Book excerpt: In Managing the British Economy in the 1960s Sir Alec Cairncross, who was Economic Adviser to HMG in 1961-64 and Head of the newly-created Government Economic Service in 1964-69, tells the inside story of the making of economic policy under four Chancellors of the Exchequer between 1960 and 1970, first under a Conservative government then under a Labour government. He describes how the Treasury dealt with a whole succession of crises and experimented with many new departures of policy over the decade: for example, the efforts to engage in long-term planning, form a workable incomes policy, make use of new taxes for new purposes and enter the European Community. In parallel with the 1990s, the story is dominated by the effort to avoid devaluation followed by the struggle to make it work and keep the pound from sliding further.

Available in PDF, EPUB and Kindle. Book excerpt: In the rapidly expanding public space debate of the past few years, a recurring theme is the ’loss of publicness’ of contemporary urban public places. This book takes up the challenge to find an objective way to prove or disprove this phenomenon. By taking the reader through a systematic and multi-disciplinary literature review it asks the deceptively simple question: ’What is publicness?’ It answers this by first developing a new theoretical approach - ’The dual nature of public space’, and secondly a new analytical tool for measuring it - ’The Star Model of Publicness’. This pragmatic approach to analysing public space is tested then on three new public places recently created on the post-industrial waterfront of the River Clyde, in the city of Glasgow, UK. By seeing where and why certain public places fail, direct and informed interventions can be made to improve them, and through this contribute to the building of more attractive and sustainable cities. By adopting a multi-disciplinary approach to shed light on this ’slippery’ concept, this book shows how urban design can complement other disciplines when tackling the complex task of understanding and improving the built environment’s public realm. It also bridges the gap between theory and practice as it draws from empirical research to suggest more quantitative approaches towards auditing and improving public places.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1969, Planning and the Politicians is a collection of essays on political subjects, which ranges from a study of the British House of Commons, through a discussion of decentralization in various countries, to an examination of the problems of economic planning in a ‘new’ state. They are arranged in four sections, entitled Parliament, Administration, Development, and Principles. As the book’s title implies, there is a constant preoccupation throughout the essays with the practical issues of politics and public administration, and with the more general problems of political choice that face the individual in the modern world. An introductory essay explains the author’s personal approach to political studies. The book will be of interest to students of political science, governance, administration, and economics.

This book was released on 2007-01-01 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: . . . it s a valuable and laudable work. . . I found it interesting and helpful to have an account of the parallel developments in the other two countries. . . An analysis of important aspects of British and French energy policy development based on primary sources is a worthwhile contribution. A broad comparative synthesis of energy policy in the three countries is also a worthwhile contribution. John Neufeld, EH.NET The main objective of this very interesting book is to analyse from economic history and political economy perspectives the similarities and differences in the forms that the electricity sector has been organized and the ways that energy policy has developed in Britain, France, and the US. The book s organization and the clarity of the writing make for a highly rewarding read. . . Chick has dedicated many years to studying the electricity sector, and this book demonstrates his mastery of this complex industry. . . Chick s book will be of decided interest to energy specialists, but it will also appeal to a broader readership including economic historians, political economists, and other social scientists who wish to understand the crucial role that energy has played in international politics, economic growth, and human welfare during the period since the Second World War. Judith Clifton, The Economic History Review Chick s superb study of this crucial sector goes right to the heart of a number of problems associated with markets and government, casting light on each. It also sheds light in unexpected areas, and in particular on the history of economic thought. Above all, this volume succeeds admirably in fusing the best techniques of business and economic history to show why history matters for present-day policy. Roger Middleton, Business History This history of the post-WWII electricity supply industry in France, Great Britain and the US is well researched and well written. . . The author draws on newly available archival material to develop a sophisticated, deeply informed portrayal of the evolutionary process in each nation. . . This well-crafted industrial history should be of interest to practitioners and policy makers as well as students and scholars. Highly recommended. R.C. Singleton, Choice Nationalisation, regulation, privatisation: beyond polemics, history lessons by Martin Chick. Alain Beltran, Université Panthéon-Sorbonne, France International economic history is not just concerned with flows of capital and goods. It involves comparisons of the economic policy and organisation of specific economic sectors. In this excellent book, Martin Chick examines energy policy issues, policy formation, policy makers and their advisers, in USA, France and Britain, drawing on original archive sources. He brings out the importance of strategic issues, including security, in the switch from coal to oil and natural gas, the European debate on coal and steel, pricing in electricity supply and finally privatisation and liberalisation of markets. It is a fine exercise in political economy and will appeal to scholars and students of politics as well as of history, economics and business studies. Robert Millward, University of Manchester, UK Analyzing the work of economic theorists and policy practitioners from the 1840s to the present, this sophisticated historical account helps scholars understand better the profound obstacles to making successful energy policy today. In particular, the cross-national study highlights the primacy of social, political, and historical forces over rational economic theory, demonstrating that energy policy making has never been (and will likely never become) a pure science based on cherished academic principles such as marginal-cost pricing. Richard Hirsh, Consortium on Energy Restructuring, Virginia Tech, US Martin Chick s overview of the formation and implementation of energy policy in three countries since 1945 is a remarkable achievement. Book excerpt: Where other books are either highly partisan dismissals or appreciations of the Third Way, or dull sociological accounts, this book gets behind the clichés in order to show just what is left of Labour party ideology and what the future may hold. New Labour has changed the face of Britain. Culture, class, education, health, the arts, leisure, the economy have all seen seismic shifts since the 1997 election that raised Blair to power. The Labour that rules has distanced itself from the failed Labour of the 70s and 80s, but the core remains. Labour remains gripped by its own past - unable and unwilling to shed its ties to the old Labour party, but determined to avoid the mistakes of which lead to four electoral defeats between 1979 and 1992. Cronin covers the full history of the party from its post war triumph through decades of shambolic leadership against ruthless and organised opposition to the resurgent New Labour of the 90s that finally took Britain into the new millennium.
