criteria of their own choosing by visiting a public web site. The LADST can be used to represent the different priorities or values of different Great Lakes stakeholders for wind farm siting, as well as the different suitability requirements of wind farms (or different types of development projects) in a single suitability analysis system. The LADST makes this type of customized suitability analysis easily accessible to users who have no specialized software or experience with geographic information systems (GIS). It also may increase the transparency of the siting and permitting process for offshore wind farms, as it makes the suitability analysis equally accessible to resource managers, wind farm developers, and concerned citizens.

A negative public perception, such as the Not-in-my-backyard (NIMBY) attitude, is a planning issue that is strongly associated with some types of siting decisions. After the Feed-in-Tariff (FIT) program through the Green Energy Act was introduced in Ontario in 2009, a large number of wind farm developments were proposed and implemented. Public concerns regarding the noise and aesthetic impacts of wind turbines have created public resistance and caused project delays. More importantly, the wind farm siting decision making process is a top-down process, which overrides the power of municipalities and ignores public concerns towards wind farms. In this thesis, a Geographic Information System (GIS)-based multi-criteria decision analysis (MCDA) siting approach has been developed, which is capable of representing the potential noise and visual impacts caused by wind turbines in a wind farm siting process. After identifying a sample of feasible sites in Southern Ontario, the noise and visual impact assessment approaches were applied to estimate the affected-population by wind farm sites. The changes of suitability levels within each feasible site can be determined after the integration of noise and visual criteria with the common siting criteria, which include physical, environmental, planning and economic factors. This siting approach is generalizable, which means it can be applied to other facility developments that have potential noise and visual impacts to the public. The results illustrate the spatial changes of suitability level before and after introducing the noise and visual criteria into the siting process. Planners and decision makers could potentially apply this siting approach to address public concerns in the future wind farm siting decisions.

Book excerpt: The SDSS described in this chapter is designed to manage some cartographic layers relevant to analyzing constraints and potential of Walloon wind farm development in a straightforward and well-structured fashion. The various computing interfaces above-mentioned allow laymen, i.e. operators who do not have expert knowledge of geoprocessing and database management systems, to generate and analyze scenarios under various constraints pertaining to areas conducive to wind farms set up either at the entire region level or in some specific study areas. The functionalities that have been developed in the GIS open-source GRASS and QGIS environment contrast with a previous tool developed with a commercial GIS platform (Lejeune & Feltz, 2008). These functionalities have proven efficient enough and may substitute for other commercial and relatively expensive products. Two features such as simplicity and accessibility make this project promising with a view of a greater involvement of stakeholders concerned with wind power development in Wallonia. Bearing in mind that such analytical tools, both user-friendly and highly accessible, are today available and in line with the multi-criteria nature of the problem, it is anticipated that the next step in wind power policy planning shall imply the set up of genuine participatory process (Rauschmayer & Wittmer, 2006 ; Stagl, 2006 ; Gamboa & Munda, 2007). Many issues still need to be addressed at that level and there is much room for further improvement, e.g. who should the stakeholders' representatives be, when and how to initiate their involvement in the decision-making process, how should the decision-making process be structured, i.e. from regional planning to local project appraisal, etc. Many pending questions remain today unanswered.
