Book excerpt: Originally published in 1984, this text was written as a guide to agricultural policy makers, planners and project managers in developing countries, particularly for those in the areas of programme formulation and implementation. Elements from successful agricultural and rural development plans have been selected. The work discusses the link between agricultural and overall planning, the various aspects of agricultural planning (including the usual components and deficiencies of plans, time horizons and scope of plans, and regional planning), and it concludes with brief look at the preparation of a plan and objectives for agricultural development.

Book excerpt: The symposium In the next decades, agriculture will have to cope with an ever-increasing demand for food and raw basic materials on the one hand, and with the necessity to use resources without further degrading or exhausting the environment on the other hand, and all this within a dynamic framework of social and economic conditions. Intensification, sustainability, optimizing scarce resources, and climate change are among the key issues. Organized thinking about future farming requires forecasting of consequences of alternative ways to farm and to develop agriculture. The complexity of the problems calls for a systematic approach in which many disciplines are integrated. Systems thinking and systems simulation are therefore indispensable tools for such endeavours. About 150 scientists and senior research leaders participated in the symposium 'Systems Approaches for Agricultural Development' (SAAD) at the Asian Institute of Technology (AIT), Bangkok, Thailand, in December 1991. The symposium had the following objectives: - to review the status of systems research and modeling in agriculture, with special reference to evaluating their efficacy and efficiency in achieving research goals, and to their application in developing countries; - to promote international cooperation in modeling, and increase awareness of systems research and simulation. The symposium consisted of plenary sessions with reviews of major areas in systems approaches in agriculture, plus presentations in two concurrent sessions on technical topics of systems research. Subjects of studies were from tropical and temperate countries.

Book excerpt: In December 1993, ISNAR, in collaboration with International Consortium for Application of Systems Approaches, organized a three-day workshop on systems approaches and modelling for agricultural development. Sponsored by the Dutch Ministry for Development Cooperation, the workshop was attended by participants from 12 national agricultural research systems (NARS), nine international agricul tural research centers (lARCs), and five advanced research organizations (AROs). Although application of systems approaches in agricultural research and resource management is a rather new field, there is already increasing demand for implemen tation of these approaches. This will require a critical mass of specialists in the NARS and IARCs. Before this critical mass can be obtained, however, the experience that has been gained in this area needs to be evaluated, further possibilities need to be explored, and new objectives and targets need to be set. This book, which contains the papers presented at the workshop, assesses the state of the art of systems approaches in agricultural research, resource management, and rural planning. It also gives an impression of the evolution of this interdisciplinary field and its use in national and international research centers. Another, less tangible, outcome of the workshop was its contribution toward strengthening the network of NARS, lARCs, and AROs. It gave participants and organizers a chance to develop contacts, and provided an opportunity to make the first proposals for collaborative programs. Special thanks are due to Peter Goldsworthy and Luc Boerboom for their crucial role in making the workshop a success in this regard.

Available in PDF, EPUB and Kindle. Book excerpt: This book meets the needs of teachers and students of agriculture and rural development project and programme planning, planners employed by governments in developing countries and by external financing agencies. Project planners must understand the aspirations of rural families and their local leaders, the national development and sector planning goals and policies of their governments and the development goals and policy priorities perceived by external financing agencies in relation to their countries. These areas are not always consistent and trade-offs may be required. However it is recognised that poor project planning is a major constraint to the sustainable realization of project and programme objectives and sector goals. Illustrated with case studies and logical framework matrices, this book presents well-established and relatively new practices followed in the context of agriculture and rural development project and programme planning. Although based on experiences gained in Africa, the issues described are relevant to planning problems encountered in other developing regions of the world. It addresses the main factors which affect the success of planning such as a government's ability to guarantee macro-economic stability and sound sector development policies; the shift from 'top-down', bureaucratic to 'bottom-up', participatory planning approaches and the roles played by external financing agencies. It explains key technical, financial, economic, environmental, socio-cultural, equity, gender and institutional-strengthening issues concerning planning in rural areas and reviews the planning tools and approaches available. The procurement of goods and services, the disbursement of funds and monitoring and evaluation requirements are examined in detail.

Book excerpt: This volume is the third (III) of four under the main themes of Digitizing Agriculture and Information and Communication Technologies (ICT). The four volumes cover rapidly developing processes including Sensors (I), Data (II), Decision (III), and Actions (IV). Volumes are related to ‘digital transformation” within agricultural production and provision systems, and in the context of Smart Farming Technology and Knowledge-based Agriculture. Content spans broadly from data mining and visualization to big data analytics and decision making, alongside with the sustainability aspects stemming from the digital transformation of farming. The four volumes comprise the outcome of the 12th EFITA Congress, also incorporating chapters that originated from select presentations of the Congress. The focus of this book (III) is on the transformation of collected information into valuable decisions and aims to shed light on how best to use digital technologies to reduce cost, inputs, and time, toward becoming more efficient and transparent. Fourteen chapters are grouped into 3 Sections. The first section of is dedicated to decisions in the value chain of agricultural products. The next section, titled Primary Production, elaborates on decision making for the improvement of processes taking place with the farm under the implementation of ICT. The last section is devoted to the development of innovative decision applications that also consider the protection of the environment, recognizing its importance in the preservation and considerate use of resources, as well as the mitigation of adverse impacts that are related to agricultural production. Planning and modeling the assessment of agricultural practices can provide farmers with valuable information prior to the execution of any task. This book provides a valuable reference for them as well as for those directly involved with decision making in planning and assessment of agricultural production. Specific advances covered in the volume: Modelling and Simulation of ICT-based agricultural systems Farm Management Information Systems (FMIS) Planning for unmanned aerial systems Agri-robotics awareness and planning Smart livestock farming Sustainable strategic planning in agri-production Food business information systems
