This strategy seeks to change offender behavior by understanding underlying crime-producing dynamics and conditions that sustain recurring crime problems, and implementing a blended set of law enforcement, community mobilization, and social service actions. The approach builds on recent theorizing on optimizing deterrence, mobilizing informal social control, enhancing police legitimacy, and reducing crime opportunities through situational crime prevention. There are three main types of focused deterrence strategies: group violence intervention programs, drug market intervention programs, and individual offender programs. A growing number of rigorous program evaluations find focused deterrence to be an effective crime prevention strategy. However, a number of steps need to be taken to ensure focused deterrence strategies are implemented properly. These steps include creating a network of capacity through partnering agencies, conducting upfront and ongoing problem analysis, and developing accountability structures and sustainability plans.

Book excerpt: This Element presents the history, research, and future potential for an alternative and effective model of policing called 'legitimacy-based policing'. This model is driven by social psychology theory and informed by research findings showing that legitimacy of the police shapes public acceptance of police decisions, willingness to cooperate with the police, and citizen engagement in communities. Police legitimacy is found to be strongly tied to the level of fairness exercised by police authority, i.e. to procedural justice. Taken together these two ideas create an alternative framework for policing that relies upon the policed community's willing acceptance of and cooperation with the law. Studies show that this framework is as effective in lowering crime as the traditional carceral paradigm, an approach that relies on the threat or use of force to motivate compliance. It is also more effective in motivating willing cooperation and in encouraging people to engage in their communities in ways that promote social, economic and political development. Deterrence, whether through preventive patrol by police officers or stiff prison sentences for violent offenders, is the principal mechanism through which the central feature of criminal justice, the exercise of state authority, works – it is hoped -- to diminish offending and enhance public safety. And however well we think deterrence works, it clearly often does not work nearly as well as we would like – and often at very great cost. Drawing on a wide range of scholarly literatures and real-world experience, Kennedy argues that we should reframe the ways in which we think about and produce deterrence. He argues that many of the ways in which we seek to deter crime in fact facilitate offending; that simple steps such as providing clear information to offenders could transform deterrence; that communities may be far more effective than legal authorities in deterring crime; that apparently minor sanctions can deter more effectively than draconian ones; that groups, rather than individual offenders, should often be the focus of deterrence; that existing legal tools can be used in unusual but greatly more effective ways; that even serious offenders can be reached through deliberate moral engagement; and that authorities, communities, and offenders – no matter how divided – share and can occupy hidden common ground. The result is a sophisticated but ultimately common-sense and profoundly hopeful case that we can and should use new deterrence strategies to address some of our most important crime problems.
